Overview

The Further Supplementary Appropriation Act 1902-3 was enacted by the Parliament of Australia on 28th July, 1904. The purpose of this Act was to appropriate a further sum for the service of the year ending 30th June 1903. The Act authorises the appropriation of £5,651 from the Consolidated Revenue Fund for specified purposes, as detailed in the Schedule. This supplementary appropriation addresses the need for additional funding to meet unforeseen or urgent requirements not covered by the initial appropriations for that financial year. The policy objective of this Act is to ensure that the Commonwealth Government can adequately meet its financial obligations and address any unanticipated expenses that may arise during the course of the financial year. The appropriation is allocated to various departments and services, including the Department of Home Affairs, the Department of the Treasury, the Department of Defence, and the Postmaster-General's Department, among others. The detailed allocation is outlined in the Schedule, which lists the specific purposes for which the funds are to be used.

Scope and Application

The Further Supplementary Appropriation Act 1902-3 serves to allocate an additional sum of £5,651 from the Consolidated Revenue Fund for the fiscal year ending on June 30, 1903. This appropriation is specifically directed to various government departments and their respective contingencies, as outlined in the Act's Schedule. The appropriations are intended for expenses related to the Parliament, the Department of Home Affairs, the Department of the Treasury, and the Department of Defence, among other miscellaneous expenditures. This Act applies to the Commonwealth of Australia, indicating its jurisdiction and the entities it governs. The allocations are to be used for the purposes and services detailed in the Schedule, which includes specific contingencies and miscellaneous expenses. While the Act itself does not explicitly state any exclusions, exemptions, or thresholds, the appropriations are confined to the services and purposes listed in the Schedule, and any further detailed application of these funds would be governed by the regulations and policies of the respective departments.

Key Provisions

The Further Supplementary Appropriation Act 1902-3 (section 1) provides for the appropriation of a specific sum for the fiscal year ending June 30, 1903. This Act (section 2) appropriates the sum of £5,651, which has been issued from the Consolidated Revenue Fund. This amount is allocated for specified purposes and services outlined in the schedule of the Act. The obligations imposed by the Act are primarily concerned with the allocation and management of the appropriated funds. The Act mandates that the funds be applied strictly to the purposes and services detailed in the schedule. This includes specific allocations to various departments and activities, such as the Department of Home Affairs, the Department of the Treasury, the Department of Defence, and the Postmaster-General's Department. Each of these departments must ensure that their expenditures adhere to the allocations specified in the schedule, and any deviation requires proper justification and approval. Failure to comply with the appropriation directives set forth in the Act can result in significant consequences. While the Act itself does not explicitly outline penalties for breaches, it is understood that mismanagement or misallocation of funds could lead to financial discrepancies and accountability issues. In broader legislative context, such breaches could potentially result in disciplinary actions, financial audits, and even legal proceedings. The specific penalties would depend on the severity and impact of the breach, as well as any relevant financial regulations and laws governing public funds.
