REGULATIONS UNDER THE NATIONAL SECURITY ACT 1939-1943.*
I, THE DEPUTY OF THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the National Security Act 1939-1943.

Amendments of the National Security (Hide and Leather Industries) Regulations.†
1. After regulation 12a of the National Security (Hide and Leather Industries) Regulations the following regulation is inserted:—
Hide Allocation Committees.
“12b.—(1.) For the purpose of these Regulations, the Minister may constitute an Allocation Committee for each State.
“(2.) Each Allocation Committee shall consist of such members as the Minister determines, who shall be appointed by the Minister by notice published in the Gazette and who shall hold office during the pleasure of the Minister.
“(3.) The Minister shall appoint a member of an Allocation Committee to be Chairman of that Committee.
“(4.) In the absence of the Chairman of an Allocation Committee, the members present at any meeting may elect one of their number to be the Chairman of that meeting.
“(5.) At any meeting of an Allocation Committee, one more than half the number of the members shall form a quorum.

“(6.) At any meeting of an Allocation Committee, the Chairman, or person acting as Chairman, shall have a deliberative vote, and, in the case of an equality of votes, shall also have a casting vote.
“(7.) All questions before an Allocation Committee shall be decided by a majority of votes.
“(8.) An Allocation Committee shall distribute, in respect of the State for which it is appointed, all auction hides to tanners on an equitable basis and, for that purpose, it may assess a quota of hides to all tanners.
“(9.) An Allocation Committee shall exercise its powers and functions subject to any direction of the Board.”.
Fees and expenses.
2. Regulation 13 of the National Security (Hide and Leather Industries) Regulations is amended by inserting, after the word “Board”, the words “, of an Allocation Committee”.
Commencement.
3. These Regulations shall be deemed to have come into operation on the fourteenth day of November, 1942.
