REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1965.*

Amendments of the Naval Financial Regulation†

Medical and dental officers—active pay.

1. Regulation 10 of the Naval Financial Regulations is amended by omitting from sub-regulation (2.) the words “Five pounds three shillings and ninepence” and inserting in their stead the words “Five pounds five shillings and fivepence”.

Chaplains—active pay.

2. Regulation 12 of the Naval Financial Regulations is amended by omitting the table and inserting in its stead the following table:—

Application.

8. The amendments of the Naval Financial Regulations effected by the preceding regulations of these Regulations apply in relation to—

(a) service in the Permanent Naval Forces on and after the ninth day of July, 1965;

(b) service in the Naval Emergency Reserve Forces or Citizen Naval Forces, being service to which regulation 264 of the Naval Financial Regulations applies, on and after the ninth day of July, 1965; and

(c) service in the Naval Emergency Reserve Forces or Citizen Naval Forces, not being service to which regulation 264 of the Naval Financial Regulations applies, on and after the first day of July, 1965.

Overview

The Statutory Rules 1965 No. 140, Regulations under the Naval Defence Act 1910-1965, were enacted to update and amend the Naval Financial Regulations, which govern the pay and allowances for personnel serving in the Royal Australian Navy. The regulations were introduced to address the need for updated pay rates reflecting the changes in the economic conditions and the role of the navy. Enacted by the Parliament of Australia, the primary policy objective of these regulations is to ensure that naval personnel are compensated fairly and competitively for their service, thereby maintaining the effectiveness and morale of the Royal Australian Navy. The regulations cover amendments to the pay rates for various ranks and roles within the navy, including officers, chaplains, dockyard police, and service women, effective from specific dates in 1965.

Scope and Application

The Regulations under the Naval Defence Act 1910-1965 govern amendments to the Naval Financial Regulations, particularly concerning the active pay of various categories of personnel within the Australian Defence Force's Naval forces. These amendments apply to individuals serving in the Permanent Naval Forces, as well as those in the Naval Emergency Reserve Forces or Citizen Naval Forces, depending on whether their service is governed by regulation 264 of the Naval Financial Regulations. The changes to pay scales, effective from specific dates in July 1965, affect a range of ranks and roles, from medical and dental officers to chaplains, naval dockyard police, and various enlisted ratings, including artificers, mechanics, and artisans. The regulations provide detailed pay scales based on seniority and rank, ensuring equitable remuneration across different categories of service.
