REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1964.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1964, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations†

1. Regulation 63 of the Public Service Regulations is amended—

Calculation of pay for duty on a holiday.

(a) by omitting from sub-paragraph (i) of paragraph (b) of sub-regulation (4.) the figures "£1,419" and inserting in their stead the figures "£1,444";

(b) by omitting from sub-paragraph (ii) of that paragraph the figures "£1,265"and inserting in their stead the figures "£1,290"; and

(c) by omitting from sub-regulation (5.) the figures "£2,450" and "£2,296" and inserting in their stead the figures "£2,491" and "£2,337", respectively.

Recording and payment for overtime.

2. Regulation 67 of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (6b.) the figures "£1,419" and inserting in their stead the figures "£1,444";

(b) by omitting from paragraph (b) of sub-regulation (6b.) the figures "£1,265" and inserting in their stead the figures "£1,290";

(c) by omitting from paragraph (a) of sub-regulation (6d.) the figures "£2,450" and inserting in their stead the figures "£2,491";

(d) by omitting from paragraph (b) of sub-regulation (6d.) the figures "£2,296" and inserting in their stead the figures "£2,337";

(e) by omitting from sub-paragraph (i) of paragraph (a) of sub-regulation (13.) the figures "£2,450" and inserting in their stead the figures "£2,491"; and

Travelling time.

3. Regulation 69 of the Public Service Regulations is amended by omitting the figures "£1,419" and "£1,265" and inserting in their stead the figures "£1,444" and "£1,290" respectively.

Sunday duty.

4. Regulation 70 of the Public Service Regulations is amended—

(a) by omitting from sub-paragraph (i) of paragraph (d) of sub-regulation (5.) the figures "£2,450" and inserting in their stead the figures "£2,491";

(b) by omitting from sub-paragraph (ii) of that paragraph the figures "£2,296" and inserting in their stead the figures "£2,337";

(c) by omitting from paragraph (a) of sub-regulation (5a.) the figures "£1,419" and inserting in their stead the figures "£1,444"; and

(d) by omitting from paragraph (b) of that sub-regulation the figures "£1,265" and inserting in their stead the figures "£1,290".

Rates of travelling allowance.

5. Regulation 75a of the Public Service Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

6. Regulation 84 of the Public Service Regulations is amended by omitting from sub-regulation (1.) the figures "£1,070" and inserting in their stead the figures "£1,089".

Higher duties.

7. Regulation 87 of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (3.) the figures "£1,297" and inserting in their stead the figures "£1,320";

(b) by omitting from paragraph (b) of that sub-regulation the figures "£1,143" and inserting in their stead the figures "£1,166";

(c) by omitting from paragraph (a) of sub-regulation (17.) the figures "£2,306" and inserting in their stead the figures "£2,345"; and

(d) by omitting from paragraph (b) of that sub-regulation the figures "£2,152" and inserting in their stead the figures "£2,191".

Allowance—Sunday or holiday duty.

8. Regulation 99 of the Public Service Regulations is amended by omitting the figures "£2,450" and "£2,296" and inserting in their stead the figures "£2,491" and "£2,337", respectively.

Salaries payable to officers of the Second and Third Divisions.

9.—(1.) Regulation 104 of the Public Service Regulations is amended by omitting Table A, Table B, and Table C in sub-regulation (1.) and inserting in their stead the following tables:—.

(2.) Regulation 104 of the Public Service Regulations is amended—

Allowance in addition to salary.

10.—(1.) Regulation 105 of the Public Service Regulations is amended by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—

"(1.) An officer of the Third Division—

(a) who occupies an office or performs the duties of an office of Telegraphist;

(b) who has passed an examination approved by the Board for the purpose of this sub-regulation; and

shall be paid an allowance at a rate ascertained in accordance with the table in this sub-regulation,

(b) by omitting from the table in sub-regulation (5.) the figures "£678" and inserting in their stead the figures "£693";

(c) by omitting from the table in sub-regulation (6.) the figures "£678", "£706", "£734" and "£762" and inserting in their stead the figures "£693", "£722", "£750"and "£779", respectively;

(d) by omitting from the table in sub-regulation (8.) the figures "£748" and inserting in their stead the figures "£762";

Variations of salaries.

12. Regulation 106a of the Public Service Regulations is amended by omitting from the table in sub-regulation (5.) the figures "£622" and inserting in their stead the figures "£693".

Maximum salary for purposes of certain appeals.

13. Regulation 109h of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) the figures "£2,666" and inserting in their stead the figures "£2,710"; and

(b) by omitting from paragraph (b) the figures "£2,512" and inserting in their stead the figures "£2,556".

Conditions of transfer from Fourth Division to Third Division.

14. Regulation 112 of the Public Service Regulations is amended by omitting from sub-regulation (2.) the figures "£1,175" and inserting in their stead the figures "£1,196".

Temporary transfer.

15. Regulation 116 of the Public Service Regulations is amended by omitting from sub-regulation (1c.) the figures "£2,666" and inserting in their stead the figures "£2,710".

First and Second Schedules.

16. The First Schedule, and the Second Schedule, to the Public Service Regulations are repealed and the following Schedules inserted in their stead:—

SECOND SCHEDULE.

ALLOWANCES PAYABLE TO CERTAIN OFFICERS OF THE FOURTH DIVISION.

Item No.	Designation of Office.	Allowances.

1	Apprentice ........................	1. He may, if he obtains a pass in all subjects at an examination held at the end of a year of his course of training, be paid an allowance at the rate of £13 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January in the next succeeding year.
		2. In addition to the allowance specified in the last preceding paragraph, he may, if he obtains a pass in each of the subjects at an examination held at the end of a year of his course of training and obtains not less than 75 per cent, of the total marks, be paid an allowance at the rate of £13 per annum in respect of the period of 12 months commencing from the beginning of the first pay period commencing in the month of January in the next succeeding year.
2	Boatman .........................	1. He shall be paid an allowance at the rate of £28 per annum if he holds a Master's Certificate, Rivers and Harbour.
		2. He shall be paid an allowance at the rate of £28 per annum if he holds an Engine-driver's Certificate.
3	Canteen Assistant ...................	1. He shall be paid an allowance at the rate of £57 per annum while employed as first assistant to the Canteen Manager, New South Wales or Victoria.
4	Data Processing Operator, Grade I ........	1. He shall be paid an allowance at the rate of £84 per annum on passing a test determined by the Board for the purpose.
5	Electrical Fitter and Mechanic, Postmaster-General's Department	1. He shall be paid an allowance at the rate of £43 per annum under such conditions as are, from time to time, determined by the Board, if—
		(a) he has passed an examination in the subject of traffic procedure in operation in the Mail Exchange Branch; and
		(b) he is employed on the maintenance of mail handling plant in the Mail Exchange Branch.
6	Excise Officer, Grade 2 ...............	1. He shall be paid an allowance at the rate of £62 per annum, if—
		(a) he has completed twelve months' service to the satisfaction of the Chief Officer on the maximum salary of the office of Excise Officer, Grade 2; and
		(b) he occupied an office of Excise Officer or Excise Locker on the first day of August, 1941.

7	Foreman Mechanic (Aircraft).............	1. He shall be paid an allowance at the rate of £32 per annum if there are two of the following categories, namely, 'engines', 'airframes', 'electrical installations' or 'instrument installations' endorsed on his current licence, each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		2. He shall, if there are so endorsed more than two of those categories each with a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation, be paid an allowance at the rate of £32 per annum for each of those categories in excess of the first two.
		3. He shall be paid an allowance at the rate of £8 per annum for each Category 'A' extension endorsed on his licence for an aircraft of a kind operated or repaired by the Department of Civil Aviation if the duties of his office require him to certify with respect to the work authorized by the extension.
		4. (a) He shall be paid an allowance at the rate of £10 per annum for each of the first two ratings in Group 1 in respect of each of the categories 'engines' and 'airframes' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft operated or repaired by the Department of Civil Aviation.
		(b) He shall be paid an allowance at the rate of £13 per annum for each rating in Group 2 in respect of each of the categories 'engines' and 'airframes' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		(c) He shall be paid an allowance at the rate of £16 per annum for each rating in Group 3 in respect of each of the categories 'engines' and 'airframes' endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.
		(d) The allowance payable under the preceding provisions of this paragraph in respect of ratings in each category shall not exceed the maximum amount ascertained in accordance with those provisions in respect of any eight ratings in that category.
		5. (a) He shall be paid an allowance at the rate of £26 per annum for each category if a Group 2 rating in the categories 'electrical installations' or 'instrument installations' is endorsed on his current licence, being a rating authorizing him to exercise the privileges of the licence on aircraft of a kind operated or repaired by the Department of Civil Aviation.

8	Fruit Inspector (Supervising) ............	1. He shall be paid an allowance at the rate of £85 per annum while supervising Fruit Inspectors (Supervising).
		2. He shall be paid an allowance at the rate of £168 per annum in lieu of overtime for all time worked in excess of 40 hours per week, including duty performed on Sundays and public holidays.
9	Inspector (Aircraft) ...................	1. He shall be paid the allowance or allowances payable to a Foreman Mechanic (Aircraft) specified in this Schedule opposite to the designation of that office if he possesses the qualifications and complies with the conditions specified in relation to that allowance or those allowances.
10	Machine Operator, Grade 1 .............	1. He shall be paid an allowance at the rate of £34 per annum if he has passed a test conducted by or on behalf of the Board in the operational procedures appropriate to the section in which he is employed

		(a) he has demonstrated his proficiency to send and receive morse signals at the rate of 20 words per minute; and

Authority for payment of allowance.

18. The Public Service Board may authorize the payment of an allowance, in respect of the period that commenced on the eighth day of July, 1965, and ended on the day immediately before the commencement of these Regulations, to each officer and employee of such an amount as would result in the total remuneration of the officer or employee being not less than the total remuneration that would have been payable to the officer or employee in respect of that period if the amendments made by these Regulations had taken effect on the eighth day of July, 1965.
