REGULATIONS UNDER THE PUBLIC SERVICE ACT 19221

Amendments of the Public Service (Parliamentary Officers) Regulations2

Meal allowance

1. Regulation 55 of the Public Service (Parliamentary Officers) Regulations is amended by omitting from sub-regulation (1) “$4.30” and substituting “$5.10”.

Rate of travelling allowance

2. Regulation 57 of the Public Service (Parliamentary Officers) Regulations is amended —

(a) by omitting the table in paragraph (b) of sub-regulation (1) and substituting the following table:

Shift duty

3. Regulation 65D of the Public Service (Parliamentary Officers) Regulations is amended —

(a) by omitting from paragraph (a) of sub-regulation (2) “$6,016.00” and substituting “$14,415”; and

(b) by omitting paragraph (3) (a) (second occurring) and paragraph (3) (b) (second occurring) and substituting the following paragraphs:

“(c) in the case of an officer in receipt of salary at a rate exceeding $14,415 per annum — that rate; or

(d) in the case of any other officer — the rate at which salary is payable to him.”.

Allowances payable for use, for official purposes, of private vehicles

4. Regulation 68A of the Public Service (Parliamentary Officers) Regulations is amended by omitting the table in sub-regulation (4) and substituting the following table:

Allowances for use of private vehicles on specified journeys

5. Regulation 68B of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulation (2) and substituting the following sub-regulation:

“(2) Subject to regulation 68D, an officer who uses a motor vehicle owned or hired by him in pursuance of permission granted under sub-regulation (1) shall be paid an allowance for each kilometre the vehicle travels in the circumstances in respect of which the permission has been granted at whichever of the rates specified in the table in sub-regulation 68A (4) is applicable.”.

Rotary engines

6. Regulation 68BA of the Public Service (Parliamentary Officers) Regulations is amended —

(a) by omitting from sub-regulation (1) “In this regulation” and substituting “For the purposes of regulations 68A and 68B”;

(b) by inserting in paragraph (a) of sub-regulation (1) “in sub-regulation 68A (4)” after “reference” (first occurring); and

Partial reimbursement of fares of certain officers

7. Regulation 70D of the Public Service (Parliamentary Officers) Regulations is amended by omitting paragraph (b) of sub-regulation (1A) and substituting the following paragraph:

“(b) is in receipt of a salary at a rate not exceeding the rate of annual salary specified in the second column of the table in sub-regulation 71 (4) in relation to an officer whose age is 20 years; and”.

Interpretation

8. Regulation 70E of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulation (5) and substituting the following sub-regulations:

“(5) Subject to sub-regulation (6), a course of instruction shall not be taken to be a short course of instruction in relation to an officer for the purpose of this Division if the leave of absence required by the officer —

(a) to attend lectures;

(b) to perform practical work; and

required in connection with the course is for a continuous period, or for periods amounting in aggregate to a period, exceeding 200 hours.

“(6) Sub-regulation (5) does not apply in the case of a course of instruction that is approved by the Parliamentary Head as a short course of instruction.”.

10. Regulation 72 of the Public Service (Parliamentary Officers) Regulations is amended —

“(2) The scale of rates per year in accordance with which salary is payable to an officer who occupies an office of Typist, Grade 1, is $4,480 - $5,376 - $6,272 - $7,258 - $8,154 - $8,960 - $9,144 - $9,329 - $9,508.”;

(b) by omitting the table in sub-regulation (3) and substituting the following table:

Conditions of transfer from Fourth Division to Third Division

11. Regulation 78 of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulation (2) and substituting the following sub-regulation:

“(2) An officer of the Fourth Division shall not be transferred or promoted to an office of Clerk in the Third Division unless he passes an examination held in accordance with, and complies with, the conditions to qualify for transfer or promotion to that office specified in a determination of the Parliamentary Head made under section 53 of the Act.”.
