I, Grant Ernest John Tambling, acting in accordance with the advice of the Executive Council of Norfolk Island, make the following Regulations under section 13 of the Legislative Assembly (Register of Members’ Interests) Act 2004.

Objective
1. The objective of these Regulations is to prescribe the forms of return to be completed by members of the Legislative Assembly to lodge their register of interests returns.
Authorising provision
2. These Regulations are made under section 13 of the Legislative Assembly (Register of Members’ Interests) Act 2004.
Commencement
3. These Regulations come into operation on 24 June 2005.
Definitions
4. In these Regulations —
“Act” means the Legislative Assembly (Register of Members’ Interests) Act 2004;
“return” means a primary return, an ordinary return or an amended return.
“return period” is, in respect of the first ordinary return required to be lodged after the commencement of the Act, the period between 27 October 2004 until 30 June 2005.
Primary return
5. A primary return to be submitted to the Clerk to the Legislative Assembly under section 6 of the Act must be in the form set out in Schedule 1.
Ordinary return
6. An ordinary return to be submitted to the Clerk to the Legislative Assembly under section 6 of the Act must be in the form set out in Schedule 2.
Amended return
7. An amended return to be submitted to the Clerk to the Legislative Assembly under section 6 of the Act must be in the form set out in Schedule 3.
Signing and witnessing a return
8. (1) The member to whom a return relates must, in the presence of a witness, sign the return and each page attached to it.
(2) The witness must sign the return and each page attached to it.SCHEDULES

PRIMARY RETURN
Notes:
(i) Interests which you are required to register are set out in section 6(1) of the Legislative Assembly (Register of Members’ Interests) Act 2004.
(ii) This form is required from a Member within 30 days after they are elected (other than by being re-elected) and have been sworn in. The “return period” is the period since the last return until this return.
(iii) “income source” and “financial benefit” are defined in section 3 of the Legislative Assembly (Register of Members’ Interests) Act 2004 and should be carefully considered.
(iv) If there is not sufficient space on this form for all of the information you are required to register, you may attach additional pages for that purpose. Each additional page must be dated, signed by you and by the person witnessing your signature on this form.
(v) Please complete this form in typed form or block capitals.

3. | The name and description of each company, partnership, association or other body in which I hold or held during the return period, a beneficial interest which exceeds $500. |
|
4. | A concise description of each trust in which I or my family hold or held during the return period, a beneficial interest.
|
|
5. | The address and description of all land in which I have a beneficial interest other than by way of security for any debt. |
|
6. | Any other substantial interest of mine or of my family of which I have knowledge, whether of a pecuniary nature or otherwise, and which I consider might appear to raise a conflict between my private interest and my public duty as a member.

Regulation 6
ORDINARY RETURN
Notes:
(i) Interests which you are required to register are set out in section 6(2) of the Legislative Assembly (Register of Members’ Interests) Act 2004.
(ii) This form is required from every Member within 30 days after 30 June each year. Note that the “return period” is, in respect of the first ordinary return required to be lodged after the commencement of the Act, the period between 27 October 2004 until 30 June 2005.
(iii) “income source” and “financial benefit” are defined in section 3 of the Legislative Assembly (Register of Members’ Interests) Act 2004 and should be carefully considered.
(iv) If there is not sufficient space on this form for all of the information you are required to register, you may attach additional pages for that purpose. Each additional page must be dated, signed by you and by the person witnessing your signature on this form.

| A concise description of each trust in which I or my family hold or held during the return period, a beneficial interest.

5. | The address and description of all land in which I have a beneficial interest other than by way of security for any debt.
|
|
6. | The source of all significant contributions made in cash or otherwise (other than a contribution by the Administration or a statutory authority of Norfolk Island) to any travel beyond the limits of Norfolk Island undertaken by me during the return period.
|
|
7. | Particulars of all gifts of or above, or in total of or above, the amount or value of $500 received by me during the return period from a person other than a person related to me or my spouse.
|
|
8. | Any other substantial interest of mine or of my family of which I have knowledge, whether of a pecuniary nature or otherwise, and which I consider might appear to raise a conflict between my private interest and my public duty as a member. |

Notes:
(i) If there is any change to interests you have registered you are required by section 8 of the Legislative Assembly (Register of Members’ Interests) Act 2004 to submit a return in accordance with subsection 6(3).
(ii) “income source” and “financial benefit” are defined in section 4 of the Legislative Assembly (Register of Members’ Interests) Act 2004 and should be carefully considered.
(iii) If there is not sufficient space on this form for all of the information you are required to register, you may attach additional pages for that purpose. Each additional page must be dated, signed by you and by the person witnessing your signature on this form.
