EXPLANATORY STATEMENT

STATUTORY RULES 1986 NO. 99

Papua New Guinea (Members of the Forces Benefits) Regulations (Amendment) Issued by authority of the Minister of State for Veterans’ Affairs

Under section 9 of the Papua New Guinea (Members of the Forces Benefits) Act 1957 the Governor-General may make regulations, not inconsistent with the Act, prescribing all matters which by the Act are required or permitted to be prescribed, or which are necessary or convenient to be prescribed for carrying out or giving effect to the Act.

These regulations make consequential changes to the Papua New Guinea (Members of the Forces Benefits) Regulations following the repeal of the Repatriation Act 1920 and enactment of the Veterans’ Entitlements Act 1986.

These regulations came into effect upon notification in the Commonwealth of Australia Gazette being the same day as the date of effect of the Veterans’ Entitlements Act 1986.


Details of the regulations are as follows.

Regulation 1 - Interpretation

Regulation 1 has amended the definition of ‘the Act’ in existing regulation 3 to remove the double citation.

Regulation 2 - Prescribed authority

Regulation 2 has amended existing regulation 4 to remove the reference to the Repatriation Act 1920-1975.

Regulation 3 - Decoration Allowance

Regulation 3 has amended existing regulation 17 to substitute a reference to the Repatriation Act 1920-1960 with a reference to the Veterans’ Entitlements Act 1986.
