Heavy Vehicle Stated Maps – Network Suspension and Amendment Notice 2025 (No.12)

 

  1.        Purpose

 

The purpose of this notice is to amend stated networks for vehicles on the Regulator’s initiative.   

 

  1.        Commencement date

 

  1.       Suspension or amendment of the routes in Schedule 1 under section 4(1)(a) below commences immediately upon publication of this notice; and

 

  1.       Cancellation or amendment of the routes in Schedule 1 under section 4(1)(b) below commences 28 days after publication of this notice.

 

  1.        Title

 

This notice may be cited as the Heavy Vehicle Stated Maps – Network Suspension and Amendment Notice 2025 (No.12).

 

  1.        Authorising provision

 

  1.       This notice is made under:

 

  1.       Section 175, immediately suspending or amending the routes listed in Schedule 1 of this notice to prevent or minimise serious harm to public safety or significant damage to road infrastructure; and
  2.       Section 173, cancelling or amending the routes listed in Schedule 1 of this notice on the Regulator’s initiative.

 

  1.        Application

 

This notice applies in all participating jurisdictions. 

 

  1.        Amendments

 

The specified networks in Column 2 of Schedule 1 to this notice are amended as specified in Column 4 for the Road Manager’s reasons shown in Column 5.

 

  1.        Public notice of amendment

 

Any person affected by the purpose of the action they make written representation to the Regulator within 14 days of the publication of the notice about why the amendment should not be made.

Rockhampton City Council

Restrict access to Derby St Rockhampton for HML Vehicles.

This combination type is no longer suitable to traverse Derby St following roundabouts upgrades at the intersections with Alma St and Bolsolver St, as the vehicle will likely cause damage to the infrastructure.

Remove access to Reservoir Rd Myponga

Road manager consent is not granted for this section of road in accordance with s156(3)(i) of the HVNL – Will or is likely to cause damage to road infrastructure and it is not possible to apply relevant road or travel conditions that will mitigate the above risk.
A structural assessment found the vehicle combination exceed the capacity of a structure in the SA Water Myponga Reservoir (spill way bridge).  There are no surrounding industry requiring heavy general access vehicles so the whole road section is being removed

Remove access to start of Manchester St, Mile End

The NNM under PBS 2A & 26m B Double GML/HML networks, Manchester St had been highlighted all the way up to South Rd. This depicts that BDs can make all turns from South Rd onto Manchester St. This shouldn’t have happened because the turn paths are extremely deficient. I think this could be an anomaly when the data was migrated from RAVNet to NNM because in RAVNet, Manchester St was not connected to South Rd (please see attached).

Remove Harper Street, between Ashmore Road and Herbertson Drive

The City of Gold Coast Council is in the process of closing the median at the intersection of Harper Street and Ashmore Road as part of a road safety initiative, due to the site’s crash history and restricted sight distances.

The subject intersection and section of Harper Street do not currently support safe travel for 23m B-double vehicles. Accordingly, the City proposes to remove Harper Street, between Ashmore Road and Herbertson Drive from the 23m B-double network.

Addition of 42.5t Mass Restriction to Gordon Duff Bridge, Yarra

Addition of 50t Mass Restriction to Gunning Gap Bridge, New Grenfell Rd, Forbes

Council is satisfied that the load limits imposed on Gordon Duff Bridge and Gunning Gap Bridge are necessary to prevent

1.            damage to infrastructure,

2.            adverse effects on the community, and

3.            significant risk to public safety.

 

The load limit is a resolution of Council, and the condition reflects what is already signposted. Please process this request to avoid assess confusion. Note NHVR has recently processed gazettes of Bedgerabong Rd and Grawlin Passage which have been provided as detours.
