VARIATION OF PIPELINE LICENCE VIC/PL20

(BREAM TO WEST KINGFISH) (WDHGPM)

 

I, STEVEN ROBERT TAYLOR, the Delegate of the National Offshore Petroleum Titles Administrator, on behalf of the Commonwealth-Victoria Offshore Petroleum Joint Authority hereby vary Pipeline Licence VIC/PL20, granted 25 May 1987 (the Licence), for which:

 

Esso Australia Resources Pty Ltd

(ACN 091 829 819)

 

Woodside Energy (Bass Strait) Pty Ltd

(ACN 004 228 004)

 

 

are the registered titleholders, as set out below.

 

The variation takes effect on the day on which this notice of variation is published in the Australian Government Gazette.

VARIATION OF  

PIPELINE LICENCE VIC/PL20

 

  1.       The FIRST SCHEDULE of the Licence is varied by deleting the current text and replacing it with the following:

The route of the pipeline is described in the table below, and displayed in the map below (Attachment A), commencing at the subsea cut location near the Bream A platform, proceeding in a straight line with some minor deflections and terminating at the subsea cut location near West Kingfish platform.

SECOND SCHEDULE

 

SPECIFICATION

 

(A) Design

 

(i) Except as otherwise required by this Schedule the pipeline shall be designed, constructed and tested in accordance with the Australian Standard 1958 – 1981: SAA Submarine Pipeline Code supplemented by the licensees’ pipeline licence application dated 24 October 1986.
 

(ii) The pipeline design is based on the following parameters –

 

(a) one 400 mm nominal diameter pipeline for the conveyance of liquid hydrocarbons; 

(b) a flow rate of 8,600 cubic metres per day or 0.05 million barrels per day of liquid hydrocarbons; 

(c) an internal maximum design pressure of 12,000 kPag; 

(d) a design temperature of 70oC; 

(e) a specific gravity of 1.8 for the 45 mm weight coated pipeline (including contents); 

(f) a maximum water depth during pipelaying of 78 m; and 

(g) a pipeline length of approximately 32 km.

 

(B) Materials of Construction

              (i)  Steel Pipe

The line pipe shall be in accordance with the requirements of the American Petroleum Institute Specifications – API Spec 5LX, 35th Edition for Grade X52 seamless pipe and Esso Australia Limited Supplemental pipe specification accompanying the pipeline licence application, the pipeline shall have the dimensions 406 mm O.D. and 12.7 mm WT.

(ii)  Protective Coating

The line pipe shall be protected by a 2.5 mm thick high temperature resistant low density Fusion Bonded Polyethylene (FBP) product called Sintakote.  

  (iii)  Weight Coating

The specification for the steel mesh reinforced weight coating and the shop application of this material to the pipe shall be in accordance of this material to the pipe shall be in accordance with the Esso Australia Limited Protective Coating Specifications accompanying the pipeline licence application.
 

(C) Cathodic Protection

(a) Sacrificial anodes in the form of zinc bracelets 600mm long by 502mm O.D., net weight 256kg, shall be installed and spaced 168 metres apart on the first 3km of the pipeline from the Bream Platform and 216m apart along the remainder, as detailed in the construction specifications and cathodic protection design.
