REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1964.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1964, hereby makes, subject to the approval of the Governor-General, the following Regulations.

AMENDMENTS OF THE PUBLIC SERVICE REGULATIONS.†

1. Parts IV., V. and VI. of the Public Service Regulations are repealed and the following Parts inserted in their stead:—

“PART IV.—SALARIES PAYABLE TO OFFICERS OF THE SECOND DIVISION OR THIRD DIVISION.

Salaries payable to officers of the Second and Third Divisions.

“104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Second Division or the Third Division is, subject to this regulation, that rate or scale of rates specified in Table A, Table B or Table C in this sub-regulation that is appropriate to that office having regard to its classification.

“(2.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer who occupies an office in the Third Division specified in the second column of the Fourth Schedule to these Regulations is, subject to the next succeeding sub-regulation, the rate or scale of rates specified in the third column of that Schedule in relation to that office.

“(3.) Subject to sub-regulation (5.) of this regulation, the rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office under sub-regulation (1.) or sub-regulation (2.) of this regulation shall, in relation to a female officer occupying that office, be deemed to be £154 less than the rate applicable in relation to a male officer occupying that office.

“(4.) The rate of annual salary payable to a male officer whose age is an age specified in the first column of the table in this sub-regulation and who occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than £870 is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(5.) The rate of annual salary payable to a female officer whose age is an age specified in the first column of the table in this sub-regulation and who occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than £870 is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(6.) “(7.) “(8.) The minimum rate of annual salary payable to an officer who occupies an office in the Third Division and has been admitted, or is eligible to be admitted, to a degree of an Australian University or to a degree

of an overseas University, being a degree that, in the opinion of the Board, is of a standard at least equal to the standard of a degree conferred by an Australian University, is—

(a) in the case of a male officer who has not attained the age of twenty-one years—£810;

(b) in the case of a female officer who has not attained the age of twenty-one years—£669;

(d) in the case of a female officer who has attained the age of twenty-one years—£838.

“(9.) The scale of rates of annual salary payable to an officer of the Third Division who occupies an office specified in the table in this sub-regulation, not being an officer referred to in sub-regulation (4.) or sub-regulation (5.) of this regulation, is the scale of rates of annual salary that is payable under regulation 106 of these Regulations to an officer of the Fourth Division occupying an office having the same designation.

Allowances in addition to salary.

“105.—(1.) An officer of the Third Division who occupies an office or performs the duties of an office of Telegraphist shall be paid an allowance at the rate of £42 per annum if—

(a) he has passed an examination approved by the Board for the purpose of this sub-regulation; and

(b) his salary under these Regulations does not exceed £1,042 per annum.

“(2.) A telegraphist in the Third Division shall be paid an allowance at the rate of £42 per annum when rostered for picturegram duty.

“(3.) An officer who is paid salary in pursuance of sub-regulation (8.) of the last preceding regulation and has not attained the age of twenty-one years may be paid an allowance at the rate of £122 per annum.

“(4.) An officer who occupies an office in the Third Division specified in the table in this sub-regulation may be paid an allowance at the rate of £61 per annum while in charge of the airport at which he is employed.

“PART V.—SALARIES PAYABLE TO OFFICERS OF THE FOURTH DIVISION.

Salaries payable to officers of the Fourth Division.

“106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office the designation of which is specified in the second column of Part I. or Part II. of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the fifth column of that Part opposite to the designation of the office occupied by the officer.

“(2.) The rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office specified in Part I. of the First Schedule to these Regulations shall, in relation to a female officer occupying that office, be deemed to be £154 less than the rate applicable in relation to a male officer occupying that office.

“(3.) Where an officer whose age is an age specified in the second column of the table in this sub-regulation occupies an office in the Fourth Division the designation of which is specified in the first column of that table the rate of annual salary payable to the officer is whichever of the rates, specified in the third column of that table opposite to the age of the officer, that is applicable to the officer.

“(4.) The scale of rates of annual salary payable to an officer who occupies an office of Accounting Machinist (Female), Grade 1, Card Punch Operator (Female), Grade 1, or Typist (Female), is £374–£424–£472–£527–£594–£622–£650–£678.

“(5.) The minimum rate of annual salary payable to an officer who occupies an office specified in the last preceding sub-regulation is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(6.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in sub-regulation (4.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

“(7.) For the purpose of the last preceding sub-regulation, ‘service’ means—

(a) in the case of an officer occupying an office of Accounting Machinist (Female), Grade 1, or Typist (Female)— experience, either within or outside the Commonwealth Service, as an accounting machinist or typist or experience in both of those occupations; or

(b) in the case of an officer who occupies an office of Card Punch Operator (Female), Grade 1—experience, either within or outside the Commonwealth Service, as an accounting machinist, card punch operator or typist, or experience in more than one of those occupations.

“(8.) The scale of rates of annual salary payable to an officer who occupies an office specified in the first column of the table in this sub-regulation is the scale of rates of annual salary specified in the second column of that table opposite to the designation of the office occupied by the officer.

“(9.) The rate of annual salary payable to an officer who occupies an office specified in the table in the last preceding sub-regulation and is of an age specified in the table in this sub-regulation is—

(a) in the case of an officer who occupies an office of Apprentice— the rate specified in the second column of the table in this sub-regulation opposite to the age of the officer; and

(b) in the case of an officer who occupies an office of Technician-in-training or Technician-in-training (Radio)—the rate specified in the third column of the table in this sub-regulation opposite to the age of the officer.

“(10.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in the table in sub-regulation (8.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

“(11.) Where a Department or section of a Department is not specified in the third or fourth column of Part I. or Part II. of the First Schedule to these Regulations opposite to a designation of an office, the rate of annual salary or the scale of rates of annual salary payable to an officer occupying an office of that designation in a Department or section of a Department is the rate or scale of rates specified in the fifth column of that Part opposite to that designation.

“(12.) Where—

(a) an officer occupies an office or performs the duties of an office the designation of which is specified in the second column of the Second Schedule to these Regulations; or

(b) an employee is employed in an office the designation of which is specified in the second column of the Second Schedule to these Regulations,

and the officer or employee has the qualifications, or complies with the conditions relating to an allowance or allowances, referred to in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance or allowances in respect of those qualifications or conditions in accordance with the provisions specified, or referred to, in the third column of that Schedule opposite to the designation of the office.

“(13.) Where an officer—

(a) occupies one of the following offices in the Fourth Division:—

(i) Drafting Assistant, Grade 1;

(ii) Medical Laboratory Attendant;

(iii) Medical Laboratory Technologist-in-training;

(iv) Postal Clerk;

(v) Technical Assistant, Grade 1;

(vi) Telegraphist; or

(vii) Computing Assistant (Female);

(b) has not attained the age of twenty-one years;

(c) possesses qualifications that, in the opinion of the Board, are of a standard not less than the standard of the qualifications required for transfer from the Fourth Division to the Third Division; and

(d) receives salary under these Regulations at a rate per annum less than the rate specified in the table in this sub-regulation that is applicable in relation to the officer,

the officer may be paid an allowance at the rate per annum equal to the difference between the rate of annual salary payable to him under these Regulations and the rate so specified.

“(14.) An officer who is employed at the Government Printing Office, Canberra, and occupies an office of Bookbinder, Compositor, Cutter, Finisher, Letterpress Machinist, Linotype Mechanic, Linotype Operator, Lithographic Machinist, Machinist (Binding), Monotype Caster, Monotype Operator, Photo-engraving Operator, Photolithographic Operator, Pressman, Reader, Ruler or Stereotyper may be paid an allowance at such rate as the Board from time to time determines to be the rate payable to an officer occupying such an office.

“PART VI—VARIATIONS OF SALARIES OF OFFICERS OF THE SECOND, THIRD
AND FOURTH DIVISIONS.

Variation of salaries.

“106A.—(1.) The rate of annual salary payable to an officer included in a class of officers specified in the first column of the table in this sub-regulation shall, subject to this regulation, be increased by the amount per annum specified in the second column of that table opposite to the description of that class of officer.

“(2.) The last preceding sub-regulation does not apply to or in relation to—

(a) an officer of the First Division; or

(b) an officer who occupies an office specified in Part I. of the Fourth Schedule to these Regulations.

“(3.) The salary payable to an officer who has not attained the age of twenty-one years shall be increased as if that officer had attained that age if—

(a) he occupies an office for which the rate of salary payable to an officer under twenty-one years of age is prescribed, but, having complied with a condition of advancement determined by the Board in pursuance of section 32 of the Act in respect of that office, he is paid the rate payable to an officer who has attained the age of twenty-one years prescribed for that office; or

(b) he occupies an office in respect of which a rate of salary payable to an officer according to age is not prescribed.

“(4.) The salary of an officer who has not attained the age of twenty years and—

(a) is an officer referred to in sub-regulation (8.) of regulation 104 of these Regulations; or

(b) occupies an office of Seaman (Ordinary),

shall be increased as if that officer had attained the age of twenty years.

“(5.) The rate of annual salary payable to an officer who occupies an office of Accounting Machinist (Female), Grade 1, Card Punch Operator (Female), Grade 1, or Typist (Female) shall be increased by the amount specified in the second column of the table in this sub-regulation opposite to the rate of salary payable to the officer.

“(6.) ALLOWANCES PAYABLE TO CERTAIN OFFICERS OF THE FOURTH DIVISION.

1	Apprentice ............................	1. He may, if he obtains a pass in all his subjects at an examination held at the end of a year of his course of training, be paid an allowance at the rate of £13 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January of the next succeeding year.
		2. In addition to the allowance specified in the last preceding paragraph, he may, if he obtains a pass of not less than 75 per cent, of the possible marks in each of his subjects at an examination held at the end of a year of his course of training, be paid an allowance at the rate of £13 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January of the next succeeding year.
2	Boatman .............................	1. He shall be paid an allowance at the rate of £28 per annum if he holds a Master's Certificate, Rivers and Harbour.
		2. He shall be paid an allowance at the rate of £28 per annum if he holds an Engine-driver's Certificate.
3	Bookbinder, Printing Branch, Department of the Treasury	1. He shall be paid an allowance at the rate of £1 1s. per week while in charge of two or more journeymen.
4	Canteen Assistant .......................	1. He shall be paid an allowance at the rate of £56 per annum while employed as first assistant to the Canteen Manager, New South Wales or Victoria.
5	Compositor, Printing Branch, Department of the Treasury	1. He shall be paid an allowance at the rate of £1 1s. per week while in charge of two or more journeymen.
6	Electrical Fitter and Mechanic, Postmaster-General's Department	1. He shall be paid an allowance at the rate of £42 per annum under such conditions as are, from time to time, determined by the Board, if—
		(a) he has passed an examination in the subject of traffic procedure in operation in the Mail Exchange Branch; and
		(b) he is employed on the maintenance of mail handling plant in the Mail Exchange Branch.
7	Excise Officer, Grade 2 ...................	1. He shall be paid an allowance at the rate of £61 per annum, if—
		(a) he has completed twelve months' service to the satisfaction of the Chief Officer on the maximum salary of the office of Excise Officer, Grade 2; and
		(b) he occupied an office of Excise Officer or Excise Locker on the first day of August, 1941.

8	Foreman Mechanic (Aircraft)................	1. He shall be paid an allowance at the rate of £29 per annum if there are two of the following categories, namely, engines, airframes, electrical systems or instrument systems, endorsed on the current licence issued to him, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		2. He shall, if there are so endorsed more than two of those categories, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of £29 per annum for each of those categories in excess of the first two.
		3. He shall be paid an allowance at the rate of £5 per annum for each Category " A " extension endorsed on his licence for an aircraft of a kind operated or repaired by the Department of Civil Aviation if the duties of his office require him to certify with respect to the work authorized by the extension.
		4. He shall be paid an allowance at the rate of £11 per annum in respect of each category if there are two ratings in any one of the following categories, namely, engines, airframes, electrical systems or instrument systems, endorsed on the current licence issued to him and authorizing him to exercise the privileges of those ratings on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		5. He shall, if there are so endorsed more than two ratings in any one of those categories authorizing him to exercise the privileges of those ratings on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of £11 per annum for each of those ratings in excess of the first two.
		6. The maximum rate of allowance payable under the last two preceding paragraphs shall not, in respect of any category, exceed a rate of £55 per annum.
9	Fruit Inspector (Supervising) ................	1. He shall be paid an allowance at the rate of £84 per annum while supervising Fruit Inspectors (Supervising)
		2. He shall be paid an allowance at the rate of £168 per annum in lieu of overtime for all time worked in excess of 40 hours per week, including duty performed on Sundays and public holidays.
10	Inspector (Aircraft) ......................	1. He shall be paid the allowance or allowances payable to a Foreman Mechanic (Aircraft) specified in this Schedule opposite to the designation of that office if he possesses the qualifications and complies with the conditions specified in relation to that allowance or those allowances.

13	Machine Operator, Grade 1 .................	1. He may be paid an allowance at the rate of £42 per annum, where he uses morse telegraphy in setting
	Machine Operator, Grade 2 .................	up the equipment, if—
		(a) he has demonstrated his proficiency to send and receive morse signals at the rate of 20 words per minute; and
		(b) the Chief Officer has certified that the officer is required, in the performance of his duties, to send and receive messages by morse signals.
14	Mail Officer ..........................	1. He shall be paid an allowance at the rate of £56 per annum if—
		(a) he has passed the test determined by the Board for the purpose; and
		(b) he has not attained the age of 21 years.
		2. The allowance under this item shall cease to be payable on the day immediately prior to the date on which the officer attains the age of 21 years.
15	Mechanic (Aircraft) .....................	1. He shall be paid the allowance or allowances payable to a Foreman Mechanic (Aircraft) specified in this Schedule opposite to the designation of that office if he possesses the qualifications and complies with the conditions specified in relation to that allowance or those allowances.
16	Monitor .............................	1. He may be paid an allowance at the rate of £42 per annum while in charge of a country telephone exchange.
17	Nurse (Male) ..........................	1. He shall be paid an allowance at the rate of £70 per annum while in charge of an operating theatre
		2. He shall be paid an allowance at the rate of £28 per annum in respect of each post-graduate nursing certificate recognized by the Board and held by him if he performs duties of the kind to which the certificate relates.
18	Observer, Commonwealth Bureau of Meteorology, Department of the Interior	1. He shall, while in charge of an observing station, be paid, under such conditions as are, from time to time, approved by the Board, an allowance equal to the difference between his salary and the salary which would be payable to him from time to time if the scale of rates of annual salary of the office was £1,238–£1,280–£1,322.

22	Postman	1. He shall, whilst employed in the city section at Sydney, Melbourne, Brisbane, Adelaide or Perth, be paid, under such conditions as are, from time to time, approved by the Board, an allowance equal to the difference between his salary and the salary which would be payable to him from time to time if the scale of rates of annual salary of the office was £734–£762–£790–£818–£846–£874.
23	Quarantine Assistant, Grade 1 ............... Quarantine Assistant, Grade 2 ............... Quarantine Assistant, Grade 3 ...............	1. He shall be paid an allowance at the rate of £28 per annum if he holds a Master's Certificate, Rivers and Harbour.
		2. He shall be paid an allowance at the rate of £28 per annum if he holds an Engine-driver's Certificate and is regularly employed on launches.
		3. He shall be paid an allowance at the rate of £18 per annum if he holds the Certificate of the Royal Sanitary Institute or the Certificate of the Royal Society of Health.
		4. He shall, if he is paid the allowance specified in the last preceding paragraph, be paid an additional allowance at the rate of £18 per annum if he is regularly employed on inspection of rat control measures on ships.
24	Reader, Printing Branch, Department of the Treasury	1. He shall be paid an allowance at the rate of £1 1s. per week while in charge of two or more journeymen.

41	Accounting Machinist (Female), Grade 1 .......	1. She shall be paid an allowance at the rate of £84 per annum on passing a test determined by the Board for the purpose.
42	Card Punch Operator (Female), Grade 1 ........	1. She shall be paid an allowance at the rate of £34 per annum on passing a test determined by the Board for the purpose.
43	Checker (Female) .......................	1. She shall be paid an allowance at the rate of £28 per annum for each day on which she is employed solely on checking Repatriation prescriptions.
44	Folder (Female), Printing Branch, Department of the Treasury	1. She shall be paid an allowance at the rate of £13 per annum if employed as a sewer.
		2. She shall be paid an allowance at the rate of £1 1s. per week while in charge of two or more Folders (Female).
		3. She shall be paid an allowance equal to the difference between her actual salary and the actual minimum salary payable from time to time to an adult who occupies an office of Folder (Female) if—
		(a) she has completed five years' service in an office of Folder (Female);
		(b) she has not attained the age of 21 years; and
		(c) her salary is less than the actual minimum salary payable to an adult officer who occupies an office of Folder (Female).
45	Monitor (Female) .......................	1. She may be paid an allowance at the rate of £42 per annum while in charge of a country telephone exchange.
46	Phonogram Operator (Female) ..............	1. She shall be paid an allowance at the rate of £34 per annum on passing a test determined by the Board for the purpose.

		6. She shall be paid an allowance at the rate of £70 per annum while employed as Night Superintendent.
		7. She shall be paid an allowance at the rate of £28 per annum in respect of each post-graduate nursing certificate recognized by the Board and held by her if she performs duties of the kind to which the certificate relates.

She shall be paid an allowance at such rate as is determined from time to time by the Board for any period during which she is employed on taking and transcribing notes of evidence in courts of law or on other duties which in the opinion of the Board are of like character.
51	Tutor Sister ...........................	1. She shall be paid an allowance at the rate of £28 per annum in respect of each post-graduate nursing certificate recognized by the Board and held by her if she performs duties of the kind to which the certificate relates.
52	Typist (Female) ........................	1. She shall be paid an allowance at the rate of £34 per annum if—
		(a) she has not satisfied the Board as to her efficiency at writing shorthand at the rate of not less than 80 words per minute;
		(b) she has passed a test conducted by or on behalf of the Board in typing at the rate of 50 words per minute and in typing letters and documents with due regard to punctuation and form; and
		(c) her rate of salary does not exceed £678 per annum.
		2. She shall be paid an allowance at the rate of £28 per annum for each day on which she is employed solely on the transcription by typewriter of recorded dictation if—
		(a) she is in receipt of the allowance specified in the last preceding paragraph; and
		(b) she has passed the examination conducted by or on behalf of the Board for the purpose.
		3. She shall be paid an allowance at the rate specified in the second column of the table in this paragraph opposite to the speed in words per minute equal to the highest rate at which she has satisfied the Board as to her efficiency at writing shorthand and correctly transcribing that shorthand.
