REMUNERATION TRIBUNAL

Explanatory Statement:  Determination 2006/07

Remuneration and Allowances for Holders of Part-time Public Office

The Remuneration Tribunal has inquired into and determined the remuneration and significantly related matters for public office holders, as it is empowered to do by the Remuneration Tribunal Act 1973.

In making this determination the Tribunal has informed itself through consultation in accordance with established practice.

 

PART 1 – GENERAL

Part 1 of the Determination specifies the authority for and the date of effect of the Determination.  It supersedes and revokes the previous principal Determination (2005/05).  The clause in Part 1 of the superseded Determination relating to the legal status of footnotes has been removed, as explained in Clause 4 below.

 

PART 2 – FEES

Part 2 sets out fees for public offices not specified in the Determination, and the related Schedules set out the fees payable to specified office holders, expressed either as an annual and per diem rate. The fees incorporate a 4.0 per cent per annum increase (rounded) effective on and from 1 July 2006 for the Part-time Office Holders covered by the Determination, following the annual review of remuneration.

The formatting of Tables A1A and C1A in Part 2 has been substantially amended.  Those Tables in the superseded Determination had numerous footnotes attached to various entries in the Tables, often containing substantive information about remuneration for office holders.  These footnotes have been omitted, as well as the Clause in Part 1 clarifying their legal status; and the information formerly in those footnotes has now been placed in Clauses A1 to A37 and C1 to C8 following the respective tables.  This has not resulted in any substantive change to any office holder, other than the 4.0 per cent increase.

The method of identifying the frequency of payments in Tables A1A and C1A has also changed.  The columns containing ‘p/a’ and ‘p/d’ have been deleted; instead the fees are annual fees except where printed in italics, when they are daily fees.

Part 2 also sets out the payment conditions for both specified and unspecified offices. 

 

PART 3 – TRAVEL ALLOWANCE

Part 3 sets out the entitlements for official travel.  This Part is unchanged from Determination 2005/05.
