Application.

3. The amendments of the Military Financial Regulations effected by the preceding regulations of these Regulations apply in relation to—

(a) service in the Permanent Military Forces or the Regular Army Emergency Reserve on and after the ninth day of July, 1965; and

(b) service in the Citizen Military Forces on and after the first day of July, 1965.

Overview

The Statutory Rules of 1965, No. 139, are Regulations under the Defence Act 1903-1965, enacted to update and revise the Military Financial Regulations concerning the remuneration and allowances for military personnel. These Regulations were made by the Administrator of the Government of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, and were notified in the Commonwealth Gazette on 23 September 1965. The Regulations aim to adjust the daily rates of pay for officers, soldiers, chaplains, lieutenant undergraduates, warrant officers, apprentices, and female members of the military, taking into account their rank, length of service, and other relevant factors. The amendments apply to service rendered in the Permanent Military Forces, the Regular Army Emergency Reserve, and the Citizen Military Forces from specified dates in 1965.

Scope and Application

The Statutory Rules of 1965, No. 139, made under the Defence Act 1903-1965, establish regulations primarily affecting members of the Australian Defence Force, including both permanent and reserve military personnel as well as female members and chaplains. These regulations are applicable to service in the Permanent Military Forces or the Regular Army Emergency Reserve from the ninth day of July, 1965, and to service in the Citizen Military Forces from the first day of July, 1965. For instance, a Chaplain, First Class (Colonel) with less than one year of service in the classification receives £8, 6 shillings, and 4 pence per day, whereas a Chaplain, Third Class (Major) with less than one year of service in the classification receives £5, 1 shilling, and 7 pence per day. Section 3 introduces new Tables 4, 5, and 6 in the Second Schedule, setting daily rates for lieutenant undergraduates, Warrant Officers, and Army apprentices, respectively, based on their course of study, stage of training, rank, length of service, classification, length of service, and age. The Regulations impose specific obligations on the military personnel to adhere to the updated financial allowances as per the amended Military Financial Regulations.
