This instrument is the Health Insurance (Medicare Benefits Payable in Respect of Professional Services – Services Rendered under the Commonwealth Medicare Urgent Care Clinics Program) Direction (No. 5) 2025.
2 Commencement
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

3 Authority
This instrument is made under subsection 19(2) of the Health Insurance Act 1973.
4 Repeals
This instrument is repealed on 30 June 2028 at 11:59pm, unless repealed earlier.
5 Schedules
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.
6 Definitions
diagnostic imaging services table means the table prescribed under section 4AA of the HI Act.
eligible person has the meaning given by subsection 3(1) of the HI Act.
general medical services table means the table prescribed under section 4 of the HI Act.
general practitioner has the meaning given by subsection 3(1) of the HI Act.
HI Act means the Health Insurance Act 1973.
hospital treatment has the meaning given by section 121‑5 of the Private Health Insurance Act 2007.
MBS means the Medicare Benefits Schedule.
MMM means Modified Monash Model.
NH Act means the National Health Act 1953.
participating nurse practitioner has the meaning given by subsection 3(1) of the HI Act.
pathology service table means the table prescribed under section 4A of the HI Act.
professional service has the meaning given by subsection 3(1) of the HI Act.
hospital treatment has the meaning given by section 121‑5 of the Private Health Insurance Act 2007.
prescribed medical practitioner has the meaning given by Part 7.1.1 of the Health Insurance (General Medical Services Table) Regulations 2021.
7 Medicare benefits payable in respect of the Medicare Urgent Care Clinics Program
- A Medicare benefit shall be payable in respect of a professional service where the following are met.
- The professional service has been agreed to be provided under the Medicare Urgent Care Clinics Program between the Commonwealth (represented by the Department of Health, Disability and Ageing, ABN: 83 605 426 759) and the approved clinics listed in Schedule 5 of this Direction.
- The professional service is provided to the following:
- an eligible person;
- a patient who is not receiving the service as part of an episode of hospital treatment;
- a patient who also is not receiving a service:
- which attracts a payment through Schedule K of the 2020-2025 Addendum to the National Health Reform Agreement for a service rendered to a public patient; or
- which attracts a payment through another government arrangement outside of the Medicare Urgent Care Clinics Program for a service rendered to the patient.
- The professional service corresponds with an MBS item specified in Schedules 2, 3 or 4.
- The professional service must be provided by a practitioner that is:
- For an item specified in Schedule 2, a general practitioner, prescribed medical practitioner or participating nurse practitioner; or
- For an item specified in Schedules 3 and 4, a prescribed medical practitioner.
