EXPLANATORY STATEMENT
Migration (Liberia – United Nations Security Council Resolutions) Regulations 2001
PERSONS SUBJECT TO UNSCR MEASURES CONCERNING LIBERIA
(REGULATION 4A)
- This Instrument is made under Regulation 4A of the Migration (Liberia – United Nations Security Council Resolutions) Regulations 2001.
2. Regulation 4A provides that the Minister may specify in a Gazette Notice a person whose name appears on a list of individuals published by the Committee, and who is subject to measures imposed by a United Nations Security Council Resolution concerning Liberia.
3. United Nations Security Council Resolution 1521 (2003) on Liberia created a Committee which, among other things, designates individuals subject to travel restrictions. These individuals have been determined by the Committee to constitute a threat to the peace process in Liberia, or to be engaged in activities aimed at undermining peace and stability in Liberia and the West Africa subregion. On 1 December 2005 the UN Security Council issued a press release advising of a decision made by the Committee on 30 November 2005 to update the travel ban list of individuals subject to the travel restrictions. The purpose of the Instrument is to specify the list of individuals subject to travel restrictions imposed by the Committee.
4. This Instrument is being remade based on information provided by the Security Council Committee.
5. The Instrument, IMMI 06/003, commences on the day it is registered on the Federal Register of Legislative Instruments.
