EXPLANATORY STATEMENT

 

Migration (Liberia – United Nations Security Council Resolutions) Regulations 2001

 

SPECIFICATION OF PERSONS FOR THE PURPOSES OF REGULATION 4A OF THE MIGRATION (LIBERIA – UNITED NATIONS SECURITY COUNCIL RESOLUTIONS) REGULATIONS 2001

 

  1. This Instrument is made under Regulation 4A of the Migration (Liberia – United Nations Security Council Resolutions) Regulations 2001.

 

2.                  United Nations Security Council Resolution 1521 (2003) on Liberia created a Committee which designates individuals subject to travel restrictions. 

 

3.                  Regulation 4A provides that the Minister may specify in a Gazette Notice a person whose name appears in a list of individuals published by the Committee, and who is subject to measures imposed by a United Nations Security Council Resolution concerning Liberia.

 

4.                  The purpose of the Instrument is to list individuals subject to measures imposed by a United Nations Security Council Resolution concerning Liberia.

 

5.                  Pursuant to section 18 of the Legislative Instruments Act 2003 consultation was not necessary.  The Instrument is of a minor or machinery nature and does not substantially alter existing arrangements.

 

6.                  The Instrument takes effect on registration on the Federal Register of Legislative Instruments.
