PUBLIC SERVICE (SALARIES) REGULATIONS

Part I—Preliminary

Citation.

1. These Regulations may be cited as the Public Service (Salaries) Regulations.

Repeal.

2. The Public Service (Salaries) Regulations, comprising the following Statutory Rules, are repealed:—

3. These Regulations are divided into Parts, as follows:—

Part I—Preliminary (Regulations 1-4)

Part II—Salaries and Allowances payable to Officers of the Second, Third or Fourth Division (Regulations 5-14)

Part III—Salaries and Allowances payable to Officers appointed as Unattached Officers of the Second, Third or Fourth Division (Regulation 15)

Part IV—Miscellaneous (Regulation 16).

Interpretation.

4. (1) In these Regulations, unless the contrary intention appears, “ rate ” means rate per annum.

(2) In these Regulations, a reference to salary or an allowance at the rate of a specified sum in dollars shall be read as a reference to salary or the allowance at the rate of that specified sum per annum.

Part II—Salaries and Allowances Payable to Officers of the Second, Third or Fourth Division

Salaries payable to officers of Second Division.

5. For the purposes of sub-section 30 (2) of the Act, the rate at which salary is payable to an officer who occupies an office in the Second Division is the rate specified in column 2 of the following table that is appropriate to that office having regard to the level of that office:—

Salaries payable to officers of Third Division—general scales.

6. (1) For the purposes of sub-section 30 (2) of the Act, the rate at which, or the scale of rates in accordance with which, salary is payable to an officer who occupies an office in the Third Division specified or described in column 1 of Part I of Schedule 1 is, subject to regulation 7, the rate, or scale of rates, specified in column 2 of that Schedule in relation to that office.

(2) For the purposes of sub-section 30 (2) of the Act, the scale of rates in accordance with which salary is payable to an officer who occupies an office in the Third Division to which there is allotted by its classification the minimum and maximum rates specified, respectively, in columns 2 and 3 of Part II of Schedule 1 is, subject to regulation 7, the scale of rates specified in column 4 of that Part in relation to those minimum and maximum rates.

(3) For the purposes of sub-section 30 (2) of the Act, the scale of rates in accordance with which salary is payable to an officer who occupies an office in the Third Division specified in column 1 of Part III of Schedule 1 is the scale of rates specified in column 2 of that Part in relation to that office.

(4) For the purposes of sub-section 30 (2) of the Act, the scale of rates in accordance with which salary is payable to an officer who occupies an office in the Third Division specified in column 1 of Part IV of Schedule 1 is the scale of rates specified in column 2 of that Part in relation to that office.

Minimum salaries payable to officers of Third Division—according to age.

7. For the purposes of sub-section 30 (2) of the Act, the rate at which salary is payable to an officer who—

(a) occupies an office in the Third Division specified or described in an item in Part V of Schedule 1 (in column 2); and

(b) is of an age specified in that item (in column 3),

is the rate specified in that item (in column 4) in relation to the age of the officer in column 3.

Certain officers of Third Division to be paid at rates applicable to officers of Fourth Division.

8. The rate at which, or the scale of rates in accordance with which, salary is payable to an officer who occupies any of the following offices in the Third Division specified or described in this regulation is the rate at which, or the scale of rates in accordance with which, salary is payable under regulation 10 to an officer who occupies an office in the Fourth Division having the same designation or description:—

Allowances payable to certain officers and employees of Third Division.

9. (1) Where an officer occupies, or an officer or employee performs the duties of, an office in the Third Division specified or described in an item in Part I of Schedule 2 (in column 2), an allowance is payable to the officer or employee as provided in the item (in column 3).

(2) Where an officer occupies, or an officer or employee performs the duties of, an office in the Third Division and the officer or employee has the qualification referred to in sub-paragraph 3 (a) of Part II of Schedule 2, an allowance is payable to the officer or employee as provided in that Part.

(3) Where—

(a) an officer occupies, or an officer or employee performs the duties of, an office in the Third Division of Teacher, Grade 1;

(b) the officer or employee has been admitted, or is eligible to be admitted, to a degree of an Australian university or to a degree of an Australian college of advanced education or of an overseas university, being a degree that is of a standard at least equal to the standard of a degree conferred by an Australian university; and

(c) the officer or employee has been in receipt of salary at the maximum rate applicable to the office which the officer or employee occupies, or is performing the duties of, for a period specified in column 1 of the table in this sub-regulation,

the officer or employee shall be paid an allowance at the rate specified in column 2 of that table in relation to the period in column 1.

(4) For the purposes of paragraph 3 (b), “ college of advanced education ” means a college of advanced education within the meaning of the Commission on Advanced Education Act 1971-1973.

(5) A reference in Schedule 2 to an officer includes a reference to an officer occupying, or an officer or employee performing the duties of, an office specified in that Schedule.

Salaries payable to officers of Fourth Division—general scales.

10. (1) Subject to sub-regulations 11 (1), (2) and (3) and to sub-regulations 12 (1), (2), (3) and (5), the rate at which, or the scale of rates in accordance with which, salary is payable to an officer who occupies an office in the Fourth Division specified or described in column 1 of Part I of Schedule 3 is, for the purposes of sub-section 30 (2) of the Act, the rate, or scale of rates, specified in column 2 of that Part in relation to that office.

(2) For the purposes of sub-section 30 (2) of the Act, the rate at which, or the scale of rates in accordance with which, salary is payable to an officer who occupies an office in the Fourth Division specified in column 1 of Part II of Schedule 3 is, subject to sub-regulation 11 (1), the rate, or scale of rates, specified in column 2 of that Part in relation to that office.

Minimum salaries payable to officers of Fourth Division—according to age.

11. (1) Subject to regulation 12, for the purposes of sub-section 30 (2) of the Act, the rate at which salary is payable to an officer who—

(a) occupies an office in the Fourth Division specified in an item in Part III of Schedule 3 (in column 2); and

(b) is of an age specified in that item (in column 3),

is the rate specified in that item (in column 4) in relation to the age of the officer in column 3.

(2) Where an officer—

(a) occupies one of the following offices in the Fourth Division:—

(i) Assistant, Grade 1; or

(ii) Clerical Assistant, Grade 1;

(b) is of an age specified in column 1 of the table in this sub-regulation; and

(c) has obtained in four subjects a pass in the examination held at the end of fourth year of the Victorian School Leaving Examination, Leaving Technical Examination or Girls’ Secondary Schools Leaving Certificate Examination courses or a pass at an equivalent standard at an examination corresponding to one of those examinations in another State or holds an educational qualification higher than that pass,

the rate at which salary is payable to the officer is the rate specified in column 2 of that table in relation to the age of the officer specified in column 1 of that table.

(3) Where an officer—

Salaries payable to officers of Fourth Division who are apprentices or trainees.

12. (1) Subject to sub-regulation (2), where—

(a) an officer occupies an office in the Fourth Division specified in column 1 of the table in this sub-regulation;

(b) the officer has served in that office for a period specified in column 2 of that table in relation to the designation of the office in column 1 of that table; and

(c) the rate specified in column 3 of that table in relation to that period of service in column 2 is higher than the rate that, but for this sub-regulation, would be the rate at which salary is payable to the officer,

the rate at which salary is payable to the officer, is, for the purposes of subsection 30 (2) of the Act, the rate so specified in that table.

(2) Sub-regulation (1) does not apply to an officer who—

(a) occupies an office of Apprentice in the Fourth Division; and

(b) is indentured to serve as an apprentice for a period of 4 years.

(3) Where the rate at which salary would, but for this sub-regulation, be payable to an officer referred to in sub-regulation (2) under Part III of Schedule 3 is less than the rate specified in column 2 of the table in this sub-regulation in relation to the period of service of the officer in the office of Apprentice in column 1, the rate at which salary is payable to the officer is the rate so specified.

(4) For the purposes of sub-regulation (3), where an officer referred to in that sub-regulation is entitled in accordance with the indenture to the credit of

a period of the term of his apprenticeship, the officer shall be deemed to have served for that additional period in the office of Apprentice.

(5) Where the rate at which salary would, but for this sub-regulation, be payable to an officer who—

(a) occupies one of the following offices in the Fourth Division:—

(i) Apprentice Electrical Tradesman;

(ii) Apprentice Telecommunications Tradesman; or

(iii) Apprentice Tradesman (Radio); and

(b) has not attained the age of 21 years,

is less than the rate specified in column 2 of the table in this sub-regulation in relation to the period of service of the officer in that office in column 1 of that table, the rate at which salary is payable to the officer is the rate so specified in that table.

(6) Where an officer—

(a) occupies an office of Student Nurse in the Department of Health, Northern Territory;

(b) has not attained the age of 21 years,

the rate at which salary is payable to the officer is the rate specified in column 2 of the following table in relation to the period of service of the officer in the office in column 1 of that table:—

Allowances payable to certain officers of Fourth Division.

13. (1) Where an officer—

(a) occupies one of the following offices in the Fourth Division:—

(i) Computing Assistant;

(ii) Drafting Assistant, Grade 1;

(iii) Illustrating Assistant, Grade 1;

(iv) Plan Records Assistant, Grade 1; or

(v) Technical Assistant, Grade 1;

(b) is of an age specified in column 1 of the table in this sub-regulation;

(d) is paid, under sub-regulation 11 (1), salary at a rate less than the rate specified in column 2 of that table in relation to the age of the officer specified in column 1 of that table,

the officer may be paid an allowance at a rate equal to the difference between the rate at which salary is payable to the officer under sub-regulation 11 (1) and the rate so specified.

(2) Where—

(a) an officer occupies one of the following offices in the Fourth Division:—

(i) Assistant, Grade 1; or

(ii) Clerical Assistant, Grade 1;

(b) the officer has attained the age of 21 years;

(c) the officer has obtained in four subjects a pass in the examination held at the end of fourth year of the Victorian School Leaving Examination, Leaving Technical Examination or Girls’ Secondary Schools Leaving Certificate Examination courses or a pass at an equivalent standard at an examination corresponding to one of those examinations in another State or holds an educational qualification higher than that pass; and

(d) the rate of salary payable to the officer is less than $5,198,

the officer shall be paid an allowance to raise the rate of salary payable to the officer to $5,198.

(3) Where an officer occupies, or an officer or employee performs the duties of, an office in the Fourth Division specified or described in an item in Schedule 4 (in column 2), an allowance is payable to the officer or employee as provided in the item (in column 3).

(4) A reference in Schedule 4 to an officer includes a reference to an officer occupying, or an officer or employee performing the duties of, an office specified in that Schedule.

Certain officers of Fourth Division to be paid at rates applicable to officers of Third Division.

14. The scale of rates in accordance with which salary is payable to an officer who occupies an office in the Fourth Division specified in the table in this sub-regulation is the scale of rates in accordance with which salary is payable under regulation 6 to an officer occupying an office in the Third Division having the same designation.

Part III—Salaries and Allowances Payable to Officers Appointed as Unattached Officers of Second, Third or Fourth Division

Salaries and allowances payable to unattached officers.

15. (1) The rate at which salary is payable to an unattached officer of the Second, Third or Fourth Division is, until the officer is transferred to an office in accordance with section 47 of the Act, the rate at which salary would be payable to the officer while occupying an office in that Division—

(a) that had a designation corresponding to that applicable to the officer as an unattached officer; and

(b) the duties applicable to which were substantially the same as the duties of the officer as an unattached officer.

(2) An allowance payable under Part II to an officer who occupies a particular office in a Division is payable, under the like conditions, to an unattached officer of that Division having a designation corresponding to the designation of that office.

(3) In this regulation, “ unattached officer ” means an officer who was appointed to the Service as an unattached officer and has not been transferred to an office in accordance with section 47 of the Act.

Part IV—Miscellaneous

Incorporation of Public Service Regulations.

16. The Public Service Regulations are incorporated, and shall be read as one, with these Regulations.

		(b) is teaching a class, or at a school, provided specifically for the education of physically handicapped, mentally handicapped or physically and mentally handicapped children, not being a class or a school referred to in paragraph (a),
		shall be paid an allowance at the rate of $260.
		2. Subject to paragraph 3, an officer who is in receipt of salary at a rate less than $7,597, shall be paid an allowance at a rate ascertained in accordance with paragraph 3 while in charge of a primary school of the kind known as a one-teacher primary school, including such a school that also provides for the pre-primary education of children.
		3. For the purpose of paragraph 2, the rate of the allowance is—
		(a) if the officer is in receipt of salary at a rate less than $7,078—the rate of $520; or
		(b) in any other case—a rate equal to the difference between $7,597 and the rate of salary of the officer.
		4. An officer shall be paid an allowance at the rate of $176 while in charge of a school provided solely for the pre-primary education of children at which more than one Teacher, Grade 1 is employed.
6	Teacher, Grade 2......................	An officer who—
	Teacher, Grade 3......................	(a) is associated with the teaching of Aboriginal children at a school provided specifically for the education of Aboriginal children; or
		(b) is associated solely with the teaching of Aboriginal children otherwise than at such a school,
		shall be paid an allowance at the rate of $260.

Part II

1. For the purposes of this Part—

“ college of advanced education ” means a college of advanced education within the meaning of the Commission on Advanced Education Act 1971-1973;

“ degree of a prescribed institution ” means a degree of an Australian university or a degree of an Australian college of advanced education or of an overseas university that is of a standard at least equal to the standard of a degree conferred by an Australian university;

“ diploma of a prescribed institution ” means a diploma of an Australian university or a diploma of an Australian college of advanced education or of an overseas university that is of a standard at least equal to the standard of a diploma of an Australian university.

2. A reference in this Part to a diploma, in relation to an institution, shall be read as including a reference to any other award granted by that institution that is similar to a diploma.

3. Where—

(a) an officer of the Third Division has been admitted, or is eligible to be admitted, to a degree of a prescribed institution; and

(b) salary is payable to the officer at a rate less than the appropriate rate in relation to that officer,

the officer shall, subject to this Part, be paid an allowance at a rate equal to the difference between those rates.

4. Subject to paragraph 5, for the purpose of paragraph 3, the appropriate rate, in relation to an officer who has been admitted, or is eligible to be admitted, to a degree of a prescribed institution, being a degree included in a class of degree specified in an item (in column 2) in the following table, is the rate specified in that item (in column 3).

5. For the purpose of this Part, where—

(a) an officer has been admitted, or is eligible to be admitted, to a degree of a prescribed institution, being a degree included in the class of degrees specified in item 5 (in column 2) in the table in paragraph 4;

(b) the officer has been admitted, or is eligible to be admitted, to a further degree of a prescribed institution, being a degree included in that class of degrees or has received, or is eligible to receive, a diploma of a prescribed institution; and

(c) the periods of the courses for the first-mentioned degree and the other degree or the diploma aggregate not less than four years,

the appropriate rate, in relation to that officer, is the rate specified in item 4 (in column 3) in that table.

6. For the purpose of paragraph 3 of this Part, the rate at which salary is payable to an officer includes the rate at which an allowance (if any) under regulation 87 of the Public Service Regulations is payable to the officer.

ALLOWANCES PAYABLE TO CERTAIN OFFICERS OF, AND EMPLOYEES IN, THE FOURTH DIVISION

4	Assistant Photographer.................	An officer who—
		(a) has completed 2 years’ service in the office of Assistant Photographer;
		(b) has performed efficiently all duties of that office; and
		(c) has not attained the age of 21 years,
		shall be paid an allowance at the rate of $563.

		(b) has performed duties comparable with the duties of an office of Postman, of Postal Officer, Grade 1, of Mail Officer or of Postal Officer, Grade 2,
		shall be paid an allowance at the rate at which an allowance would be payable under regulation 87 of the Public Service Regulations for the performance of those duties if the Assistant Postal Officer had, on the date of appointment, been directed under regulation 116 of those Regulations to perform the duties of one of those offices.
		2. An Assistant Postal Officer who has been selected to undergo a course of training for the purposes of promotion to the office of Postal Clerk and possesses the educational qualifications required for transfer from the Fourth Division to the Third Division, shall, on and after the commencement of that course of training, be paid an allowance at the rate equal to the difference between the rate at which salary is payable to such an officer and the rate specified in column 2 of the following table in relation to the age of such an officer specified in column 1 of that table:—

		5. For the purposes of paragraphs 1 and 4 of this item, the prescribed period in relation to an officer—
		(a) whose age on appointment or on becoming an employee was less than 17 years and 3 months—is the period commencing on the date of appointment and ending on the day of attaining the age of 18 years and 6 months;
		(b) who, on appointment, had attained the age of 17 years and 3 months but had not attained the age of 20 years and 9 months—is the period of one year and 3 months commencing on the date of appointment;
		(c) who, on appointment, had attained the age of 20 years and 9 months but had not attained the age of 21 years—is the period commencing on the date of appointment and ending on the day of attaining the age of 22 years; and
		(d) who, on appointment, had attained the age of 21 years—is the period of 12 months commencing on the date of appointment.
6	Boatman...........................	1. An officer who holds a Master’s Certificate, Rivers and Harbours, issued in accordance with the law of a State or Territory, shall be paid an allowance at the rate of $66.
		2. An officer who holds an Engine-Driver’s Certificate issued in accordance with the law of a State or Territory shall be paid an allowance at the rate of $66.
7	Canteen Assistant.....................	An officer shall, while employed as first assistant to the Food Service Manager, Department of Repatriation and Compensation, New South Wales or Victoria, be paid an allowance equal to the difference between the salary of the officer and the salary which would be payable to the officer from time to time if the scale of rates of salary of the office were $4,977-$5,079-$5,169.
8	Card Punch Operator, Grade 1............	An officer shall be paid an allowance at the rate of $155 on passing a test conducted by or on behalf of the Board for the purpose of this paragraph.
9	Clerical Assistant, Grade 3...............	An officer who is performing the duties of an office in the Department of Health, shall be paid an allowance at the rate of $63 per annum for each day on which the officer is employed solely on checking medical prescriptions in respect of treatment the cost of which is paid under the Repatriation Act 1920-1974.

15	Food Processor, Grade 1................	An officer who is in receipt of salary at a rate less than $5,230, shall, while engaged in experimental cooking, on the weighing of ingredients or in freeze drying, be paid an allowance at the rate equal to the difference between the rate at which salary is payable to the officer and $5,230.
16	Fork Lift Driver—Postmaster-General’s Department or Department of Transport	An officer shall, for each day or portion of a day while the officer is engaged in driving a fork lift with lifting capacity in excess of 10,000 pounds, be paid an allowance equal to the difference between the salary of the officer and the salary which would be payable to the officer from time to time if the scale of rates of salary of the office were $5,653-$5,742-$5,831.
17	Laundry Manager—Repatriation General Hospital, Heidelberg	An officer shall be paid an allowance at the rate of $660 while performing duty as Laundry Consultant to Head Office, Department of Repatriation and Compensation.
18	Limb Maker and Fitter.................	1. An officer who—
		(a) has passed all parts of the examination for the award of the Departmental Certificate in Prosthetics the passing of which ordinarily constitutes the completion of the first stage of the course;
		(b) is in receipt of salary at a rate less than $6,398; and
		(c) is not in receipt of an allowance under paragraph 3,
		shall be paid an allowance at the rate of $71.
		2. An officer who—
		(a) satisfies the conditions specified in sub-paragraphs 1 (a), (b) and (c); and
		(b) has passed all parts of the examination for the award of the Departmental Certificate in Prosthetics the passing of which ordinarily constitutes the completion of the second stage of the course,
		shall be paid an allowance at the rate of $141 in lieu of the allowance payable under paragraph 1.

23	Matron, Grades 1 to 7..................	1. An officer who holds the diploma in Nursing Administration of the College of Nursing, Australia or the New South Wales College of Nursing, shall be paid an allowance at the rate of $260.
		2. An officer who is not supplied with a uniform shall be paid an allowance at the rate of $60.
24	Matron, Grade 7—Repatriation General Hospital, Concord	An officer shall be paid an allowance at the rate of $625 while performing duty as Nursing Adviser to the Central Office of the Department of Repatriation and Compensation.
25	Mechanic (Maritime Aids)...............	An officer who—
		(a) has passed a test conducted by or on behalf of the Board for the purpose of this paragraph; and
		(b) is in receipt of salary at a rate specified in column 1 of the following table,

		3. The maximum rate at which an allowance is payable under paragraph 2 is $520 per annum.

27	Orderly Supervisor, Grade 1..............	An officer, other than an officer of the Department of Social Security, who holds a Certificate of the Australian
	Orderly Supervisor, Grade 2..............	Society of Anaesthetic and Operating Theatre Technicians and performs duties of the kind to which the certificate relates, shall be paid an allowance at the rate of $55.
28	Phonogram Operator...................	1. An officer shall be paid an allowance at the rate of $216 on passing a test conducted by or on behalf of the Board for the purpose of this paragraph.
		2. An officer shall be paid an allowance of $216 while occupying an office in the Postmaster-General’s Department, Outpost Radio Station, Darwin.
29	Postman...........................	1. An officer, who is required to supervise other Postmen engaged on postal rounds, shall be paid an allowance at the rate specified in the table in this paragraph in relation to the number and, where relevant, type of rounds supervised (including the officer’s own round) and the period during which other Postmen have been so supervised by the officer.

32	Quarantine Assistant, Grade 1.............	1. An officer who holds a Master’s Certificate, Rivers and Harbour, issued in accordance with the law of a State or Territory, shall be paid an allowance at the rate of $66.
	Quarantine Assistant, Grade 2.............
	Quarantine Assistant, Grade 3.............	2. An officer who holds the qualifications determined by the Board under section 53 of the Act to be the qualifications for transfer or promotion to an office of Quarantine Inspector shall be paid an allowance at the rate of $163.

	Senior Sister........................	2. An officer shall be paid an allowance at the rate of $259 while in charge of a ward provided with staff for 55 or more patients.
		3. An officer shall be paid an allowance at the rate of $602 while in charge of the Central Sterilizing Department, Repatriation General Hospital, Concord, Heidelberg or Greenslopes, or at the Darwin Hospital.
		4. An officer shall be paid an allowance at the rate of $389 while employed as Evening Superintendent.
		5. An officer shall be paid an allowance at the rate of $602 while employed as Night Superintendent.
		6. An officer shall be paid an allowance at the rate of $778 while in charge of the Outpatients’ Clinic, Department of Repatriation and Compensation, at Sydney or Melbourne.
		7. Subject to paragraph 8, an officer shall be paid an allowance—
		(a) at the rate of $260 in respect of each post-graduate nursing certificate of the College of Nursing, Australia, or the New South Wales College of Nursing held by the officer where the officer performs duties of the kind to which the certificate relates; and
		(b) at the rate of $104 in respect of each post-graduate nursing certificate (other than a certificate issued by a College referred to in sub-paragraph (a) ) recognized by the Board, having regard to the nature of the training in respect of which the certificate was issued if the officer performs duties of the kind to which the certificate relates.
		8. The maximum rate at which an allowance is payable under paragraph 7 is $520 per annum.

		14. An officer shall be paid an allowance at the rate of $602 while in charge of Rural Health at Darwin Hospital.
		15. An officer shall be paid an allowance at the rate of $389 while in charge at a Northern Territory Aboriginal Community administered by the Department of Aborginal Affairs.
		16. An officer shall be paid an allowance at the rate of $389 while in charge of the Department of Health Medical Centres at Groote Eylandt and Yirrkala.
		17. An officer who is not supplied with a uniform shall be paid an allowance at the rate of $60.
39	Senior Tutor Sister, Grade 1..............	1. An officer who holds the diploma in Nursing Administration of the College of Nursing, Australia or the New South Wales College of Nursing, shall be paid an allowance at the rate of $260.
	Senior Tutor Sister, Grade 2..............
		2. An officer who is not supplied with a uniform shall be paid an allowance at the rate of $60.
40	Sister (Industrial).....................	1. An officer shall, while occupant of the office in the Department of Health located at the Ordnance Factory, Maribyrnong, vested with responsibility for the supervision of nursing staff and for other administrative matters associated with the Munitions Medical Staff in the Melbourne Metropolitan area, be paid an allowance at the rate of $980.
		2. An officer who is not supplied with a uniform shall be paid an allowance at the rate of $60.

	Telecommunications Technical Officer, Grade 1	(a) is employed—
		(i) at a carrier repeater station;

		(iv) at a telegraph repeating station;
		(v) at a chief telegraph office on telegraph maintenance duties;
		(vi) at a national broadcasting station; or
		(vii) at an overseas radio terminal;
		(b) has demonstrated proficiency to send and receive morse signals at the rate of 20 words per minute; and
		(c) is required, in the performance of duties, to send and receive messages by morse signals,
		shall be paid an allowance at the rate of $106.
43	Telegraphist........................	1. An officer who has satisfactorily completed the prescribed training course and has passed an examination conducted by or on behalf of the Board to qualify for advancement beyond $6,127 per annum (in the salary range prescribed for a Telegraphist), shall be paid an allowance at the rate of $233.
		2. An officer shall be paid an allowance at the rate of $233 while rostered by the officer’s Department for picturegram duty.
44	Telegraphist-in-training.................	1. An officer who—
		(a) has been selected to undergo a course of training for the purpose of promotion to the office of Telegraphist; and

		2. The allowance payable under paragraph 1 ceases to be payable if the officer fails to complete the requirements of the course of training satisfactorily.
45	Telephonist.........................	1. An officer shall be paid an allowance at the rate of $216 while engaged in operating the overseas telephone service.
		2. An officer engaged in operating the overseas telephone service who has demonstrated the required ability and is required by the Postmaster-General’s Department to speak in a language other than English to facilitate the connexion of overseas calls shall be paid an allowance at the rate of $216.
		3. An allowance provided by paragraph 2 shall not be paid to an officer in addition to any allowance paid for operating the Noumea circuit.
46	Telephone Supervisor, Grade 1............	1. An officer shall be paid an allowance at the rate of $216 while in charge of a country telephone exchange.
		2. An officer, while performing duties supervising Telephonists engaged in operating the overseas telephone service, shall be paid an allowance at the rate of $216.
		3. An officer shall be paid an allowance at the rate of $216 while occupying an office in the Postmaster-General’s Department, Outpost Radio Station, Darwin.
47	Teleprinter Operator...................	An officer who has passed a test conducted by or on behalf of the Board in the operational procedures appropriate to the section in which the officer is employed, shall be paid an allowance at the rate of $155.
48	Telex Service Operator.................	An officer who has passed a test conducted by or on behalf of the Board in the operational procedures appropriate to Telex Exchanges, shall be paid an allowance at the rate of $216.

		(a) has passed a test conducted by or on behalf of the Board in typing at the rate of 50 words per minute and in typing letters and documents with due regard to punctuation and form: or
		(b) is employed full time on the operation of a Varityper or I.B.M. Composer and has passed a test conducted by or on behalf of the Board for the purpose of this sub-paragraph,
		shall be paid an allowance at the rate of $155.
		2. An officer shall be paid an allowance at the rate specified in column 2 of the table in this paragraph in relation to the highest speed in words per minute specified in column 1 of that table at which the officer has passed a test conducted by or on behalf of the Board in writing shorthand and in correctly transcribing that shorthand.
