REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1960.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1960, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations.†

1. After regulation 3 of the Public Service Regulations the following regulation is inserted:—

Modification of application of certain provisions.

“3a. In the application of a provision of these Regulations specified in the first column of the table in this regulation to and in relation to an officer—

(a) who occupies an office in the Fourth Division specified in the Fifth Schedule to these Regulations; or

Calculation of pay for duty on a holiday.

2. Regulation 63 of the Public Service Regulations is amended—

(a) by omitting from sub-paragraph (i) of paragraph (b) of sub-regulation (4.) the figures “£1,298” and inserting in their stead the figures “£1,366”;

(b) by omitting from sub-paragraph (ii) of that paragraph the figures “£1,144” and inserting in their stead the figures “£1,212”; and

(c) by omitting from sub-regulation (5.) the figures “£2,228” and “£2,074” and inserting in their stead the figures “£2,389” and “£2,235”, respectively.

Recording and payment for overtime.

3. Regulation 67 of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (6b.) the figures “£1,298” and inserting in their stead the figures “£1,366”;

(b) by omitting from paragraph (b) of sub-regulation (6b.) the figures “£1,144” and inserting in their stead the figures “£1,212”;

(c) by omitting from paragraph (a) of sub-regulation (6d.) the figures “£2,228” and inserting in their stead the figures “£2,389”;

(d) by omitting from paragraph (b) of sub-regulation (6d.) the figures “£2,074” and inserting in their stead the figures “£2,235”;

(e) by omitting from sub-paragraph (i) of paragraph (a) of sub-regulation (13.) the figures “£2,228” and inserting in their stead the figures “£2,389”; and

(f) by omitting from sub-paragraph (ii) of that paragraph the figures “£2,074” and inserting in their stead the figures “£2,235”.

Travelling time.

4. Regulation 69 of the Public Service Regulations is amended by omitting the figures “£1,298” and “£1,144” and inserting in their stead the figures “£1,366” and “£1,212”, respectively.

Sunday duty.

5. Regulation 70 of the Public Service Regulations is amended—

(a) by omitting from sub-paragraph (i) of paragraph (d) of sub-regulation (5.) the figures “£2,228” and inserting in their stead the figures “£2,389”;

(b) by omitting from sub-paragraph (ii) of that paragraph the figures “£2,074” and inserting in their stead the figures “£2,235”;

(c) by omitting from paragraph (a) of sub-regulation (5a.) the figures “£1,298” and inserting in their stead the figures “£1,366”; and

(d) by omitting from paragraph (b) of sub-regulation (5a.) the figures “£1,144” and inserting in their stead the figures “£1,212”.


Rates of travelling allowances.

6. Regulation 75a of the Public Service Regulations is amended by omitting from the table in sub-regulation (1.) the figures “£1,737”, “£1,738”, “£1,583” and “£1,584” and inserting in their stead the figures “£1,849”, “£1,850”, “£1,695” and “£1,696”, respectively.

Class of travelling accomodation to be provided.

7. Regulation 84 of the Public Service Regulations is amended by omitting from sub-regulation (1.) the figures “£1,028” and inserting in their stead the figures “£1,070”.

Higher duties.

8. Regulation 87 of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (3.) the figures “£1,188” and inserting in their stead the figures “£1,245”;

(b) by omitting from paragraph (b) of sub-regulation (3.) the figures “£1,034” and inserting in their stead the figures “£1,091”;

(c) by omitting from paragraph (a) of sub-regulation (17.) the figures “£2,098” and inserting in their stead the figures “£2,246”; and

(d) by omitting from paragraph (b) of sub-regulation (17.) the figures “£1,944” and inserting in their stead the figures “£2,092”.

Partial reimbursement of fares of certain officer.

9. Regulation 98aa of the Public Service Regulations is amended—

(a) omitting from sub-paragraph (i) of paragraph (b) of sub-regulation (1.) the figures “£740” and inserting in their stead the figures “£752”; and

(b) by omitting from sub-paragraph (ii) of that paragraph the figures “£848” and inserting in their stead the figures “£888”.

Allowance—Sunday or holiday duty.

10. Regulation 99 of the Public Service Regulations is amended by omitting the figures “£2,228” and “£2,074” and inserting in their stead the figures “£2,389” and “£2,235”, respectively.

Allowance in addition to salary.

11. Regulation 105 of the Public Service Regulations is amended—

(a) by omitting sub-regulation (1.); and

(b) by omitting sub-regulation (2.) and inserting in its stead the following sub-regulation:—

“(2.) An officer of the Third Division who occupies an office or performs the duties of an office of Telegraphist shall be paid an allowance at the rate of £42 per annum if—

(a) he has passed an examination approved by the Board for the purpose of this sub-regulation; and

(b) his salary under these Regulations does not exceed £1,042 per annum.”.


Salaries payable to officers of the Fourth Division.

12. Regulation 106 of the Public Service Regulations is amended—

(a) by omitting from sub-regulation (5.) the figures “£555”, “£580”, “£606”, “£631” and “£657” and inserting in their stead the figures “£566”, “£594”, “£622”, “£650” and “£678”, respectively;

(b) by omitting from the table in sub-regulation (6.) the figures “555” and inserting in their stead the figures “566”;

(c) by omitting from the table in sub-regulation (7.) the figures “555”, “580”, “606”, “631” and “657” and inserting in their stead the figures “566”, “594”, “622”, “650” and “678”, respectively;

(d) by omitting the table in sub-regulation (9.) and inserting in its stead the following table:—

13. Regulation 106a of the Public Service Regulations is amended by omitting from the table in sub-regulation (6.) the figures “555” and inserting in their stead the figures “566”.

Maximum salary for purposes of certain appeals.

14. Regulation 109h of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) the figures “£1,738” and inserting in their stead the figures “£1,850”; and

(b) by omitting from paragraph (b) the figures “£1,584” and inserting in their stead the figures “£1,696”.

Temporary transfer.

15. Regulation 116 of the Public Service Regulations is amended by omitting from sub-regulation (1c.) the figures “£2,358” and inserting in their stead the figures “£2,532”.

First and Second Schedules.

16. The First and Second Schedules to the Public Service Regulations are repealed and the following Schedules inserted in their stead:—

1. He shall be paid an allowance at the rate of 19s. per week while in charge of two or more journeymen.

1. He shall be paid an allowance at the rate of £56 per annum while employed as first assistant to the Canteen Manager, New South Wales or Victoria.

Compositor, Printing Branch, Department of the Treasury

1. He shall be paid an allowance at the rate of 19s. per week while in charge of two or more journeymen.

Electrical Fitter and Mechanic, Postmaster-General’s Department

1. He shall be paid an allowance at the rate of £42 per annum under such conditions as are, from time to time, determined by the Board, if—

(a) he has passed an examination in the subject of traffic procedure in operation in the Mail Exchange Branch; and

(b) he is employed on the maintenance of mail handling plant in the Mail Exchange Branch.

Excise Officer, Grade 2...........

1. He shall be paid an allowance at the rate of £55 per annum, if—

(a) he has completed twelve months’ service to the satisfaction of the Chief Officer on the maximum salary of the office of Excise Officer, Grade 2; and

(b) he occupied an office of Excise Officer or Excise Locker on the first day of August, 1941.

Foreman Mechanic (Aircraft).......

1. He shall be paid an allowance at the rate of £29 per annum if he has two of the following categories, namely, engines, airframes, electrical systems or instrument systems, endorsed on the current licence issued to him, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.

2. He shall, if he has so endorsed more than two of those categories, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of £29 per annum for each of those categories in excess of the first two.

3. He shall be paid an allowance at the rate of £5 per annum for each Category “A” extension endorsed on his licence for an aircraft of a kind operated or repaired by the Department of Civil Aviation if the duties of his office require him to certify with respect to the work authorized by the extension.

4. He shall be paid an allowance at the rate of £11 per annum in respect of each category if he has two ratings in any one of the following categories, namely, engines, airframes, electrical systems or instrument systems, endorsed on the current licence issued to him and authorizing him to exercise the privileges of those ratings on aircraft of a kind operated or repaired by the Department of Civil Aviation.

5. He shall, if he has so endorsed more than two ratings in any one of those categories authorizing him to exercise the privileges of those ratings on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of £11 per annum for each of those ratings in excess of the first two.

6. The maximum rate of allowance payable under the last two preceding paragraphs shall not, in respect of any category, exceed a rate of £55 per annum.

Fruit Inspector (Supervising)........

1. He shall be paid an allowance at the rate of £84 per annum while supervising Fruit Inspectors (Supervising).

2. He shall be paid an allowance at the rate of £168 per annum in lieu of overtime for all time worked in excess of 40 hours per week, including duty performed on Sundays and public holidays.

Inspector (Aircraft)..............

1. He shall be paid the allowance or allowances payable to a Foreman Mechanic (Aircraft) specified in this Schedule opposite to the designation of that office if he possesses the qualifications and complies with the conditions specified in relation to that allowance or those allowances.

1. He shall be paid an allowance at the rate of 19s. per week while in charge of two or more journeymen.

(b) the Chief Officer has certified that the officer is required, in the performance of his duties, to send and receive messages by morse signals.

1. He shall be paid an allowance at the rate of 19s. per week while in charge of two or more journeymen.

1. He shall be paid an allowance at the rate of £56 per annum if—

(a) he has passed the test determined by the Board for the purpose; and

(b) he has not attained the age of 21 years.

2 The allowance under this item shall cease to be payable on the day immediately prior to the date on which the officer attains the age of 21 years.

1. He shall be paid the allowance or allowances payable to a Foreman Mechanic (Aircraft) specified in this Schedule opposite to the designation of that office if he possesses the qualifications and complies with the conditions specified in relation to that allowance or those allowances.

1. He may be paid an allowance at the rate of £42 per annum while in charge of a country telephone exchange.

Nurse (Male)....................

1. He shall be paid an allowance at the rate of £70 per annum while in charge of an operating theatre.

2. He shall be paid an allowance at the rate of £28 per annum in respect of each post-graduate nursing certificate recognized by the Board and held by him if he performs duties of the kind to which the certificate relates.

1. He may be paid an allowance at the rate of £42 per annum while in charge of a country telephone exchange.

1. He shall be paid an allowance at the rate of £28 per annum if he holds a Master's Certificate, Rivers and Harbour.

2. He shall be paid an allowance at the rate of £28 per annum if he holds an Engine-driver's Certificate and is regularly employed on launches.

3. He shall be paid an allowance at the rate of £18 per annum if he holds the Certificate of the Royal Sanitary Institute or the Certificate of the Royal Society of Health.

4. He shall, if he is paid the allowance specified in the last preceding paragraph, be paid an additional allowance at the rate of £18 per annum if he is regularly employed on inspection of rat control measures on ships.

4. He shall be paid an allowance at the rate of £70 per annum while in charge of the Central Sterilizing Department, Repatriation General Hospital, Concord.

5. He shall be paid an allowance at the rate of £48 per annum while employed as Evening Superintendent.

6. He shall be paid an allowance at the rate of £70 per annum while employed as Night Superintendent.

7. He shall be paid an allowance at the rate of £28 per annum in respect of each post-graduate nursing certificate recognized by the Board and held by him if he performs duties of the kind to which the certificate relates.

(a) she is in receipt of the allowance specified in the last preceding paragraph; and

(b) she has passed the examination conducted by or on behalf of the Board for the purpose.

Authority for payment of allowances.

18. The Public Service Board may authorize the payment of an allowance, in respect of the period that commenced on the second day of May, 1963, and ended on the day immediately before the commencement of these Regulations, to each officer and employee of such an amount as would result in the total remuneration of the officer or employee being not less than the total remuneration that would have been payable to the officer or employee in respect of that period if the amendments made by these Regulations had taken effect on the second day of May, 1963.
