REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1968.*
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1968.

Amendments of the Naval Financial Regulations†
Officers General List —active pay.
1. Regulation 9 of the Naval Financial Regulations is amended—
(a) by omitting from paragraph (a) of sub-regulation (1a.) the words “Fifty-six cents” and inserting in their stead the words “Fifty-eight cents”;
(b) by omitting from paragraph (b) of that sub-regulation the words “One dollar twelve cents” and inserting in their stead the words “One dollar fifteen cents”; and
(c) by omitting from paragraph (c) of that sub-regulation the words “One dollar sixty-eight cents” and inserting in their stead the words “One dollar seventy-three cents”.
Medical and dental officers—active pay.
2. Regulation 10 of the Naval Financial Regulations is amended by omitting from sub-regulation (2.) the words “Twelve dollars thirty-nine cents” and inserting in their stead the words “Twelve dollars seventy-three cents”.

3. Regulation 12 of the Naval Financial Regulations is repealed and the following regulation inserted in its stead:—

“12. The daily rate of active pay payable to an officer of the Chaplain’s Branch is the rate specified in relation to his pay seniority in the following table:—

4. Regulation 13 of the Naval Financial Regulations is amended by omitting the words “Forty-five cents” and inserting in their stead the words “Forty-six cents”.
Consolidated rates of pay.
5. Regulation 15 of the Naval Financial Regulations is amended—
(a) by omitting from sub-regulation (3.) the words “Fifteen thousand and eighteen dollars” and inserting in their stead the words “Fifteen thousand four hundred and sixty-nine dollars”;
(b) by omitting from sub-regulation (4.) the words “Twelve thousand six hundred and fifty-eight dollars” and inserting in their stead the words “Thirteen thousand and thirty-eight dollars”; and
(c) by omitting from: sub-regulation (4a.) the words “Thirteen thousand eight hundred and thirty-eight dollars” and inserting in their stead the words “Fourteen thousand two hundred and fifty-three dollars”.
Cadet Midshipman receiving active pay.
6. Regulation 29 of the Naval Financial Regulations is amended by omitting the table in sub-regulation (3.) and inserting in its stead the following table:—

7. Regulations 36 and 37 of the Naval Financial Regulations are repealed and the following regulation inserted in their stead:—
Dockyard Police—active pay—Sergeants and Constables.
“36.—(1.) Subject to the succeeding sub-regulations of this regulation, the daily rate of active pay of a man who holds the rating of Constable or Sergeant in the Naval Dockyard Police is the rate specified in the Seventh Schedule to these Regulations in relation to the rating that he holds and his pay seniority.
“(2.) A man who—
(a) holds the rating of Constable;
(b) has not less than two years’ pay seniority; and
(c) held the rating of Able Seaman—
(i) if he was transferred to the Naval Dockyard Police from another Branch of the Naval Forces—immediately before having been so transferred; or
(ii) if he had served in the Naval Forces previously to enlisting in the Naval Dockyard Police—immediately before he was discharged from the Naval Forces on the occasion or last occasion on which he served in those Forces before enlisting in the Naval Dockyard Police,
is not eligible to be paid a rate of active pay higher than that specified in the Seventh Schedule to these Regulations in relation to a Constable with less than two years’ pay seniority unless he has passed the qualifying examination.
“(3.) A man who—
(a) holds the rating, of Constable;
(b) has not less than six years’ pay seniority; and
(c) held the rating of Leading Seaman—
(i) if he transferred to the Naval Dockyard Police from another Branch of the Naval Forces—immediately before having been so transferred; or
(ii) if he had served in the Naval Forces previously to enlisting in the Naval Dockyard Police—immediately before he was discharged from the Naval Forces on the occasion or last occasion on which he served in those Forces before enlisting in the Naval Dockyard Police,
is not eligible Jo be paid a rate of active pay higher than that specified in the Seventh Schedule to these Regulations in relation to a Constable with not less than two but less than six years’ pay seniority unless—
(d) he passed, while serving as a Leading Seaman, the examination qualifying him for promotion to the rating of Petty Officer and had no subsequent break in service in the Naval Forces of over five years;
or
(e) he has passed the qualifying examination.
“(4.) In this regulation, ‘the qualifying examination’ means the examination conducted by the Naval Board for the purpose of this regulation.”.
Active pay and allowances.
8. Regulation 79 of the Naval Financial Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

9. Regulation 80 of the Naval Financial Regulations is amended—
(a) by omitting from, sub-regulation (1.) the words “One dollar ten cents” and inserting in their stead the words “One dollar fifteen cents”;
(b) by omitting from sub-regulation (3.) the words “One dollar sixty-five cents” (wherever occurring) and inserting in their stead the words “One dollar seventy cents”;
(c) by omitting from sub-regulation (3.) the words “Two dollars seventy-five cents” (wherever occurring) and inserting in their stead the words “Two dollars eighty-five cents”;
(d) by omitting from sub-regulation (5.) the words “One dollar sixty-five cents (wherever occurring) and inserting in their stead the words “One dollar seventy cents”; and
(e) by omitting from sub-regulation (5.) the words “Two dollars seventy-five cents” (wherever occurring) and inserting in their stead the words “Two dollars eighty-five cents”.
Qualifying allotment for payment of full rate of marriage allowance.
10. Regulation 84 of the Naval Financial Regulations is amended—
(a) by omitting from paragraph (a) of sub-regulation (1.) the words “Two dollars seventy-five cents” and inserting in their stead the words “Two dollars eighty-five cents”; and
(b) by omitting from paragraph (b) of that sub-regulation the words “Three dollars forty-five cents” and inserting in their stead the words “Three dollars fifty-five cents”.
Living out allowance—unmarried members.
11. Regulation 92 of the Naval Financial Regulations is amended by omitting from sub-regulation (1.) the words “One dollar seventeen cents” and inserting in their stead the words “One dollar twenty-two cents”.
Retention of lodgings allowance.
12. Regulation 94 of the Naval Financial Regulations is amended by omitting from paragraph (a) of sub-regulation (4.) the words “One dollar seventeen cents” and inserting in their stead the words “One dollar twenty-two cents”
Supplementary travelling allowance.
13. Regulation 206a of the Naval Financial Regulations is amended by omitting the words “One dollar seventeen cents” (wherever occurring) and inserting in their stead the words “One dollar twenty-two cents”
Servicewoman — rates of active pay.
14. Regulation 253 of the Naval Financial Regulations is amended by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—
“(1.) Subject to this regulation, the daily rate of active pay of a servicewoman who holds the rating of Wran or a higher rating is the rate specified in Part I., Part II., Part III., Part IV., Part V. or Part VI. (whichever is appropriate) of Table 2 in the Fifteenth Schedule to these Regulations in relation to the rating that she holds, the group in which she is included and, if relevant, her pay seniority.”.

15. The Third, Fourth, Fifth, Sixth, Seventh, Fifteenth and Sixteenth Schedules to the Naval Financial Regulations are repealed and the following Schedules are respectively inserted in their stead:—

Application.
16.—(1.) The rates of pay and rates of allowances provided for in the Naval Financial Regulations as amended by these Regulations apply in respect of service in the Permanent Naval Forces, the Naval Emergency Reserve Forces or the Citizen Naval Forces, as the case requires, on and after the nineteenth day of December, 1969.
(2.) Where, but for this sub-regulation, a member would, by virtue of the application of the amendments of regulation 80 or regulation 84 of the Naval Financial Regulations effected by these Regulations as from the nineteenth day of December, 1969, in accordance with the last preceding sub-regulation, cease to be entitled to marriage allowance or become entitled to marriage allowance at a reduced rate, the member shall not cease to be so entitled to marriage allowance or the rate of marriage allowance shall not be so reduced, as the case may be, until the date of commencement of these Regulations.
(3.) Where an allotment made by a member was in force in respect of the period from and including the nineteenth day of December, 1969, to and including the day immediately before the commencement of these Regulations, or in respect of a part of that period, at a rate that entitled him to marriage allowance at the rate of One dollar ten cents per day but would not entitle him to marriage allowance at the rate of One dollar fifteen cents per day under the Naval Financial Regulations as amended by these Regulations, the member may increase his allotment in respect of the period or the part of the period, as the case may be, and if he does so, marriage allowance is payable to him in accordance with the Naval Financial Regulations as so amended as if his increased allotment had been in force during the period or the part of the period.
(4.) The Naval Board may, by virtue of this sub-regulation, make a determination for the purpose of paragraph (a) or paragraph (b) of sub-regulation (1a.) of regulation 84 of the Naval Financial Regulations that is expressed to be deemed to have taken effect on the nineteenth day of December, 1969, and, if the Naval Board makes such a determination that is so expressed, the last two preceding sub-regulations apply to and in relation to a member included in the class of members specified in the determination as if the reference to the application of the amendments of regulation 84 of the Naval Financial Regulations as from the nineteenth day of December, 1969, were read as a reference to the application of those amendments and of that determination as from that date.
