The high boost MPP station located at the Laverda Field will be declared by notice published in the Commonwealth Gazette as a terminal station pursuant to section 16 of the Act, being a specified petroleum pumping station in an offshore area.

General plans and description of pigging facilities

Subsea to subsea pigging capability is incorporated into the design via in-line connections onto each FLET on the 16” rigid flowline onto which a subsea pig launcher and receiver will periodically be connected.

Cathodic Protection

A sacrificial cathodic protection system will be installed on the main 16” production flowline and associated in-line structures. Full shell bracelet Aluminium-Indium Alloy anodes will be strapped directly onto the pipeline MLPP and will be electrically connected to the linepipe. Anode design and supply will be in accordance with DNV-RP-F103.

Anchoring or Other Means of Stabilisation

Lateral Stability:

Laterally stable by design DNV-RP-F109. Eight buckle sleepers installed along pipeline, with two types; Group 1 weighing 8.6Te and Group 2 weighing 14.5Te.

Axial Stability:

Two walking anchors installed at KP 16.8 and KP 27.9. Suction piles to be used at KP 16.8 consist of two structures, each weighing 129Te. Gravity bases to be used at KP 27.9 consist of two structures, each weighing 348Te.

 

3.      The Greater Enfield Pipeline Route Map on page 6 is deleted and replaced with the map at Attachment 1.

 

The variation takes effect on the day on which a notice of the variation is published in the Commonwealth Government Gazette.

The pipeline must be designed to meet the specified diameters, wall thicknesses, and materials for the rigid and flexible pipeline sections. It must also be capable of operating within the given pressure and temperature limits and be designed for a 20-year lifespan. Additionally, the pipeline must incorporate cathodic protection, pigging facilities, and stabilisation measures as detailed in the new Schedule of Specifications. Compliance with these requirements is essential for the safe and effective operation of the pipeline. Breach of the requirements set out in the Offshore Petroleum and Greenhouse Gas Storage Act 2006 can result in significant legal consequences. The Act provides for both civil and criminal penalties for non-compliance. Civil penalties can include fines of up to $66,000 per day for each offence, while criminal penalties can include fines of up to $660,000 for individuals and $3.3 million for bodies corporate, along with potential imprisonment terms. The exact penalties depend on the nature and severity of the breach, as well as any mitigating or aggravating factors considered by the court. It is crucial for the parties involved to adhere to the provisions of the Act to avoid these severe consequences.
