Notice of declaration of security regulated port – PORT OF CHRISTMAS ISLAND

 

 

I, BRIAN THOMAS RANKIN, Acting Regional Director, Transport Security Operations, Office of Transport Security, under subsection 13(1) of the Maritime Transport and Offshore Facilities Security Act 2003 (the Act):

 

REVOKE the declaration of the security regulated port of Christmas Island Port published in the Gazette (No. S 189, 4 June 2004) on Line no. 4 of Column A (the port) and shown on the map identified as Christmas Island Port on page 8; and

 

DECLARE that the area of the port of Port of Christmas Island intended for use either wholly or partly in connection with the movement, loading, unloading, maintenance or provisioning of security regulated ships, the boundaries of which are shown on the attached maps and descriptions, to be a security regulated port.

 

This Notice commences upon publication in the Gazette.

Description of Port of Christmas Island

The Security Regulated Port of Christmas Island is all of that area of land and water contained within and bounded by a line commencing at the point of intersection of the high water mark of the northern coastline of Christmas Island with the meridian of longitude 105º 39’ 00.00” east, near the parallel of latitude 10º 26’ 58.48” south;

 

thence north along that meridian of longitude to its point of intersection with the parallel of latitude 10º 24’ 00.00” south;

 

thence east along that parallel of latitude to its point of intersection with the meridian of longitude 105º 43’ 00.00” east;

 

thence south along that meridian of longitude to its point of intersection with the parallel of latitude 10º 28’ 00.00” south;

 

thence west along that parallel of latitude to its point of intersection with the high water mark of the eastern coastline of Christmas Island near Low Point, near the meridian of longitude 105º 42’ 45.04” east,

 

thence generally northerly along that high water mark for a distance of approximately 2.5 kilometres to a point approximately 55 metres south-westerly from the crane at Norris Point, nearest to the point of latitude 10º 27’ 00.1” south, longitude 105º 42’ 25. 8” east,

 

thence north-westerly along the unfenced geodesic line for a distance of approximately 85 metres to the western-most corner of Lot 623 on DP 40591 on the south-eastern side of Waterfall Road nearest to the point of latitude 10º 26’ 58.3” south, longitude 105º 42’ 23.7” east,

 

thence generally north-easterly along the north-western boundary of that Lot 623 on DP 40591 for a distance of approximately 125 metres to the northern-most corner of that Lot nearest to the point of latitude 10º 26’ 55.1” south, longitude 105º 42’ 26.3” east,

 

thence south-westerly along the north-eastern boundary of that Lot 623 and its prolongation for a total distance of approximately 120 metres to the intersection of that prolongation with the high water mark of the coastline of Christmas Island approximately 60 metres north-easterly of the crane at Norris Point nearest to the point of latitude 10º 26’ 58.0” south, longitude 105º 42’ 28.8” east,

 

thence generally northerly and then westerly along that high water mark for a distance of approximately 8.5 kilometres to a point approximately 20 metres north-easterly of the northern phosphate loader at Flying Fish Cove, nearest to the point of latitude 10º 25’ 27.5” south, longitude 105º 40’ 18.2” east,

 

thence south-south-easterly along the unfenced geodesic line for a distance of approximately 10 metres to a point on the north-western boundary of Lot 3002 on DP 41813 nearest to the point of latitude 10º 25’ 27.7” south, longitude 105º 40’ 18.3” east,

 

 

thence east-north-easterly along the northern boundary of that Lot 3002 on DP 41813 for a distance of approximately 100 metres to the northern-most corner of that Lot nearest to the point of latitude 10º 25’ 26.2” south, longitude 105º 40’ 21.3” east,

 

thence south-easterly along the geodesic line for a distance of approximately 15 metres to the corner of Lot 488 on DP 219653 nearest to the point of latitude 10º 25’ 26.6” south, longitude 105º 40’ 21.5” east,

 

thence east-north-easterly along the northern boundary of that Lot 488 on DP 219653 for a distance of approximately 40 metres to the northern-most corner of that Lot abutting Gaze Road at Isabel Beach, nearest to the point of latitude 10º 25’ 26.0” south, longitude 105º 40’ 22.7” east,

 

thence generally southerly along the eastern boundary of that Lot 488 on DP 219653 for a distance of approximately 45 metres to the corner of that Lot nearest to the point of latitude 10º 25’ 27.3” south, longitude 105º 40’ 23.0” east,

 

thence generally south-south-easterly along the eastern boundary of Lot 197 on DP 218134 for a distance of approximately 90 metres to the southern-most corner of that Lot nearest to the point of latitude 10º 25’ 29.5” south, longitude 105º 40’ 21.7” east,

 

thence generally southerly along the eastern boundary of Lot 488 on DP 219653 for a distance of approximately 87 metres to the corner of that Lot nearest to the point of latitude 10º 25’ 32.3” south, longitude 105º 40’ 22.1” east,

 

thence westerly along the southern boundary of that Lot 488 on DP 219653 and then the northern boundary of Lot 639 on DP 43304 for a total distance of approximately 95 metres to the north-western corner of that Lot 639 on DP 43304 nearest to the point of latitude 10º 25’ 33.2” south, longitude 105º 40’ 19.1” east,

 

thence southerly along the western boundaries of that Lot 639 on DP 43304 for a distance of approximately 27 metres to the south-western corner of that Lot nearest to the point of latitude 10º 25’ 34.1” south, longitude 105º 40’ 19.0” east,

 

thence initially southerly but generally south-south-easterly along the security fence for a total distance of approximately 75 metres to the corner of Lot 638 on DP 43304 nearest to the point of latitude 10º 25’ 36.0” south, longitude 105º 40’ 19.4” east,

 

thence south-westerly along the south-eastern boundary of that Lot 638 on DP 43304 and its south westerly prolongation for a total distance of approximately 40 metres to its intersection with the high water mark of the coastline of Christmas Island in Flying Fish Cove nearest to the point of latitude 10º 25’ 37.0” south, longitude 105º 40’ 18.6” east,

 

thence generally south-westerly along that high water mark for a total distance of approximately 2 kilometres to its intersection with the security fence at Smith Point nearest to the point of latitude 10º 25’ 57.1” south, longitude 105º 39’ 43.2” east,

 

thence initially east-south-easterly but generally south-south-easterly along that security fence for a total distance of approximately 50 metres to its intersection with the high water mark of the coastline of Christmas Island at Smith Point nearest to the point of latitude 10º 25’ 57.9” south, longitude 105º 39’ 43.6” east,

thence generally south-westerly along that high water mark for a total distance of approximately 2.5 kilometres to the point of commencement.

Notes:

  1. The ‘high water mark’ referred to in the Port Description and associated maps means the line of ‘mean high water’.
  2. Unless otherwise stated, all coordinates are in reference to the WGS 84 geodetic datum.
  3. In the event that a point of latitude and longitude which is stated to lie on the high water mark is found to lie on the landward or seaward side of the high water mark the point is to be regarded as being the point on the high water mark closest to that point of latitude and longitude.
  4. Unless stated otherwise, the Security Regulated Port described above includes all water and land inside the area and excludes all private or recreational wharves, jetties and marinas.
  5. Unless otherwise stated the lines between coordinates are geodesic lines.
  6. This description should be read in conjunction with the Security Regulated Port Boundary map. In the event of an inconsistency between the written description and the map, the former prevails.
