VARIATION OF PIPELINE LICENCE VIC/PL21

(PERCH TO SHORE) (49K4WQ)

 

I, NICOLE LYNETTE FILBAY, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth-Victoria Offshore Petroleum Joint Authority hereby vary Pipeline Licence VIC/PL21, dated 31 August 1989 (the Licence), for which:

 

Esso Australia Resources Pty Ltd

(ACN 091 829 819)

 

Woodside Energy (Bass Strait) Pty Ltd

(ACN 004 228 004)

 

 

are the registered titleholders, as set out below.

 

The variation takes effect on the day on which this notice of variation is published in the Australian Government Gazette.

The route of the pipeline is described in the table below, and displayed in the map below (Attachment A), commencing at the LVO Perch Manifold and terminating at the cut spool location at the Perch Platform, and commencing at Inflection Point 09 and terminating at the cut spool location at the Dolphin Platform.

Route of Perch to Shore Pipeline

 

The route of the pipeline is described in the table below, and displayed in the map below (Attachment A), commencing at cut spool location at the Perch platform before proceeding through two major deflections, and commencing at cut spool location at the Dolphin platform before proceeding to the Dolphin tee connection, followed by a straight line with minor deflections to a point which intersects the boundary of Commonwealth offshore waters at the 3 nautical mile limit at or about Easting 522271.50 m and Northing 5749838.54 m.

SECOND SCHEDULE

 

SPECIFICATION 

 

  1.              Design 

 

The pipeline design is based on the following parameters –  

 

  1.             one 300 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons;  
  2.          a flow rate of 3800 sm3/d (0.024 MMbbl/d) of liquid hydrocarbons;  
  3.        a maximum internal design pressure of 15,310 kPag;  
  4.         a design temperature of 65.5⁰C;  
  5.           a specific gravity of 2.5 for the 323.9 mm x 22.2 mm pipeline (including contents);  
  6.         a maximum water depth during pipelaying of 42 m;  
  7.      a pipeline length of approximately 26.0 km. 

 

  1.               Materials of Construction 

 

  1.                  Steel Pipe  

 

The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specification – API Spec 5L, 36th Edition for Grade X42 seamless pipe and Esso Australia Limited supplemental pipe specification accompanying the pipeline licence application and the pipeline shall have the dimensions 323.9 mm O.D. with 22.2 mm W.T.  

 

  1.               Protective Coating 

 

The line pipe shall be protected by a coating of Taubmans HD3005 Fusion Bonded Epoxy 400-500 Microns thick, and in accordance with the Esso Australia Limited Protective Coatings Specifications accompanying the pipeline licence application.
