REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1965.*
I, THE ADMINISTRATOR of the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1965.

Amendments of the Naval Financial Regulations†
Interpretation.
1. Regulation 4 of the Naval Financial Regulations is amended by omitting from sub-regulation (1.) the definition of “short term duty visit”.
2. Regulation 30 of the Naval Financial Regulations is repealed and the following regulation inserted in its stead:—
Cadet’s allowances.
“30. In addition to active pay and any other allowance payable under these Regulations—
(a) an allowance, at the rate of Two shillings and six pence per week, is payable to a cadet who is performing the duties of a Divisional Cadet Midshipman; and
(b) an allowance, at the rate of Five shillings per week, is payable to a cadet who is performing the duties of a Chief Cadet Captain.”.
3. Regulation 40 of the Naval Financial Regulations is repealed and the following regulation inserted in its stead:—
Cook (Senior) allowance.
“40. Subject to such conditions as the Naval Board determines, an allowance, called ‘Cook (Senior) allowance’, is payable at the rate of One shilling per day to a man of the Cook Branch who is in charge of the cooking for more than two hundred persons.”.
Engineroom Watchkeeping Certificate allowance.
4. Regulation 43 of the Naval Financial Regulations is amended—
(a) by omitting from paragraph (b) the word “and” (last occurring); and

(b) by omitting paragraph (c) and inserting in its stead the following paragraphs:—
“(c) to a man holding the rating of Petty Officer Engineering Mechanic in respect of a period during which he is undergoing theoretical or practical training for the purpose of qualifying for an Engineroom Watch-keeping Certificate; and
(d) to a man holding the rating of Petty Officer Engineering Mechanic who is the holder of an Engineroom Watchkeeping Certificate or a Unit Watchkeeping Certificate and is drafted for sea duty in respect of the period of that duty other than any part of that period during which he is in hospital or sick on shore.”.
Living out away from home allowance—married members.
5.—(1.) Regulation 93 of the Naval Financial Regulations is amended by omitting from sub-regulation (1.) the words “, his pay seniority”.
(2.) Regulation 93 of the Naval Financial Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

(3.) Regulation 93 of the Naval Financial Regulations is amended by inserting after sub-regulation (1.) the following sub-regulation:—
“(1a.) Where the Naval Board is satisfied that any living out away from home allowance payable to a member under the last preceding sub-regulation is insufficient to cover the expenses incurred by the member for reasonable board and lodging in relation to which it is paid, the Naval Board may authorize payment to the member of living out away from home allowance at such a rate as is necessary to meet those expenses in lieu of the appropriate rate payable by virtue of that sub-regulation.”.
(4.) Living out away from home allowance is payable in accordance with the provisions of regulation 93 of the Naval Financial Regulations as amended by the preceding sub-regulations of this regulation in respect of service in the Permanent Naval Forces on and after the eighteenth day of December, 1964.

6. Regulation 145 of the Naval Financial Regulations is repealed.
Short term duty travelling allowance.
7. Regulation 209 of the Naval Financial Regulations is amended by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—
“(1.) A member serving in an oversea country for a period the duration of which is intended to be not more than six months is entitled to be paid, in respect of so much of that service as the Naval Board approves, an allowance, called ‘short-term duty travelling allowance’.”.

8. Regulation 264 of the Naval Financial Regulations is amended by inserting after sub-regulation (2.) the following sub-regulation:—
“(2a.) The daily rate of active pay payable to a man in accordance with the last preceding sub-regulation is, by virtue of this sub-regulation, increased by Four shillings.”.

9. Regulation 267 of the Naval Financial Regulations is amended, by adding at the end thereof the following sub-regulation:—
“(3.) The daily rate of active pay payable to a man in accordance with the last preceding sub-regulation is, by virtue of this sub-regulation, increased by Four shillings.”.
Active pay—men.
10. Regulation 273 of the Naval Financial Regulations is amended by adding at the end thereof the following sub-regulation:—
“(2.) The daily rate of active pay payable to a man in accordance with the last preceding sub-regulation is, by virtue of this sub-regulation, increased by Four shillings.”.
Second Schedule.
11. The Second Schedule to the Naval Financial Regulations is amended by inserting after the word and figures—
“Regulation 26.”
the word and figures—
“Regulation 40.”.
Transitional.
12.—(1.) The amendments of the Naval Financial Regulations effected by regulations 8, 9 and 10 of these Regulations apply in respect of continuous full time naval service or naval service, as the case requires, of a man on and after the third day of June, 1965.
(2.) In the last preceding sub-regulation, “man” has the same meaning as in Part XVI. of the Naval Financial Regulations.
