Notice of declaration of security regulated port – Port of PORT KEMBLA

 

 

I, MICHAEL WILLIAM ROWE, Regional Director, Transport Security Operations, Office of Transport Security, under subsection 13(1) of the Maritime Transport and Offshore Facilities Security Act 2003 (the Act):

 

REVOKE the declaration of the security regulated port of Port of Port Kembla published in the Gazette (No. GNS 26, 11 February December 2005); and

 

DECLARE that the area of the Port of Port Kembla intended for use either wholly or partly in connection with the movement, loading, unloading, maintenance or provisioning of security regulated ships, the boundaries of which are shown on the attached map and descriptions, to be a security regulated port.

 

This Notice commences upon publication in the Gazette.

Description of Port of Port Kembla

State: New South Wales

The Security Regulated Port of Port Kembla is all that area of land and water contained within and bounded by a line commencing at the point of intersection of the high water mark of the coastline of New South Wales on Wollongong City Beach with the arc of a circle of radius 2.5 nautical miles, centred on the navigation light nearest the point of latitude 34° 27’ 54.37" south, longitude, 150° 54’ 48.60" east at the northern end of the eastern breakwater in Port Kembla, nearest the point of latitude 34° 25’ 25.52" south, longitude, 150° 54’ 23.87" east;

 

thence clockwise around that arc of a circle to its intersection with the high water mark of the coastline of New South Wales at Perkins Beach south of Port Kembla nearest the point of latitude 34° 30’ 13.08" south, longitude, 150° 53’ 38.85" east;

 

thence   generally   north-easterly   along   that   high   water   mark   for   a   distance   of approximately  5.6  kilometres  to  a  point  on  that  high  water  mark  on  the  easterly prolongation of the log barrier at the southern entrance to the Port of Port Kembla on Gloucester  Boulevard  nearest  the  point  of  latitude  34° 28’ 37.88"  south,  longitude,

150° 54’ 51.03" east;

 

thence westerly along the alignment of that log barrier for a distance of approximately 70 metres to the point of intersection of the alignment of that log barrier with the security fence  on  the  western  side  of  Gloucester  Boulevard  nearest  the  point  of  latitude

34° 28’ 37.82" south, longitude, 150° 54’ 48.41" east;

 

thence northerly along that security fence for a distance of approximately 75 metres to the corner of that security fence nearest the point of latitude 34° 28’ 35.43" south, longitude,

150° 54’ 48.76" east;

 

thence generally westerly along that security fence for a distance of approximately 70 metres to the corner of that security fence nearest the point of latitude 34° 28’ 35.31" south, longitude, 150° 54’ 46.00" east;

 

thence north-westerly along the unfenced geodesic line for a distance of approximately

100 metres to the end of the security fence on the southern side of the concrete walkway nearest the point of latitude 34° 28’ 32.54" south, longitude, 150° 54’ 43.80" east;

 

thence westerly along that security fence for a distance of approximately 30 metres to the end of that security fence nearest the point of latitude 34° 28’ 32.35" south, longitude,

150° 54’ 42.62" east;

 

thence   west-north-westerly   along   the   unfenced   geodesic   line   for   a   distance   of approximately 90 metres to the point on the high water mark of the southern coastline of the Outer Harbour of Port Kembla to the east of the Number 3 Jetty nearest the point of latitude 34° 28’ 31.51" south, longitude, 150° 54’ 39.23" east;

 

thence   generally   north-westerly   along   that   high   water   mark   for   a   distance   of approximately 1.9 kilometres to a point on that high water mark on the southern side of

 

 

 

 

 

 

the  Pump  Lift  Station  nearest  the  point  of  latitude  34° 27’ 54.80"  south,  longitude,

150° 54’ 00.36" east;

 

thence northerly along the unfenced geodesic line for a distance of approximately 5 metres to the corner of the security fence on the southern side of the Pump Lift Station nearest the point of latitude 34° 27’ 54.65" south, longitude, 150° 54’ 00.35" east;

 

thence initially south-westerly but generally north-westerly along that security fence on the  southern  and  western  sides  of  the  Pump  Lift  Station  for  a  total  distance  of approximately 80 metres to its intersection with the high water mark of the coastline of the Inner Harbour of Port Kembla at the sea wall on the northern side of the Pump Lift Station nearest the point of latitude 34° 27’ 53.20" south, longitude, 150° 53’ 59.29" east;

 

thence  generally  west-north-westerly  along  that  high  water  mark  for  a  distance  of approximately 400 metres to the point of intersection of that high water mark on the sea wall  at  the  south-easterly  end  of  the  wharf  at  Berth  113  with  the  north-easterly prolongation of  the  south-eastern  wall  of  a  metal  shed  nearest  the point  of  latitude

34° 27’ 49.76" south, longitude, 150° 53’ 44.47" east;

 

thence south-westerly along that north-easterly prolongation of the south-eastern wall of that metal shed and then along that south-eastern wall of the metal shed and its south- westerly prolongation for a total distance of approximately 25 metres to the point of intersection of that south-westerly prolongation of the south-eastern wall of that metal shed with the fence on the north-eastern side of the walkway nearest the point of latitude

34° 27’ 50.35" south, longitude, 150° 53’ 43.84" east;

 

thence generally north-westerly along that fence for a distance of approximately 175 metres to its end at its abuttal with the southern-most corner of a metal shed nearest the point of latitude 34° 27’ 46.73" south, longitude, 150° 53’ 38.67" east;

 

thence north-westerly along the south-western wall of that shed and of the adjoining building and container for a total distance of approximately 20 metres to the western- most corner of the container nearest the point of latitude 34° 27’ 46.32" south, longitude,

150° 53’ 38.12" east;

 

thence north-north-westerly along the unfenced geodesic line across the entrance road to the Iron Ore Berth for a distance of approximately 20 metres to the eastern-most corner of   the   building   nearest   the   point   of   latitude   34° 27’ 45.82"   south,   longitude,

150° 53’ 37.82" east;

 

thence north-westerly along the north-eastern wall of that building for a distance of approximately 20 metres to the northern-most corner of that building nearest the point of latitude 34° 27’ 45.37" south, longitude, 150° 53’ 37.22" east;

 

thence north-westerly along the unfenced geodesic line for a distance of approximately

15  metres  to  the  eastern-most  end  of  a  concrete  wall  nearest  the  point  of  latitude

34° 27’ 45.00" south, longitude, 150° 53’ 36.84" east;

 

thence north-westerly along the north-eastern face of that concrete wall for a distance of approximately 150 metres to its end nearest the point of latitude 34° 27’ 41.70" south,

thence further north-westerly along the prolongation of the north-eastern face of that

concrete wall for a distance of approximately 430 metres to its intersection with the south-westerly  prolongation  of  the  security  boom  gate  nearest  the  point  of  latitude

thence generally north-easterly along the alignment of that security boom gate for a distance of approximately 15 metres to its intersection with the high water mark on the south-western shoreline of the Inner Harbour of Port Kembla nearest the point of latitude

thence north-westerly along the geodesic line across the mouth of Allans Creek to a point on the guard rail on the southern side of the entrance road into Berth 110 nearest the point of latitude 34° 27’ 22.49" south, longitude, 150° 53’ 07.57" east;

 

thence generally west-south-westerly along that guard rail for a distance of approximately

150 metres to a point on that guard rail nearest the point of latitude 34° 27’ 24.35" south, longitude, 150° 53’ 02.17" east;

 

thence northerly along the unfenced geodesic line across that Products Berth Road for a distance of approximately 25 metres to a point on the edge of the bitumen on the western side  of  the  Products  Berth  Road  nearest  the  point  of  latitude  34° 27’ 23.59"  south, longitude, 150° 53’ 02.42" east;

 

thence generally northerly along the western edge of the bitumen road of Products Berth Road for a distance of approximately 630 metres to a point on the edge of that bitumen road at the southern end of a concrete kerb and gutter nearest the point of latitude

thence east-north-easterly along the unfenced geodesic line across that Products Berth Road for a distance of approximately 60 metres to the corner of the security fence on the northern side of the security gates into the Products Berth nearest the point of latitude

34° 27’ 02.86" south, longitude, 150° 53’ 10.12" east;

 

thence easterly along the security fence for a distance of approximately 50 metres to the corner of the security fence on the western side of Products Berth Road nearest the point of latitude 34° 27’ 03.19" south, longitude, 150° 53’ 11.93" east;

 

thence generally northerly along that security fence and crossing two security gates for a distance of approximately 850 metres to the corner of the security fence nearest the point of latitude 34° 26’ 37.82" south, longitude, 150° 53’ 13.04" east;

 

thence generally north-easterly along that security fence for a distance of approximately

80 metres to the end of the security fence on the southern side of the main security gates on  Tom  Thumb  Road  nearest  the  point  of  latitude  34° 26’ 36.17"  south,  longitude,

thence north-north-easterly along the security fence for a distance of approximately 35 metres to the corner of that security fence nearest the point of latitude 34° 26’ 34.37" south, longitude, 150° 53’ 16.11" east;

 

thence generally north-westerly along that security fence for a distance of approximately

120 metres to its end on the southern side of the south-eastern end of the railway bridge nearest the point of latitude 34° 26’ 31.53" south, longitude, 150° 53’ 12.90" east;

 

thence north-easterly along the unfenced geodesic line across the railway line for a distance of approximately 10 metres to the end of the security fence on the northern side of the south-eastern end of the railway bridge nearest the point of latitude 34° 26’ 31.36" south, longitude, 150° 53’ 13.10" east;

 

thence generally easterly along that security fence for a distance of approximately 50 metres to its end on the southern side of the drainage watercourse known as the Northern Drain nearest the point of latitude 34° 26’ 31.62" south, longitude, 150° 53’ 14.95" east;

 

thence generally easterly along that southern side of that drainage watercourse for a distance of approximately 780 metres to its intersection with the northern side of the railway   bridge   nearest   the   point   of   latitude   34° 26’ 37.34"   south,   longitude,

150° 53’ 43.58" east;

 

thence  easterly  along  that  northern  side  of  the  railway  bridge  for  a  distance  of approximately  35  metres  to  its  intersection  with  the  eastern  side  of  the  Garungaty Waterway (Western Drain) nearest the point of latitude 34° 26’ 37.45" south, longitude,

thence  initially  easterly  but  generally  north-easterly  along  that  southern  side  of  the pedestrian  bridge  and  then  the  security  fence  that  abuts  it  for  a  total  distance  of approximately 40 metres to the end of the security fence on the western side of the security gates at Port Kembla Road nearest the point of latitude 34° 26’ 32.09" south, longitude, 150° 53’ 47.18" east;

 

thence  easterly  across  the  security  gates  at  Port  Kembla  Road  for  a  distance  of approximately 15 metres to the end of the security fence on the eastern side of the security gates at Port Kembla Road nearest the point of latitude 34° 26’ 32.16" south, longitude, 150° 53’ 47.77" east;

 

thence initially easterly along the security fence for a distance of approximately 10 metres  to  its  junction  with  the  security  fence  on  the  western  side  of  the  sewerage treatment plant and then generally south-south-easterly along that security fence on the western side of the sewerage treatment plant for a further distance of approximately 390 metres to the corner of the security fence at the south-eastern corner of the sewerage

 

 

 

 

 

 

 

 

treatment plant nearest the point of latitude 34° 26’ 43.40" south, longitude, 150° 53’ 54.14" east;

thence  generally  east-south-easterly along  the temporary  security  fence  abutting  that corner for a distance of approximately 20 metres to its intersection with the north-eastern edge of the bitumen footpath on the northern side of the road to the foreshore nearest the point of latitude 34° 26’ 43.59" south, longitude, 150° 53’ 54.83" east;

 

thence south-easterly along that north-eastern edge of the bitumen footpath for a distance of approximately 130 metres to the point on that edge of the footpath nearest the point of latitude 34° 26’ 46.94" south, longitude, 150° 53’ 58.10" east;

 

thence   east-north-easterly   along   the   unfenced   geodesic   line   for   a   distance   of approximately 75 metres to the point on the high water mark of the coastline of New South Wales nearest the point of latitude 34° 26’ 45.99" south, longitude, 150° 54’ 00.78" east;

 

thence generally northerly along that high water mark for a distance of approximately 2.5 kilometres to the point of commencement.

 

Notes:

1. The ‘high water mark’ referred to in this Port Description and associated maps means the line of mean high water.

2. Unless otherwise stated, all coordinates are in reference to the WGS 84 geodetic datum.

3. In the event that a point of latitude and longitude which is stated to lie on the high water mark is found to lie on the landward or seaward side of the high water mark the point is to be regarded as being the point on the high water mark closest to that point of latitude and longitude.

4. Unless stated otherwise, the Security Regulated Port described above includes all water and land inside the area and excludes all private or recreational wharves, jetties and marinas.

5. Unless otherwise stated the landside boundaries are fenced.

6. Unless otherwise stated the lines between coordinates are geodesic lines.

7. This description should be read in conjunction with the Security Regulated Port Boundary map. In the event of an inconsistency between the written description and the map, the former prevails.
