Queensland Class 3 Tandem Drive Axle (Cane Haulout Truck) Flotation Tyres Mass Exemption Notice 2016 (No. 1)

- Purpose
The purpose of this notice is to exempt Cane Haulout Trucks fitted with flotation tyres in Queensland from certain mass requirements to allow for the efficient harvest of sugar cane.
2. Authorising Provision
This notice is made under section 117 of the Heavy Vehicle National Law.
3. Commencement
This notice commences on 1 July 2016.
4. Expiry
This notice expires on 30 June 2017.
5. Title
This notice may be cited as the Queensland Class 1 Tandem Drive Axle (Cane Haulout Truck) Flotation Tyres Mass Exemption Notice 2016.
6. Definitions
1) Unless otherwise stated, words and expressions used in this Notice have the same meanings as those defined in the HVNL.
2) In this notice:
Cane haulout truck means a heavy vehicle that is constructed and used for hauling sugar cane from the field to a mill or transportation point.
Flotation Tyre means Alliance MPT382 flotation tyres, size 600/50R22.5, the specifications of which are set out in Appendix 1 of this Notice.
Non-Cyclic Duty means not restricted to recurring operating cycles of travel and rest.
7. Application
1) This Notice applies to eligible vehicles in Queensland.
2) This notice applies to cane haulout trucks fitted with flotation tyres as defined in Clause 3 above, and are:
a) Transporting sugar cane from the field to a transport facility or mill nominated by the operator or farmer, including unladen return trips, of a radius of not more than 40km; or
b) Returning to a home base, commencing new operations, travelling for maintenance or repairs, or travelling for inspections or registration, provided that the vehicle is unladen and tyre manufacturer’s recommendations are adhered to.
8. Exemption
Vehicles operating under this Notice are exempt from certain axle mass limits set out in Table 1 of Schedule 1 Part 2 under the Heavy Vehicle (Mass, Dimension and Loading) National Regulation.
9. Conditions
1) The maximum mass limit for the drive axle group must not exceed 16.5t or the lesser of the vehicle component or tyre ratings.
2) While operating under this Notice, a cane haulout truck must comply with the mass and speed limit ratings for flotation tyres set out in Appendix 1 of this Notice.
3) A cane haulout truck operating under this Notice must have a dual drive tandem axle group fitted with flotation tyres rated as suitable for road use.
4) The flotation tyres fitted to a cane haulout truck under this notice must comply with United Nations Economic Commission Europe Regulation (UNECER) 54/00. This compliance must be indicated either by markings on the tyre sidewall or by a certificate of compliance issued by the tyre manufacturer. The flotation tyres fitted must be rated by their manufacturer for road use at a minimum of 100kph and as suitable for operating in non-cyclic duty.
5) Flotation tyre cold inflation pressure, flotation tyre maximum load and the vehicle operating speed must be within the specifications of flotation tyres and as prescribed by the manufacturer.
6) The operator of a cane haulout truck fitted with flotation tyres and operating under this Notice must operate in accordance with the “2013 Road Safety Operating Manual for Sugarcane Haulage Trucks Using Flotation Tyres” (the Operating Manual) provided by the Cane Growers Association website at http://www.canegrowers.com.au/
7) The operator of a cane haulout truck fitted with flotation tyres and operating under this Notice must document and manage operation of the vehicle using the “Operating Manual”, which must show how the following risks are systematically managed:
a) Tyre inflation pressure; and
b) Axle mass loading when the vehicle will operate on road; and
c) Speedometer and speed limiter calibration when flotation tyre diameter differs from the diameter of the tyres for which the vehicle was originally certified.
8) A copy of Attachment B of the “Operating Manual” must be carried in the cane haulout truck.
9) A certificate of compliance issued by the tyre manufacturer and this Notice must be annexed to the operator’s copy of the “Operating Manual”.
