VARIATION OF PIPELINE LICENCE WA-20-PL

(GORGON TO BARROW ISLAND)

 

I, JOANNE JENNIFER BELL, delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth–Western Australia Offshore Petroleum Joint Authority hereby vary Pipeline Licence WA-20-PL, dated 9 July 2010 (the Licence), for which:

2.        ‘Definitions’ and ‘Interpretation’ are varied by deleting the current text and substituting it with the following:

“In this document:

“the Act” means the Offshore Petroleum and Greenhouse Gas Storage Act 2006 and includes any Act with which that Act is incorporated and words used in this document have the same meanings as in the Act; and

“the Regulations” means regulations made under the Act,

“Pipeline” has the meaning given in the Act.”

References within this document to “the pipeline” or “the flowline” are taken to refer to a pipe, a flowline, or a system of pipes.”

 

3.        ‘Conditions of Licence’ is varied by:

(a)   Deleting ‘Section 3 Standards and Integrity’ heading and text;

(b)   Deleting ‘Section 4 Personnel and Contractors to be Informed’ heading and text;

(c)   Under the heading ‘Section 5 Pipeline Particulars’;

  1. The heading is updated to ‘Section 3 Pipeline Particulars’;
  2. The numbering of ‘Section 5.1’ is updated to ‘Section 3.1’ and the text is deleted and replaced with the following:

‘The Licensee must construct the Licensed Pipeline in accordance with, and ensure that the Licensed Pipeline meets, and continues to meet, the specifications set out in the Basis of Design, unless and to the extent that the Joint Authority otherwise approves.’

c.       Deleting ‘Section 5.2’ heading and text;

(d)   Deleting ‘Section 6 – Pipeline Management Plan and Pipeline Safety Case’ heading and text;

(e)   Deleting ‘Section 7 – Environment Management Plans’ heading and text;

(f)    Deleting ‘Section 8 – Designated Authority May Require Report’ heading and text; and

(g)   The numbering of ‘Section 9’ is updated to ‘Section 4’.

 

4.      Annexure A’ is varied by deleting the heading and text.

 

5.      Annexure B’ is varied by deleting the heading and text.

 

6.      Annexure C’ is varied by;

  1. Updating the numbering to ‘Annexure A’; and
  2. Deleting the current text and replacing with the following: 

 

“Design and Construction

The offshore pipeline shall be designed and constructed in accordance with Industry Standard DNV-ST-Fl0l - Submarine Pipeline Systems, which is incorporated in its entirety in Australian Standard AS2885.4 Pipelines - Gas and Liquid Petroleum - Offshore Submarine Pipeline System.

 

Piping within Manifold and PTS structures shall be designed and constructed in accordance with Industry Standard ASME B31.8 – Gas Transmission and Distribution Piping Systems.

 

Basis of Design

  • External corrosion protection: The pipeline shall be protected from external corrosion by a combination of anti-corrosion coating and a sacrificial anode cathodic protection system.
  • Substance to be conveyed: Wet Natural Gas - predominantly Methane with approximately 14% CO2.
  • The design life of all pipes is 50 years.”
