REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1964.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1964, hereby makes, subject to the approval of the Governor-General, the following Regulations.

AMENDMENTS OF THE PUBLIC SERVICE REGULATIONS†

Commencement.

1. These Regulations shall come into operation on the fourteenth day of February, 1966.

Rates of travelling allowances

2. Regulation 75a of the Public Service Regulations is amended—

(a) by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

(b) by omitting from sub-regulation (2.) the words " Six pounds fifteen shillings " and inserting in their stead the symbol and figures " $16.50 "; and

Allowances to Veterinary Officers and Meat Inspectors.

3. Regulation 79b of the Public Service Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

8. Parts IV., V. and VI. of the Public Service Regulations are repealed and the following Part is inserted in their stead:—

" Part IV.—Salaries Payable to Officers of the Second Division, Third Division or Fourth Division.

Salaries payable to officers of the Second Division.

" 104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary payable to a male officer who occupies an office in the Second Division is whichever of the following rates is appropriate to that office having regard to its classification:—

" (2.) The rate of annual salary applicable to an office under the last preceding sub-regulation shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.

Salaries payable to officers of the Third Division.

" 105.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division is, subject

to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation that is appropriate to that office having regard to its classification.

" (2.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer who occupies an office in the Third Division specified in the first column of the Fourth Schedule to these Regulations is, subject to the next succeeding sub-regulation, the rate or scale of rates specified in the second column of that Schedule in relation to that office.

" (3.) Subject to sub-regulation (5.) of this regulation, the rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office under sub-regulation (1.) or sub-regulation (2.) of this regulation shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.

" (4.) The rate of annual salary payable to a male officer whose age is an age specified in the first column of the table in this sub-regulation and who occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than $2,142.00 is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

" (6.) " (7.) " (8.) " (9.) Where an officer occupies an office or performs the duties of an office in the Third Division the designation of which is specified in the second column of Part I. of the Fifth Schedule to these Regulations and the officer has the qualifications, or satisfies the requirements relating to an allowance or allowances, referred to in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance or allowances in respect of those qualifications or conditions in accordance with the provisions specified, or referred to, in the third column of that Schedule opposite to the designation of the office.

" (10.) An officer of the Third Division who has the qualifications referred to in sub-paragraph (a) of paragraph 1 of Part II. of the Fifth Schedule to these Regulations shall, subject to that Part, be paid an allowance in accordance with that Part.

" 106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office the designation of which is specified in Part I. or Part II. of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the second column of that Part opposite to the designation of the office occupied by that officer.

Salaries payable to officers of the Fourth Division.

" (2.) The rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office specified in Part I. of the First Schedule to these Regulations shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.

" (3.) Where an officer whose age is an age specified in the second column of the table in this sub-regulation occupies an office in the Fourth Division the designation of which is specified in the first column of that table, the rate of annual salary payable to the officer is whichever of the rates, specified in the third column of that table opposite to the age of the officer, that is applicable to the officer.

" (4.) The scale of rates of annual salary payable to an officer who occupies an office of Accounting Machinist (Female), Grade 1, Card Punch Operator (Female), Grade 1, or Typist (Female), is $972-$1,072-$1,200-$1,360-$1,530-$1,662-$1,720-$1,776-$1,834.

" (5.) The minimum rate of annual salary payable to an officer who occupies an office specified in the last preceding sub-regulation is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

" (6.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in sub-regulation (4.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in

accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

" (7.) For the purpose of the last preceding sub-regulation, ' service ' means—

(a) in the case of an officer occupying an office of Accounting Machinist (Female), Grade 1, or Typist (Female)—experience, either within or outside the Commonwealth Service, as an accounting machinist or typist or experience in both of those occupations; or

(b) in the case of an officer who occupies an office of Card Punch Operator (Female), Grade 1—experience, either within or outside the Commonwealth Service, as an accounting machinist, card punch operator or typist, or experience in more than one of those occupations.

" (8.) The scale of rates of annual salary payable to an officer who occupies an office specified in the first column of the table in this sub-regulation is the scale of rates of annual salary specified in the second column of that table opposite to the designation of the office occupied by the officer.

" (9.) The rate of annual salary payable to an officer who occupies an office specified in the table in the last preceding sub-regulation and is of an age specified in the table in this sub-regulation is—

(a) in the case of an officer who occupies an office of Apprentice—the rate specified in the second column of the table in this sub-regulation opposite to the age of the officer; and

(b) in the case of an officer who occupies an office of Technician-in-training or Technician-in-training (Radio)—the rate specified in the third column of the table in this sub-regulation opposite to the age of the officer.

" (10.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in the table in sub-regulation (8.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

" (11.) Where—

(a) an officer occupies an office or performs the duties of an office the designation of which is specified in the second column of the Second Schedule to these Regulations; or

(b) an employee is employed in an office the designation of which is specified in the second column of the Second Schedule to these Regulations,

and the officer or employee has the qualifications, or satisfies the requirements relating to an allowance or allowances, referred to in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance or allowances in respect of those qualifications or conditions in accordance with the provisions specified, or referred to, in the third column of that Schedule opposite to the designation of the office.

" (12.) Where an officer—

(a) occupies one of the following offices in the Fourth Division:—

(i) Drafting Assistant, Grade 1;

(ii) Junior Observer;

(iii) Medical Laboratory Attendant;

(iv) Medical Laboratory Technologist-in-training;

(v) Postal Clerk;

(vi) Technical Assistant, Grade 1;

(vii) Telegraphist; or

(viii) Computing Assistant (Female);

(b) has not attained the age of twenty-one years;

(c) possesses qualifications that, in the opinion of the Board, are of a standard not less than the standard of the qualifications required for transfer from the Fourth Division to the Third Division; and

(d) receives salary under these Regulations at a rate per annum less than the rate specified in the table in this sub-regulation that is applicable in relation to the officer,

the officer may be paid an allowance at the rate per annum equal to the difference between the rate of annual salary payable to him under these Regulations and the rate so specified.

Salary payable to officer appointed as unattached officer of Second, Third or Fourth Division.

9. Regulation 106b of the Public Service Regulations is amended—

(a) by omitting from sub-regulation (1.) the words " (including any increase in that rate applicable by virtue of regulation 106a of these Regulations) ";

(b) by omitting from sub-regulation (2.) the words " or Part V. "; and

Conditions of transfer from Fourth Division to Third Division.

10.—(1.) Regulation 112 of the Public Service Regulations is amended by omitting from sub-regulation (2.) the symbols and figures " £583 " and " £1,196 " and inserting in their stead the symbols and figures " $1,350.00 " and " $2,762.00 ", respectively.

(2.) Regulation 9 of Statutory Rules 1961, No. 68, as amended by regulation 6 of Statutory Rules 1962, No. 39 and regulation 5 of Statutory Rules 1964, No. 53, is amended by omitting from sub-regulation (2.) the symbols and figures " £529 " and " £1,175 " and inserting in their stead the symbols and figures " $1,350.00 " and " $2,762.00 ", respectively.

11. Regulation 120 of the Public Service Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

SECOND SCHEDULE Regulation 106 (11.).

ALLOWANCES PAYABLE TO CERTAIN OFFICERS OF THE FOURTH DIVISION

Item No.	Office	Allowances

1	Apprentice .........................	1. He may, if he obtains a pass in all subjects at an examination held at the end of a year of his course of training, be paid an allowance at the rate of $26.00 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January in the next succeeding year.
		2. In addition to the allowance specified in the last preceding paragraph, he may, if he obtains a pass in each of the subjects at an examination held at the end of a year of his course of training and obtains not less than 75 per centum of the total marks, be paid an allowance at the rate of $26.00 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January in the next succeeding year.
2	Boatman ...........................	1. He shall be paid an allowance at the rate of $56.00 per annum if he holds a Master's Certificate, Rivers and Harbour.
		2. He shall be paid an allowance at the rate of $56.00 per annum if he holds an Engine-driver's Certificate.
3	Canteen Assistant .....................	1. He shall be paid an allowance at the rate of $114.00 per annum while employed as first assistant to the Canteen Manager, New South Wales or Victoria.
4	Data Processing Operator, Grade 1 ..........	1. He shall be paid an allowance at the rate of $168.00 per annum on passing a test determined by the Board for the purpose.
5	Electrical Fitter and Mechanic ............. Senior Electrical Fitter and Mechanic, Grade 1 ..	1. He shall be paid an allowance at the rate of $86.00 per annum under such conditions as are, from time to time, determined by the Board, if—
		(a) he has passed an examination in the subject of traffic procedure in operation in the Mail Exchange Branch; and
		(b) he is employed on the maintenance of mail handling plant in the Mail Exchange Branch.

6	Excise Officer, Grade 2 .................	1. He shall be paid an allowance at the rate of $124.00 per annum, if—
		(a) he has completed twelve months' service to the satisfaction of the Chief Officer on the maximum salary of the office of Excise Officer, Grade 2; and
		(b) he occupied an office of Excise Officer or Excise Locker on the first day of August, 1941.
7	Fruit Inspector (Supervising) ..............	1. He shall be paid an allowance at the rate of $170.00 per annum while supervising Fruit Inspectors (Supervising).
8	Machine Operator, Grade 1 ...............	1. He shall be paid an allowance at the rate of $68.00 per annum if he has passed a test conducted by or on behalf of the Board in the operational procedures appropriate to the section in which he is employed.
		2. He shall be paid an allowance at the rate of $86.00 per annum, where he uses morse telegraphy for the purpose of setting up the equipment, if—
		(a) he has demonstrated his proficiency to send and receive morse signals at the rate of 20 words per minute; and
		(b) the Chief Officer has certified that the officer is required, in the performance of his duties, to send and receive messages by morse signals.
9	Machine Operator, Grade 2 ...............	1. He may be paid an allowance at the rate of $86.00 per annum, where he uses morse telegraphy in setting up the equipment, if—
		(a) he has demonstrated his proficiency to send and receive morse signals at the rate of 20 words per minute; and
		(b) the Chief Officer has certified that the officer is required, in the performance of his duties, to send and receive messages by morse signals.
10	Mail Officer ........................	1. He shall be paid an allowance at the rate of $114.00 per annum if—
		(a) has he passed the test determined by the Board for the purpose; and
		(b) he has not attained the age of 21 years.
		2. The allowance under this item shall cease to be payable on the day immediately prior to the date on which the officer attains the age of 21 years.

He shall be paid an allowance at the rate of $64.00 per annum if there are two of the following categories, namely, ' engines ', ' airframes ', ' electrical installations ' or ' instrument installations ' endorsed on his current licence, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.

		2. He shall, if there are so endorsed more than two of those categories each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of $64.00 per annum for each of those categories in excess of the first two.
		3. He shall be paid an allowance at the rate of $16.00 per annum for each Category ' A ' extension endorsed on his licence for an aircraft of a kind operated or repaired by the Department of Civil Aviation if the duties of his office require him to certify with respect to the work authorized by the extension.
		4. (a) He shall be paid an allowance at the rate of $20.00 per annum for each of the first two ratings in Group 1 in respect of each of the categories ' engines ', ' airframes ', ' electrical installations ' and ' instrument installations ' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft operated or repaired by the Department of Civil Aviation.
		(b) He shall be paid an allowance at the rate of $26.00 per annum for each rating in Group 2 in respect of each of the categories ' engines ', ' airframes ', 'electrical installations ' and ' instrument installations ' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		(c) He shall be paid an allowance at the rate of $32.00 per annum for each rating in Group 3 in respect of each of the categories ' engines ', ' airframes ', ' electrical installations ' and instrument installations ' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		(d) The allowance payable under the preceding provisions of this paragraph in respect of ratings in each category shall not exceed the maximum amount ascertained in accordance with those provisions in respect of any eight ratings in that category.

He shall be paid an allowance at the rate of $78.00 per annum in respect of each post-graduate nursing certificate of the College of Nursing, Australia or the New South Wales College of Nursing recognized by the Board and held by him if he performs duties of the kind to which the certificate relates.
		3. He shall be paid an allowance at the rate of $52.00 per annum in respect of each post-graduate nursing certificate, other than a certificate referred to in the last preceding paragraph, recognized by the Board and held by him if he performs duties of the kind to which the certificate relates.
14	Observer, Commonwealth Bureau of Meteorology, Department of the Interior	1. He shall, while in charge of a non-electronic observing station, be paid an allowance at an annual rate equal to the difference between his rate of annual salary and the rate of $3,174.00.
		2. He shall, while in charge of an electronic observing station, be paid an allowance at an annual rate equal to the difference between his rate of annual salary and the rate of $3,344.00.
15	Postman ...........................	1. He shall, whilst employed in the city section at Sydney, Melbourne, Brisbane, Adelaide or Perth, be paid, under such conditions as are, from time to time, approved by the Board, an allowance equal to the difference between his salary and the salary which would be payable to him from time to time if the scale of rates of annual salary of the office was $l,980-$2,036-$2,094-$2,150-$2,206-$2,264.
16	Quarantine Assistant, Grade 1 .............	1. He shall be paid an allowance at the rate of $56.00 per annum if he holds a Master's Certificate, Rivers and Harbour.
	Quarantine Assistant, Grade 2 .............
	Quarantine Assistant, Grade 3 .............	2. He shall be paid an allowance at the rate of $56.00 per annum if he holds an Engine-driver's Certificate and is regularly employed on launches.
		3. He shall be paid an allowance at the rate of $36.00 per annum if he holds the Certificate of the Royal Sanitary Institute or the Certificate of the Royal Society of Health.
		4. He shall, if he is paid the allowance specified in the last preceding paragraph, be paid an additional allowance at the rate of $36.00 per annum is he is regularly employed on inspection of rat control measures on ships.

		5. He shall be paid an allowance at the rate of $96.00 per annum while employed as Evening Superintendent.

	Supervising Technician (Telecommunications), Grade 1	(ii) at a carrier terminal station;
		(iii) at a truck line testing station;
	Supervising Technician (Telecommunications) Grade 2	(iv) at a telegraph repeating station;
		(v) at a chief telegraph office on telegraph maintenance duties;
	Supervising Technician (Telecommunications), Grade 3	(vi) at a national broadcasting station; or
		(vii) at an overseas radio terminal;
	Supervising Technician (Telecommunications), Grade 4	(b) he has demonstrated his proficiency to send and receive morse signals at the rate of 20 words per minute; and
		(c) the Assistant Director has certified that the officer is required, in the performance of his duties, to send and receive messages by morse signals.

		(b) she is employed full time on the operation of a Varityper and has passed a test determined by the Board for the purposes of this sub-paragraph.
		2. She shall be paid an allowance at the rate of $56.00 per annum for each day on which she is employed solely on the transcription by typewriter of recorded dictation if—
		(a) she is in receipt of the allowance specified in sub-paragraph (a) of the last preceding paragraph; and
		(b) she has passed an examination conducted by or on behalf of the Board for the purposes of this sub-paragraph.

		2. He shall be paid an allowance at the rate of $86.00 per annum when rostered for picturegram duty.

Part 2

1. Where—

(a) an officer of the, Third Division has been admitted, or is eligible to be admitted, to a degree of an Australian University or to a degree of an overseas University, being a degree that, in the opinion of the Board, is of a standard at least equal to the standard of a degree conferred by an Australian University; and

(b) salary is payable to the officer at a rate per annum less than the appropriate rate in relation to that officer,

the officer shall, subject to this Part, be paid an allowance at a rate per annum equal to the difference between those rates,

2. For the purpose of the last preceding paragraph, the appropriate, rate in relation to an officer who has been admitted, or is eligible to be admitted, by a University to a degree included in a class of degrees referred to in the second column of the table in this paragraph is, subject to the next succeeding paragraph, the rate specified—

(a) in the case of a male officer—in the third column; or

(b) in the case of a female officer—in the fourth column, of that table opposite to the reference to that class of degrees.

3. For the purposes of this Part, where—

(a) an officer has been admitted, or is eligible to be admitted, by a University to a degree included in the class of degrees referred to in item 3 in the table in the preceding paragraph;

(b) the officer has been admitted, or is eligible to be admitted, by a University to a further degree included in that class of degrees or has received or is eligible to receive a diploma or similar award, approved by the Board, of a University; and

(c) the periods of the courses for the firstmentioned degree and the other degree or diploma or award amounted in the aggregate to not less than four years,

the appropriate rate in relation to that officer is the rate specified—

(d) in the case of a male officer—in the third column; or

(e) in the case of a female officer—in the fourth column, of that table opposite to item 2.

4. For the purpose of paragraph (1.) of this Part, the rate per annum at which salary is payable to an officer includes the rate per annum at which an allowance (if any) under regulation 87 of these Regulations is payable to the officer.

5. An allowance is not payable—

(a) to an officer of the Third Division who occupies an office specified—

(i) in the table in sub-regulation (8.) of regulation 105;

(ii) in the Fourth Schedule to these Regulations; or

(iii) for the purposes of paragraph (a) of sub-section (1.) of section 53b of the Act, in a determination made by the Board under that section; or

(b) to an unattached officer of the Third Division having a designation corresponding to an office referred to in the last preceding sub-paragraph,

unless the Board directs that the allowance is so payable.
