EXPLANATORY STATEMENT
STATUTORY RULE 1982 NO. 147

The old Part VI of the Postal Services Regulations, which dealt with the “Opening and Examination of Postal Articles”, was part of the original Postal Services Regulations made in 1975 following the passage of the Postal Services Act 1975 and the establishment of the Australian Postal Commission (“Australia Post”).
Subsequently the Senate Standing Committee on Regulations and Ordinances, in the manner set out in its 51st Report, made suggestions for changes to Part VI and these amendments give effect to undertakings given to the Committee.
This Statutory Rule repeals the present Part VI and replaces it with a new “Part VI - Opening, Examination, Repair and Disposal of Postal Articles”. It also repeals two other regulations which are now included in the new Part VI.
