Overview

Statutory Rules 1947, No. 120 amends the Naval Financial Regulations under the Defence Act 1903-1945 and the Naval Defence Act 1910-1934. The amendments primarily adjust allowances and update job titles within the Naval Financial Regulations. The regulations were made by the Governor-General in accordance with the advice of the Federal Executive Council and came into effect on 1 July 1946. The policy objective behind these amendments is to ensure that financial regulations are up to date with changes in roles and responsibilities within the Navy, thereby maintaining appropriate compensation and allowances for personnel.

Scope and Application

The Regulations under the Defence Act 1903-1945 and the Naval Defence Act 1910-1934, as outlined in Statutory Rules 1947 No. 120, apply to the members of the naval forces and their financial administration as specified within the Naval Financial Regulations. These regulations are applicable to personnel and entities within the Commonwealth of Australia and are aimed at adjusting certain financial allowances and roles within the Navy. The scope of the regulations includes amendments to allowances and specific roles, such as changing the titles of roles from "Gunner’s Mate" to "Gunnery Instructor" and "Torpedo Gunner’s Mate" to "Torpedo Instructor". These changes are designed to reflect current practices and ensure that the financial support provided aligns with the evolving needs and responsibilities of the personnel. The regulations came into effect on July 1, 1946, and they are applicable nationally within Australia. The regulations extend their application through the Naval Financial Regulations, which are subject to further amendments as necessary.

Key Provisions

The key provisions of Statutory Rules 1947, No. 120, involve amendments to the Naval Financial Regulations under the Defence Act 1903-1945 and the Naval Defence Act 1910-1934. Regulation 34 is amended to change specific monetary amounts for kit upkeep allowances, replacing the previous figures with new ones (regulation 1). Similarly, Regulation 48 is altered to update the titles of certain personnel from "Gunner’s Mate" and "Torpedo Gunner’s Mate" to "Gunnery Instructor" and "Torpedo Instructor" respectively (regulation 2). These amendments came into effect on 1 July 1946, as per the regulations. These amendments impose specific financial obligations on the Defence and Naval sectors, necessitating updated financial provisions for kit upkeep allowances and the reclassification of certain roles. The changes ensure that the financial support provided aligns with the updated job titles and responsibilities within the Naval service. This requires the relevant departments to adjust their financial planning and budgeting processes to reflect these changes. Failure to comply with these amendments could result in financial discrepancies or misallocations within the Naval service, potentially leading to operational inefficiencies or financial mismanagement. However, the statutory rules themselves do not explicitly outline specific offences, penalties, or consequences for non-compliance. The primary focus of these regulations is to ensure that the financial allowances and role titles are accurately reflected within the Naval Financial Regulations.
