PROVISIONAL REGULATIONS UNDER THE "DEFENCE ACTS
1903-1904."
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Defence Acts 1903-1904 should come into immediate operation, and make the Regulations to come into operation forthwith as Provisional Regulations.

MILITARY FORCES OF THE COMMONWEALTH.
INSPECTOR OF ORDNANCE MACHINERY.
I.O.M. available for expert duty
1.—The Inspector of Ordnance Machinery will be available for expert duty with the Military Board and the Commandants in each District. All reports will pass direct between the Officers concerned.

Rates of pay.
2.—Rates of Pay (para. 73 of Financial and Allowance Regulations).
Note.—Those holding rates' of pay in excess of the rate laid down to retain same ; but all promotions, transfers, &c., will in future be under the authorized rates.

Uniform.
4.—Uniform, with the exception of working dress, is not required.
Working dress to consist of—
Coat and Trousers—white canvas.
Cap—plain blue cloth, with leather peak.
Hat—plain white.
Armament Artificers.
5.—Artificers and Assistants will be enlisted in the Military Forces of the Commonwealth, and will be attached to the Royal Australian Artillery for discipline. They will, subject to the orders of the Commandant, be under the Inspector of Ordnance Machinery for work and duties.
Workshops under the I.O.M.
6.—The workshops in each State will be under the supervision of the Inspector of Ordnance Machinery, and all machines, tools, and stores therein will be under his charge.
Requisitions,
7.—Requisitions in triplicate for the manufacture, repair, or alteration of ordnance machinery or stores, involving expenditure, alteration to existing patterns, or considerable working time, will be submitted to the Commandant by the Inspector of Ordnance Machinery before being passed for execution in the workshops.
Work done by one State for another.
8.—Any one State carrying out work for another shall charge such State with the expenditure in connexion with such work.
Day-book of workshops, entries in.
9.—Upon receipt at the workshops, requisitions will be entered into the workshop day-book, and a consecutive number given to each order. The Inspector of Ordnance Machinery will cause a record of the material and labour expended on the service requisitioned for to be kept.
ARMAMENT.
Guns, mountings, &c., examination of.
10.—Guns, mountings, and machinery on Artillery charge will be examined as frequently as possible by the Inspector of Ordnance Machinery, who will report any defects to the Officer Commanding Artillery of the District, and report with reference to all important defects or recommendations to the Military Board.
Trials of guns and mountings.
11.—All trials of guns and mountings will, if possible, be attended by the Inspector of Ordnance Machinery.
Heavy gun practice.
12.—Practice with heavy guns will, as far as possible, be attended by the Inspector of Ordnance Machinery, and it will be his duty to assist the Commanding Officer at the practice in every point connected with the gear or machinery in use, calling attention to any points that may occur to him in the use of the gear, and advising as to the continuance of practice in case of the suspected or apparent development of defects in any portion of the ordnance, mountings, or machinery.
Armament Officer to communicate with I.O.M.
13.—The officer in charge of armament will communicate direct with the Inspector of Ordnance Machinery or Senior Armament Artificer in the event of any defect or break-down occurring which requires to be attended to with greater rapidity than would be obtained by the usual channel.
I.O M. to supervise and order repairs.
14.—All repairs or adjustments to ordnance, mountings, machinery, or engines, belonging to the armament, will be executed under the orders of the Inspector of Ordnance Machinery.
Weekly reports.
15.—The weekly reports (Form 4) of work performed by the several parties of Armament Artificers and other working parties) employed under the orders of the Inspector of Ordnance Machinery will be filed for reference in his office. Copies to be also filed in the District Workshops.
Notes on repairs kept by I.O.M
16.—The Inspector of Ordnance Machinery will keep a record of the different repairs and adjustments, with notes on all important matters in connexion with the armament in each State.
Work of Artificers on armament.
17.—Artificers will execute any work necessary for the repair or alteration of armaments ; all fitters' work connected with carriages, slides, with their parts and appurtenances, hydraulic jacks, and mechanism of disappearing carriages, and all ordinary operations for the repair of ordnance and the adjustment of guns and their fittings, including the hydraulic mountings, steam engines, and machinery used in the service of heavy ordnance.
Damaged fittings at gun practice.
18.—An Artificer will be present during practice in order to adjust or repair any fittings that may become damaged.
ENLISTMENT.
Armament Artificers.
Qualifications for appointment.
19.—Vacancies for Armament Artificers will be filled by specially enlisted men, or by the appointment of men already serving, possessing the following qualifications : —
(a) They must be thorough and competent tradesmen in their respective trades, with a knowledge of mechanical drawing.
(b) They must not be above thirty or under twenty-one years of age.
(c) They must produce good references as to character.
(d) All applicants will be required to pass the usual military medical examination, and also an examination of a practical nature in their respective trades, and mechanical drawing.
Probation.
20.—Selected candidates will serve six (6) months on probation.
21.—Candidates may be promoted on the day of their attestation to Rank, the rank of Sergeant.
Promotion.
22.—Armament Artificers may be promoted to Staff Sergeant after three years' service as Sergeant, and to Quartermaster Sergeant after four years' service as Staff Sergeant.
Assistant Armament Artificers.
Assistant Armament Artificers.
23.—Assistant Armament Artificers will be selected from members of the R.A.A. or other branches of the Permanent Forces who are well recommended by their Commanding Officer. They will be enlisted as Assistant Armament Artificers.
Promotion.
24.—Assistant Armament Artificers may be promoted to Bombardier after three years' service as Privates, and to Corporal after four years' service as Bombardiers.
Increments and promotion.
25.—All promotions and increments, to Artificers and Assistants will be subject to the approval of the Commandant (Financial and Allowance Regulations) on the recommendation of the Inspector of Ordnance Machinery, after passing a qualifying examination.
