VARIATION OF PIPELINE LICENCE VIC/PL8

(MACKEREL TO HALIBUT) (C6XCVV)

 

I, STEVEN ROBERT TAYLOR, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth-Victoria Offshore Petroleum Joint Authority hereby vary Pipeline Licence VIC/PL8, dated 30 June 1975 (the Licence), for which:

Woodside Energy (Bass Strait) Pty Ltd

(ACN 004 228 004)

 

 

are the registered titleholders, as set out below.

 

The variation takes effect on the day on which this notice of variation is published in the Australian Government Gazette.

  1.       Vary the pipeline licence name from Mackerel A to Halibut A to Mackerel to Halibut.

 

  1.       The FIRST SCHEDULE of the Licence is varied by deleting the current text and replacing it with the following:

The route of the pipeline is described in the table below, and displayed in the map below (Attachment A), commencing at the subsea cut location near the Mackerel platform and terminating at the first flange upstream of the First Valve On (FVO) on the Halibut platform.

  1.       The VIC/PL8 Pipeline Route Map is deleted and replaced with the map at Attachment A.

SECOND SCHEDULE

 

SPECIFICATIONS

 

  1.         Design

 

The pipeline design is based on the following parameters –

 

  1.             one 300 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons;
  2.          a flow rate of 15,899 sm3/d (0.100 MMbbl/d) of liquid hydrocarbons;
  3.        a maximum internal design pressure of 14,893 kPag;
  4.         a pipeline length of approximately 9.4 km.

 

  1.         Materials of Construction

 

  1.             Steel Pipe

 

The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5LX, 35th Edition for Grade X52 seamless pipe and Esso Australia Limited Supplemental pipe specification accompanying the pipeline licence application. There is a 4 km replacement section beginning at Mackerel and terminating at the flexible jumper. All replacement rigid line pipe has an external diameter of 323.9 mm and a wall thickness of 12.7 mm.

 

The original section of pipeline starts at the other side of the flexible jumper to Halibut. This section of pipeline has an outer diameter of 323.9 mm and a wall thickness of 9.53 mm.

 

The tie-in spool has an external diameter of 323.9 mm and a wall thickness of 12.7 mm thick. It also has a corrosion coating of 0.5 mm thick Fusion Bonded Epoxy and a 25 mm Concrete Weight Coating. The Concrete Weight Coating extended from the riser to tie-in spool flange connection to the tie-in spool to pipeline connection.

 

The flexible jumpers are fabricated from composite material manufactured by Coflexip and have a Nylon-11 pressure containing sheath. The flexible jumper is 65.8 mm long, has an internal diameter of 305 mm and a wall thickness of 55.2 mm.

 

  1.          Protective Coating

 

Primary external corrosion protection for the pipeline is provided by a Coal Tar

Enamel coating and a high-density polyethylene coating called Yellow Jacket.

 

  1.        Weight Coating

 

The specification for the steel mesh reinforced weight coating and the shop application of this material to the pipe shall be in accordance with the Esso Australia Limited Protective Coatings Specifications accompanying the original pipeline licence application.

Scope and Application

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 applies to the regulation of offshore petroleum activities and greenhouse gas storage within Australian waters. This Act provides the legislative framework for the Commonwealth-Victoria Offshore Petroleum Joint Authority to manage and oversee offshore petroleum titles, including the licensing of pipelines that transport offshore petroleum products. In this specific case, the Act facilitates the variation of the Pipeline Licence VIC/PL8, which pertains to the pipeline route between the Mackerel and Halibut platforms. This legislation applies to entities such as Esso Australia Resources Pty Ltd and Woodside Energy (Bass Strait) Pty Ltd, which are the registered titleholders for the pipeline. The Act's jurisdiction covers the Commonwealth and Victoria, specifically targeting offshore activities and related infrastructure. The Second Schedule, which outlines the pipeline specifications, remains unchanged. The variation imposes specific obligations on the registered titleholders, Esso Australia Resources Pty Ltd and Woodside Energy (Bass Strait) Pty Ltd. These obligations include ensuring that the pipeline design adheres to the parameters specified in the Second Schedule, which includes details such as the pipeline diameter, flow rate, and materials of construction. The titleholders must also ensure that the pipeline is coated with the specified protective and weight coatings, as outlined in the First Schedule, and that the new route description and map are accurate and reflect the actual pipeline route (subsection 226(1)). Failure to comply with the provisions of this variation or the requirements of the Offshore Petroleum and Greenhouse Gas Storage Act 2006 can result in significant consequences. Breaches of the Act may lead to civil penalties, which can be substantial, as well as potential criminal penalties. The maximum penalty for a serious breach of the Act can result in fines of up to $1.1 million for a corporation and imprisonment for up to five years for an individual (subsection 708(2)). Additionally, non-compliance can also result in the suspension or revocation of the pipeline licence, which would have significant operational and financial implications for the titleholders (subsection 226(3)).
