REGULATIONS UNDER THE DEFENCE ACT 1903-1934.*
I, THE DEPUTY OF THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1934.

Amendment of Military Financial Regulations. †
Militia Forces compensation during temporary incapacity.
1. Regulation 114 of the Military Financial Regulations is amended—
(a) in proviso (a) by inserting, next after the words “in either case”, the words “(except as mentioned in proviso (aa) to this regulation”); and
(b) by inserting next after proviso (a) the following proviso:—
“(aa) payment of 7s. 6d. per week shall not be made in respect of any child for whom the member is receiving any payment by way of child endowment independently of this regulation; and”.
Militia rates of pay.
2. Regulation 134 of the Military Financial Regulations is amended in the table by—
(a) omitting the words “Farrier, Driver” and the detail shown opposite those words; and
(b) omitting the words “Lance Bombardier, Lance-Corporal, Gunner, Artificer Artillery, Mechanist Artillery, Sapper, Signalman, Private, Bandsman, Collarmaker, Saddler, Wheeler, Trumpeter, Bugler, Drummer, Cook, Batman, Stretcher-bearer” and the details opposite those words; and

3. After regulation 134 of the Military Financial Regulations, the following regulation is inserted:—
Efficiency allowance.
“134a. (i) In addition to the rate of pay prescribed in regulation 134, a Trooper, Gunner, Sapper, Signalman, Driver or Private shall be paid an efficiency allowance at the rate of Three shillings per whole day, subject to the following conditions:—
(a) In respect of home training—
that the required number of commanding officers’ parades, or approved equivalent parades, for the half-year for which pay is issuable have been attended.
(b) In respect of camps of continuous training—
that the prescribed number of days’ continuous training for the year have been attended: Provided that, if leave be granted to the member on account of sickness or other unavoidable cause, efficiency allowance may be paid for the actual number of days attended.
(ii) Efficiency allowance shall be regarded as pay for the purpose of calculation of pay or allowances under regulations 156, 162, 189 and 193.”
4. Regulation 136 of the Military Financial Regulations is repealed and the following regulation inserted in its stead:—
Military Board may approve additional periods of pay.
“136.—Notwithstanding anything contained in these Regulations, and subject to the necessary provision being made by Parliament, the Military Board may approve of payment of Militia pay for any number of days in excess of the number prescribed in regulation 134, at the daily rates specified therein: Provided that for such excess days a Trooper, Gunner, Sapper, Signalman, Driver or Private shall be paid at the rate of Eight shillings per whole day.”
5. Regulation 141 of the Military Financial Regulations is repealed and the following regulation inserted in its stead:—
Payment in arrear of pay and efficiency allowance.
“141. Except as provided in these Regulations, the amounts due for the pay and efficiency allowance of members of the Militia Forces shall be paid in arrear as follows:—
(a) For camps of continuous training, the amounts earned shall be paid on the last day of the camp: Provided that such payment may be made either in camp or on return to stations at the discretion of the formation, &c, commander;
(b) For home training, the amounts earned from July to November (both inclusive) shall be paid in December, and the amounts earned during the remainder of the financial year, in June.
(c) In any year in which as a financial emergency measure bivouacs are authorized for general application as substitutes for the normal annual camps of continuous training, issue of pay and allowances for each such bivouac shall be made as soon as practicable after its completion.”
