REGULATIONS UNDER THE CENSUS AND STATISTICS ACT 1905-1930.*
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Census and Statistics Act 1905-1930.

Amendments of the Statistics Regulations.†
Parts.
1. Regulation 2 of the Statistics Regulations is amended by inserting, after the words and figures “Part 10.—Gold and Silver Workers.”, the words and figures “Part 10a.—Factories, Mines and Productive Industries.”.
Definition.
2. Regulation 3 of the Statistics Regulations is amended by omitting the figures “1920” and inserting in their stead the figures “1930”.
3. Regulation 4 of the Statistics Regulations is repealed and the following regulation inserted in its stead:—
“Forms—First Schedule.
4. Except in Part 10a of these Regulations, any reference in these Regulations to a Form shall be read as a reference to a Form contained in the First Schedule to these Regulations.”.
4. After Part 10 of the Statistics Regulations the following Part is inserted:—
“Part 10a.—Factories, Mines and Productive Industries.
Information to be supplied relating to factories, mines and productive industries.
“21a.—(1.) The proprietor or manager of any works, factory, mill, mine, premises or other establishment which is engaged in the production of any goods or services, or in which any productive industry is carried on, shall, when required so to do by the Statistician, or by a productive delegate to whom the necessary authority has been delegated under section 5 of the Act, fill up and supply such one or more of the Forms contained in the Second Schedule to these Regulations as is applicable in the circumstances.
“(2.) Every Form shall be filled up and supplied in accordance with the instructions contained in or accompanying that Form.”.
First Schedule.
5. The Schedule to the Statistics Regulations is amended by omitting the words “THE SCHEDULE” and inserting in their stead the following words :—

6. After the Schedule to the Statistics Regulations the following Schedule is inserted:—

(ii) Timber and Other Articles Produced.—Values shown should be the wholesale selling values at the mill, excluding all delivery costs or charges. Care should be taken to exclude from the quantity and value of sawn output for sale timber which was used for further treatment in the same establishment (e.g., for milling into floor and weather boards) or which is included in the items listed separately (e.g., sawn sleepers and palings). The quantity of such timber should be shown as “Consumed in Own Works.”
(iii) Volume of Logs.—Compute full round volume by ascertaining area of cross section of log at a point equidistant from both ends and multiply by length of log.

SPECIAL INSTRUCTIONS FOR GARAGE PROPRIETORS.
From an examination of the returns furnished in previous years it is apparent that many of the garage proprietors are not quite clear as to what information is required in the returns.
The following explanations of the various items of information required to be furnished should be of assistance in filling in the form.
It is realized that difficulty may be experienced by some proprietors in separating the particulars required concerning actual repair work from the sales and hire work done. If the actual figures are not available an estimate should be made and a system of bookkeeping installed which would enable this information to be furnished in future.
Returns are required only in regard to that portion of the business devoted to repair work and overhauling. If the business of the garage consists entirely of the sale of petrol, oil, and motor accessories, and the letting of garage space to car owners, and if no repair work is undertaken, a return is not required, and the State Statistician must be notified accordingly.
Persons Employed and Wages Paid (Part A).—State only numbers of hands employed on repair work and wages paid to them. Do not include hands employed in driving cars for hire, salesmen, car cleaners, or boys attending bowsers; if their time is divided between repairs and driving or other work, state that proportion.
Value of Land and Buildings (Part C).—If only a portion of the land and buildings is used for repair work, do not give the total value of the land and buildings, but give a proportionate value for the portion of the land and buildings used for repair work.
Plant and Machinery (Part C).—State the value of plant used for repair work only. Do not include value of bowsers, &c., or motor cars used for hiring purposes.
Rent (Part C).—If the premises are rented, give an estimate of the rental value of the portion used for repair work.
Lubricating Oil (Part D).—This refers to lubricating oil for machinery used in garage only, and not to lubrication oil used in motor cars.
Value of Materials Used (Part D).—Include the cost of spare parts, &c., used in repair, but do not include cost of spare parts sold, petrol, oil, &c., sold or used in hire car work.
Value of Output (Part E).—This should include the value of all repair work done, representing the total charges to customers for repairs plus the estimated value of repairs done to vehicles traded-in and vehicles the property of the garage proprietor. The value of spare parts, replacements, &c., actually used in repair work should be included, but not the cost of petrol, oil, accessories, or receipts from hire of cars, &c.
