South Australia Class 1 Rubber Tracked Tractor Mass and Dimension Exemption Notice 2019 (No.1)
- Purpose
(1) This notice exempts rubber tracked tractors used for agricultural purposes from certain mass and dimension exemptions under the Heavy Vehicle National Law (HVNL), and allows access to roads in South Australia subject to the conditions specified in this notice.
(2) This notice works in conjunction with the Code of Practice for Rubber Tracked Tractors with a GVM up to 24 Tonnes (The Code), published on the National Heavy Vehicle Regulator's (NHVR’s) website.
Note: This notice replaces the notice “Operation of Rubber Tracked Tractors with a Gross Vehicle Mass up to 24 Tonnes” appearing in the South Australian Government Gazette dated 7 January 2010.
2. Authorising Provision
This notice is made under Section 117 of the HVNL, and s69 of the Heavy Vehicle (General) National Regulation.
3. Commencement
This notice commences on 10 February 2019.
4. Expiry
This Notice expires on 9 February 2024.
5. Title
This notice may be cited as the South Australia Class 1 Rubber Tracked Tractor Mass and Dimension Exemption Notice 2019.
6. Definitions
(1) Unless otherwise stated, words and expressions used in this notice and in the Code have the same meanings as those defined in the HVNL.
(2) In this notice:-
Code means the Code of Practice for Rubber Tracked Tractors with a GVM up to 24 Tonnes, produced by the South Australia Government in June 2011.
Note: the Code is available on the NHVR website.
DPTI means the South Australian Department of Planning, Transport and Infrastructure.
Local road means a road for which DPTI is not the Road Manager.
Rubber tracked tractor means an agricultural machine which, rather than being fitted with tyres, utilises two or four rubber tracks and is designed to tow and provide power for agricultural implements. In the context of this notice and the Code a rubber tracked tractor will also be referred to as a tractor.
State road means a road for which DPTI is the Road Manager.
7. Application
(1) This notice applies to rubber tracked tractors, and combinations consisting of a rubber tracked tractor with one or more trailers or agricultural implements, operating in South Australia that:
a) are being used to perform an agricultural task; and where
b) the gross vehicle mass of the tractor does not exceed 24t.
8. Exemptions - Mass
(1) Rubber tracked tractors operating under this notice are exempt from the following dimension requirements in Schedule 1 of the Heavy Vehicle (Mass Dimension and Loading) National Regulation (MDL Regulation):
a) Section 4 Mass Limits for a single axle or axle group
9. Exemptions- Dimension
(1) An rubber tracked tractor that meets the conditions of this notice is exempt from the following dimension requirements in Part 2 of Schedule 6 to the MDL National Regulation:
a) Section 3 - Length
b) Section 4 – Length (Trailers)
c) Section 5 - Rear Overhang
d) Section 7 - Width
e) Section 8 - Height
10. Conditions - Mass
(1) A rubber tracked tractor operating under this notice must not exceed a Gross Vehicle Mass (GVM) of 24t.
(2) The Gross Combination Mass (GCM) must not exceed the manufacturer’s rating for the rubber tracked tractor.
(3) Agricultural implements towed by a rubber tracked tractor under this notice can exceed the mass limits for single axles up to the limits specified in Section 6 of the Code.
11. Conditions - Dimension
(1) A rubber tracked tractor operating under this notice must comply with all of the conditional dimension and auger and conveyor requirements set out in Sections 7 – 12 of the Code.
12. Condition – Towing Vehicles
(1) The following conditions in Schedule 8 of the Heavy Vehicle (Mass Dimension and Loading) National Regulation, are dis-applied for vehicles operating under this notice and the Code.
a) Section 18 - Prohibition on towing other vehicles
(2) A rubber tracked tractor operating under this notice must comply with all other conditional towing requirements set out in the Code.
13. Conditions – Use of Pilots
A rubber tracked tractor operating under this notice must comply with pilot and escort requirements set out in the Code.
14. Conditions - Areas and Routes
A rubber tracked tractor may operate in the areas and routes specified in the Code subject to the conditions outlined in the Code.
15. Conditions – Times of Travel
- A rubber tracked tractor operating under this Notice may operate at night according to the conditions provided under the Information Bulletin – Night travel for rubber tracked tractors - Approved Route Networks

16. Exemptions - Vehicle Standards
(1) Rubber tracked tractors operating under this notice are exempt from the following vehicle standards requirements in Schedule 2 of the Heavy Vehicle (Vehicle Standards) National Regulation (VS Regulation), as far as it applies to so far as it relates to rubber tracked tractors towing an agricultural implement that exceeds 3.5m in width:
a) Section 12 - Rear Vision Mirrors.
