Queensland Class 3 Heavy Vehicle (Road Train Cotton Transportation) Dimension Exemption Notice 2016 (No 1)

Class 1/3 Heavy Vehicle Exemption Notice Mass and Dimension Exemption

 

  1. Purpose

The purpose of this notice is to allow type 1 road train combinations engaged in transporting cotton bales and modules between cotton farms and cotton gins to be exempted from prescribed dimension requirements in Schedule 6, Part 2 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation and requirements in Schedule 3 of the Heavy Vehicle (Vehicle Standards) National Regulation.

2.       Authorising Provision

This notice is made under section 117 of the Heavy Vehicle National Law.

3.       Title

This notice may be cited as the Queensland Class 3 Heavy Vehicle (Road Train Cotton Transportation) Dimension Exemption Notice 2016 (No 1).

4.       Commencement

This Notice commences on 1 July 2016.

5.       Expiry

This Notice expires on 30 June 2017.

6.       Definitions

1)      Unless otherwise stated, words and expressions used in this notice have the same meanings as those defined in the HVNL.

2)      In this notice:

Round cotton module means a compressed bale of cotton in a cylindrical form;

Type 1 road train means a road train consisting of a prime mover hauling unit towing two trailers when the combination length is no longer than 36.5m.

 

 

 

7.       Application - General

This notice applies to eligible Type 1 road train combinations transporting rectangular cotton bales or round cotton modules in Queensland.

8.       Conditions- General

The driver of the heavy vehicle operating under this exemption must keep in the driver’s possession a copy of this notice and must produce the notice to an authorised officer when requested.

9.       Stated Areas and Routes- General

An eligible vehicle operating under this notice may only use the type 1 and type 2 road train areas and routes shown on the Multi-combination Routes in Queensland maps found at: http://www.tmr.qld.gov.au/business-industry/Heavy-vehicles/Multi-combination-vehicles/Maps.aspx

 

Part 1: Transportation of Round Cotton Modules

10.   Application- Round Cotton Modules

1)      This Part applies to a type 1 road train combination transporting no more than six round cotton modules on each trailer that does not exceed any of the following dimensions:

a)      For the first trailer:

  1. the distance from the front articulation point of the first semitrailer to the rear of that trailer must not be more than 12.75m; and
  2. Tow coupling underhang (distance between the vertical axis of the ‘Coupling’ pivot may exceed 0.3m but must be no more than 0.75m forward from the rear-most projection of the trailer.

b)      For the second trailer:

  1. Radius from the centre and forward of the front articulation point may exceed 1.9m but must not exceed 2.45m; and

  2. Any extension outside of the regulatory line created by drawing a semi-circle of a 1.9m radius from the centre and forward of the front articulation point must be positioned symmetrically about the longitudinal centreline and must lie within total 1.5m wide.

11.   Dimension Exemption

1)      A type 1 road train to which this notice applies is exempted from the requirements in the Schedule 6, Part 2, section 4 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation.

12.   Standards Exemption

1)      A type 1 road train to which this notice applies is exempted from the requirements in Schedule 3, Part 5, section 29 of the Heavy Vehicle (Vehicle Standards) National Regulation.

13.   Conditions

1)      Sufficient clearance must exist between the first and second trailer so no part of the load or combination can contact each other under all operating conditions, other than at tow couplings.

2)      Any trailer deck extensions, whether fixed or removable, must be performed by a suitably qualified person to the same standard required by the H5 code of the National Code of Practice for Vehicle Modifications VSB6.

 

Part 2: Transportation of Rectangular Cotton Bales

14.   Application- Transportation of Rectangular Cotton Bales

This Part applies in to class 3 heavy vehicles carrying rectangular cotton bales produced at a cotton gin.

15.   Dimension Exemptions

Vehicles or combinations operating under this Part are exempt from Schedule 6 section 7 of the Heavy Vehicle (Mass Dimension and Loading) National Regulation.

16.   Conditions

1)      Vehicles or combinations operating under this Part must not exceed 2.6m in width when loaded.

2)      Vehicles operating under this Part must display a securely fitted warning sign at the front and back of the vehicle in accordance with the specifications set out in Schedule 8, Part 3, Division 2 sections 41 – 47 of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation.
