ROUTE OF THE PIPELINE

 

The pipeline route is described in the tables hereunder and displayed in the attached map (Attachment 1). The route of the main pipeline described in Table 1 commences at the Lady Nora/Pemberton (LPA) PLET to the Goodwyn Alpha (GWA) PLET, including the tie-in flowlines and spools connecting to the GWA Subsea Isolation Valves as described in Table 2. Additional GWF-4 Echo Yodel system of pipes are detailed in Table 3, commencing from the Yodel Updip Well (YOD05) Xmas Tree Hub Face to the Echo Yodel Manifold Hub Face, Table 4, commencing from the Echo Spur Well (ESA01) Xmas Tree Hub Face to the EYA Manifold Hub Face, and Table 5, commencing from the EYA Manifold Hub Face to the Keast Dockrell (KDA) Manifold Hub Face, each within a corridor of ±200m (± 100m centred on the flowlines). Coordinates are based on Geodetic Datum of Australia (GDA94).

SPECIFICATIONS

 

Design and Construction

 

The offshore pipeline must be designed and constructed in accordance with Offshore Standard DNV-OS-F101 – Submarine Pipeline Systems (Offshore Pipeline), which is incorporated in its entirety in Australian Standard AS2885.4 – Pipelines, Gas and Liquid Petroleum (Part 4: Submarine Pipelines). Specifically, the design and construction phase of the pipeline must comply with DNV-OS-F101. The flexible flowlines and manifold are designed and constructed in accordance with the current version of the key design standards in Table 6.

Attachment 1 – GWF-2 Pipeline Route

 

Overview

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 (the "Act") was enacted to provide a framework for the regulation of offshore petroleum activities, including the exploration, production, and storage of greenhouse gases, within Australian waters. The Act was introduced to address the need for a comprehensive legislative regime governing the offshore petroleum industry, ensuring the sustainable development of resources while protecting the marine environment. The Act was enacted by the Parliament of Australia, with the objective of facilitating the efficient and environmentally responsible development of offshore petroleum resources. This legislation serves as the primary legal instrument governing offshore petroleum activities in Australia, ensuring that such activities are conducted in a manner that balances economic interests with environmental protection and safety. The Act establishes a regulatory framework for the issuance of permits and licenses, the conduct of exploration and production activities, and the management of environmental impacts associated with offshore petroleum operations.

Scope and Application

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 (the Act) applies to the regulation of offshore petroleum activities and greenhouse gas storage in Australian waters. In this instance, the Act governs the variation of a pipeline licence for the transport of petroleum products, as detailed in the notice. The Act applies to entities holding offshore petroleum titles, which in this case includes Woodside Energy (North West Shelf) Pty Ltd, BP Developments Australia Pty. Ltd., Chevron Australia Pty Ltd, Woodside Energy Ltd., Japan Australia LNG (MIMI) Pty. Ltd., and Shell Australia Pty Ltd. The variation pertains specifically to the pipeline route and design specifications for the GWF-2 system of pipes and associated flexible flowlines and manifolds. The geographic reach of the Act is confined to Australian Commonwealth waters, as evidenced by the involvement of the Commonwealth-Western Australia Offshore Petroleum Joint Authority. Key Provisions

In this case, the Delegate of the National Offshore Petroleum Titles Administrator has exercised the power under Section 226 to vary Pipeline Licence WA-27-PL (the "Licence") for the pipeline route specified in the attached map and tables. The Act imposes several obligations on the parties involved in the operation of the pipeline. The pipeline must be designed and constructed in accordance with the Offshore Standard DNV-OS-F101 – Submarine Pipeline Systems (Offshore Pipeline) and Australian Standard AS2885.4 – Pipelines, Gas and Liquid Petroleum (Part 4: Submarine Pipelines). Additionally, the flexible flowlines and manifold must be designed and constructed in accordance with the relevant API standards. The design and construction of the pipeline must adhere to the parameters outlined in the Basis of Design section, including the outside diameter, wall thickness, length, design life, material, grade, and allowable operating pressures and temperatures. Failure to comply with the provisions of the Act or the terms and conditions of the Licence may result in civil or criminal consequences. Under the Act, the Delegate may impose penalties for breaches of the Act or the Licence. The maximum penalty for contravening a provision of the Act is a fine of up to $500,000 or imprisonment for up to five years, or both. For contravening a term or condition of the Licence, the maximum penalty is a fine of up to $100,000 or imprisonment for up to one year, or both. Additionally, any person who causes damage to the pipeline or its infrastructure may be liable for damages under the common law. In summary, the Act provides the framework for the regulation of offshore petroleum pipelines, with specific provisions for the variation of pipeline licences and the setting of terms and conditions. The Act imposes obligations on the parties involved in the operation of the pipeline, including design and construction standards, and provides for civil and criminal penalties for breaches of the Act or the Licence.
