STATUTORY RULES.

1942. No. 540.

 

REGULATION UNDER THE NATIONAL SECURITY ACT 1939-1940.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulation under the National Security Act 1939-1940.

Amendment of the National Security (General) Regulations.

After regulation 41 of the National Security (General) Regulations, the following regulations are inserted:—

Advocating or encouraging force or violence.

41a. A person shall not by speech or writing advocate, encourage or suggest—

(a) the use of force or violence as a means of advancing or carrying into effect any political cause, measures, policies or proposals; or

(b) the use of sabotage or the destruction of or injury to property.

Printing and publishing matter advocating or encouraging force or violence.

41b. A person shall not—

(a) print, publish, distribute, circulate or, without lawful excuse (proof whereof shall lie upon him), have in his possession, any book, periodical, pamphlet, dodger, circular, hand bill, card or newspaper; or

(b) broadcast by means of wireless telegraphy any message or other communication,

containing any matter advocating, encouraging or suggesting—

(c) the use of force or violence as a means of advancing or carrying into effect any political cause, measures, policies or proposals; or

(d) the use of sabotage or the destruction of or injury to property..
