REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939–1943.*
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the National Security Act 1939–1943.

Amendments of the National Security (Superphosphate Industry) Regulations. †
Superphosphate Industry Committee.
1. Regulation 5 of the National Security (Superphosphate Industry) Regulations is amended by omitting paragraph (h) of sub-regulation (2.) and inserting in its stead the following paragraph:—
“(h) a representative of the Tariff Board.”.
2. After regulation 6 of the National Security (Superphosphate Industry) Regulations the following regulation is inserted:—
Executive Officer of Committee.
“6a.—(1.) There shall be an Executive Officer who shall be appointed by the Secretary to the Department of Commerce and Agriculture and shall hold office on such terms and conditions as the Secretary, with the approval of the Public Service Board, determines.
“(2.) The Executive Officer shall be entitled to attend all meetings of the Committee and to take part in the discussions at, but shall not have the right to vote on any question before, any such meeting.
“(3.) The Executive Officer shall perform such duties as are determined by the Committee and shall be responsible for the carrying out of the decisions of the Committee.”.

Meetings of the Committee.
3. Regulation 7 of the National Security (Superphosphate Industry) Regulations is amended by omitting sub-regulations (3.) and (4.) and inserting in their stead the following sub-regulations:—
“(3.) At all meetings of the Committee, five members (including not less than three of the persons specified in paragraphs (a), (b), (c), (d) and (e) of sub-regulation (2.) of regulation 5 of these Regulations) shall form a quorum.
“(4.) In the absence of the Chairman from any meeting of the Committee, the Deputy Chairman shall preside, and, in the absence of both the Chairman and the Deputy Chairman from any meeting of the Committee, the Director-General of Agriculture shall preside, and, in the absence of the Chairman, the Deputy Chairman and the Director-General of Agriculture from any meeting of the Committee, the members of the Committee present shall choose one of their members to act as chairman at that meeting.”.
Appointment of officers.
4. Regulation 10 of the National Security (Superphosphate Industry) Regulations is amended by inserting in sub-regulation (1.), after the word “officers” the words “, other than the Executive Officer,”.
Authentication of documents.
5. Regulation 15 of the National Security (Superphosphate Industry) Regulations is amended by omitting the word “Member” and inserting in its stead the word “Officer”.
