Queensland Class 3 Heavy Vehicle Additional Mass Limits Exemption Notice 2026 (No.1)
- Purpose
This notice grants exemptions from mass requirements for class 3 heavy vehicles.
- Authorising provision
- This notice is made under the following provision of the Heavy Vehicle National Law (HVNL):
- Section 117 – Regulator’s power to exempt a category of class 1 or 3 heavy vehicles from compliance with mass or dimension requirements.
- Title
This notice may be cited as the Queensland Class 3 Heavy Vehicle Additional Mass Limits Exemption Notice 2026 (No.1).
- Commencement date
This notice commences on 1 August 2026.
- Expiry date
This notice expires on 31 July 2031.
- Definitions
- Unless otherwise stated, words and expressions used in this notice have the same meanings as those in the HVNL and its regulations.
- In this notice, definitions from the following notices apply:
- National Class 2 B-Double Authorisation Notice, as amended from time to time; and
- National Class 2 Road Train Authorisation Notice, as amended from time to time.
- Queensland Class 3 Truck and Dog (exceeding 19m up to 31.5m in length) Mass and Dimension Exemption Notice, as amended from time to time.
- In this notice:
General access means access to all roads and road-related areas as restricted by the Guide.
Guide means the Queensland Class 3 Heavy Vehicle Additional Mass Limits Exemption Notice 2026 (No.1) Operator’s Guide published by the National Heavy Vehicle Regulator, and as amended from time to time.
network means a map or stated route, including a list or database, presented electronically or otherwise, that represents the stated areas and stated routes authorised under this notice.
Reduced Mass Amount for a heavy vehicle or combination is the amount calculated by subtracting the sum of the mass deduction amounts stated in Table 1A of Schedule 1 in relation to each applicable axle group of the vehicle or combination from the mass of the vehicle or combination determined in Table 1 of Schedule 1.
- Application
- This notice applies to a class 3 heavy vehicle that meets all the requirements in this section.
- This notice applies to a heavy vehicle that is a:
- rigid truck; or
- rigid truck towing a trailer; or
- prime mover towing a semitrailer; or
- B-double; or
- Road train.
- Despite section 2(b) in a rigid truck and pig trailer configuration only the rigid truck can be eligible for a mass increase.
- This notice applies in Queensland.
- A heavy vehicle to which this section applies and that complies with the conditions of this notice is an eligible vehicle.
- Exemption – Prescribed mass requirements
- An eligible vehicle is exempt from the following mass requirements under Schedule 1 of the Heavy Vehicle (Mass Dimension and Loading) National Regulation (MDL Regulation):
- section 2 – Mass limits for a single vehicle or combination
- section 4 – Mass limits for a single axle or axle group
- section 5 – Mass limits relating to axle spacing generally
- An exemption in 1) applies to an eligible vehicle only to the extent that specific conditional mass limits are provided in sections 9, 10, 11 of this notice.
- To be clear, if this notice provides for more than one mass limit that may apply in the same circumstances the more restrictive mass limit applies.
- Regardless of any conditional masses prescribed in this notice an eligible vehicle must not exceed manufacturer mass limits as defined in section 8(8) of the MDL Regulation.
- Conditions – Mass limits for a single vehicle or combination
- The mass of an eligible vehicle must not be more than the lowest of the following masses —
- An eligible vehicle that belongs to a category described below must not exceed the mass stated for that vehicle:
- for a complying steer axle vehicle that is neither a B-double nor a road train—44t;
- for a Euro VI vehicle (complying steer axle) that is neither a B-double nor a road train—44.5t;
- for a Euro VI vehicle (single steer axle) that is neither a B-double nor a road train—44t;
- for a Euro VI vehicle (twinsteer) that is a prime mover with a twinsteer axle group towing a tri-axle semitrailer—48t;
- for a prime mover with a twinsteer axle group towing a tri-axle semitrailer—47.5t;
- for a vehicle that is not mentioned in subparagraphs (i) to (v) and that is neither a B-double nor a road train—43.5t;
- for a 19 metre long general access B-double – 50.5t
- An eligible vehicle must not exceed the mass that is the sum of the mass limits in relation to each of its axle groups and single axles as prescribed in section 10.
- Despite sections 1(b) an eligible vehicle cannot exceed the combination mass limits for a single vehicle or combination as follows —
- if the reduced mass amount for the vehicle or combination is 55t or less—1t more than the reduced mass amount for the vehicle or combination; or
- if the reduced mass amount for the vehicle or combination is more than 55t—2t more than the reduced mass amount for the vehicle or combination.
- if the reduced mass amount for the vehicle or combination is more than 85t—3t more than the reduced mass amount for the vehicle or combination.
- if the reduced mass amount for the vehicle or combination is more than 120t—4t more than the reduced mass amount for the vehicle or combination.
- Conditions – Mass limits for a single axle or axle group
On an eligible vehicle, the mass on a single axle or axle group described in column 1 of Table 1 in Schedule 1 must not exceed the mass limit stated in column 2.
- Condition – Mass limits relating to axle spacing generally
- The mass of an eligible vehicle listed below may exceed the mass limits relating to an axle spacing value corresponding to Column 2 of the relevant axle spacing mass limit table in Schedule 1 by the sum of each axle group reduced mass amount in Table 1A of Schedule 1:
- For an eligible vehicle that is not a B-double or a road train — Table 2
- For an eligible vehicle that is a B -double not exceeding 19.0m in length— Table 2A
- For an eligible vehicle that is a B -double greater than 19.0m in length— Table 3
- For an eligible vehicle that is Truck and Dog combination (exceeding 19m up to 31.5m in length — Table 4.
- For an eligible vehicle that is a road train— Table 4.
- If the axle spacing includes a steer axle described in 11(2)(a), (b) or (c) the calculated axle spacing mass limit in Section 11(1) is increased by the amount prescribed in 11(2)(a), (b) or (c):
- for a complying steer axle vehicle, or Euro VI vehicle (single steer axle), for which the steer axle is used to calculate the axle spacing— 0.5t.
- for a Euro VI vehicle (twinsteer) for which the twinsteer axle group is used to calculate the axle spacing— 0.5t.
- for a Euro VI vehicle (complying steer axle) for which the steer axle is used to calculate the axle spacing— 1.0t.
- Condition – stated areas and routes
- Pursuant to section 119(1)(a) of the HVNL this notice applies to an area or route stated in this section.
- An eligible vehicle that belongs to one of the following categories may access all roads and road-related areas except as restricted in the Guide:
- A rigid vehicle;
- A rigid vehicle towing a trailer;
- A prime mover towing a semitrailer;
- A 19 metre long general access B-double;
- An eligible vehicle described in column 1 of Table 1 - Stated areas and routes for categories of eligible vehicles may operate on the networks stated in column 2, as published by the Regulator pursuant to s119(2) of the HVNL.

- In this section, network means a stated map or list pursuant to s119(2) of the HVNL.
- Regardless of any access granted under this section, an eligible vehicle must comply with any conditions or restrictions applied to a given area or route by the Specified Road Manager Network Requirements in the Guide.
- An eligible vehicle operating on an area or route specified in a schedule must comply with any of the following conditions prescribed for that area or route:
- Road conditions pursuant to section 160 of the HVNL; and
- Travel conditions pursuant to section 161 of the HVNL; and
- Vehicle conditions pursuant to section 162 of the HVNL.
