EXPLANATORY STATEMENT
STATUTORY RULE NO. 396 OF 1982

NAVIGATION (MASTER AND SEAMEN) REGULATIONS
(AMENDMENT)
Section 425 of the Navigation Act 1912, (the Act), provides that the Governor-General may make regulations, not inconsistent with the Act, prescribing all matters which by the Act are required or permitted to be prescribed or which are necessary or convenient to be prescribed for carrying out or giving effect to the Act or for the conduct of any business under the Act.
Section 12 of the Navigation Act provides that a general Register of Seamen shall be kept at the places and in the manner prescribed. Sub-regulation 4(1) of the Navigation (Master and Seamen) Regulations giving effect to section 12 of the Act provides that the General Register of Seamen shall be kept in Melbourne.
The General Register of Seamen has been relocated and is now maintained in Canberra. The Regulation therefore amends the Navigation (Master and Seamen) Regulations to omit reference to Melbourne and insert a reference to Canberra in sub-regulation 4(1) of those Regulations.
