STATUTORY RULES 1982 NO 200
PUBLIC SERVICE (SALARIES) REGULATIONS (AMENDMENT)

Sub-section 97(1) of the Public Service Act 1922 provides that the Public Service Board may, with the approval of the Governor-General, make regulations prescribing all matters which are required to be prescribed for giving effect to that Act. Sub-section 30(2) provides that officers of the Second, Third and Fourth Divisions shall be paid salaries at such rates, or in accordance with such scales of rates, as are prescribed.
These Statutory Rules amend Part I of Schedule 3 to the Public Service (Salaries) Regulations by introducing a new level into the Foreman designation group in the Department of Transport and Construction, and by updating salary rates.
Following negotiations with the Commonwealth Foremen’s Association the Board agreed to a new Non-trades classification level between the existing Foreman (Non-trades) and Senior Foreman. This was implemented by Public Service Arbitrator’s Determination No. 517 of 1981.
The work at Grade 1 comprehends the lesser quality work currently done at the existing Foreman level. Grade 2 is the new level comprehending the better quality work done at the existing Foreman level, i.e. supervision of a large gang or supervision requiring the exercise of judgement. The Senior Foreman work is unchanged.
The salary rates for the Foreman designation group have also been increased, reflecting Arbitrator’s Determination No. 43 of 1982.
