REGULATIONS UNDER THE DEFENCE ACT 1903-1912.
Financial and Allowance Regulations for the Military Forces of the Commonwealth —Regulations 5(e), 71, 72(a), 74, 78a, 78(b), 88, 88(a), 95, 130, 196, 197a and 217—Amendments.
I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1912 to come into operation forthwith. Such Regulations shall supersede the Provisional Regulations, Statutory Rules Nos. 36, 2, 39, 33, 1, 34, 35, 20, 23, 15, 37 and 28 of 1914.

FINANCIAL AND ALLOWANCE REGULATIONS FOR THE MILITARY FORCES OF THE COMMONWEALTH.
Amendments.
Regulation 5 (c), which reads—
“Under the Regulations for compensation for injury to, or loss of a horse, to approve of compensation when recommended by a Board, provided the amount does not exceed £5, or in cases where it may be desirable to pay compensation, upon the certificate of the Veterinary Officer, and it is not practicable to call a Board, provided the amount does not exceed £5.”
is cancelled, and the following substituted therefor—
“Under the Regulations for compensation for injury to, or loss of a horse, to approve of compensation when recommended by a Board, provided the amount does not exceed £10; or, in cases where it may be desirable to pay compensation, upon the certificate of the Veterinary Officer, and it is not practicable to call a Board, provided the amount does not exceed £10. All sums approved by the District Commandant under this authority to be included in the monthly return of expenditure required under Financial and Allowance Regulation 7.”

Royal Australian Artillery (Field or Garrison)—Pay of Officers.
In Regulation 71, at end of footnote in that part referring to the pay of Lieutenants appointed to that rank prior to 1st January, 1913, add the following:—
“Provided nevertheless that Lieutenants who were appointed to such rank in the Royal Australian Garrison Artillery between the 31st July, 1909, and the 31st October, 1910, shall be eligible to
receive the increment under (ii) on completion of two years’ service, provided they have fulfilled the other conditions therein, prescribed notwithstanding that they may not have completed a full period of twelve months’ service from the date from which the increment under (i) took effect.”
Royal Australian Engineers.
In Regulation 78 (b)
For—
“Good Conduct Pay (Regimental duty, Sappers only).”
Insert—
“Good Conduct Pay (Sappers only).”

Regulation 78a.—In column headed “Consolidated rate of pay per annum,” opposite the word “Cooks,” under heading Sapper,” delete the words—
“£2 per week and lodging allowance, if on Married Establishment,”
and in lieu thereof insert—
“£2 per week, rations (or commuted allowance in lieu thereof), and room; or if on the Married Establishment, lodging allowance may be paid in lieu of room.”
Ordnance Department and Rifle, Range Services.
Regulation 88.—For “Marker” substitute “Range Assistant.”
Inspecting Staff—Department of the Chief of Ordnance.
After Regulation 88, insert new Regulation 88a:—
“88a. The following shall be the scale of pay (inclusive of rations and all other allowances other than travelling allowances) for
members of the Inspecting Staff in the Department of the Chief of Ordnance:—

Military Staff Clerks.
Regulation 95, sub-paragraph (b), is cancelled, and the following substituted:—
“(b) The Act and Regulations governing the classification, pay, increments, and allowances, including removal expenses and allowances of the Clerical Division of the Commonwealth Public Service, shall apply to Military Staff Clerks, but in cases where, under the Public Service Act and Regulations, the approval of the Governor-General or the Public Service Commissioner is required, the approval of the Minister shall be substituted.”
Payment Half-Yearly.
Regulation 130—Add new paragraph:—
“(e) So far as Adjutants, also Staff Officers to Intelligence Corps, are concerned, the above method of payment shall not apply, but those officers shall be paid in accordance with Financial Regulation 127, and, beyond the rate of £60 referred to therein, no further militia pay shall be drawn by them.”
Regulation 196.—Paragraph (r), which reads:—
“(r). When travelling on duty by sea or rail, unaccompanied by a Staff Officer, the Inspector-General will be entitled to reserve a two-berth cabin or compartment on such journeys as involve night travelling.”

Field Allowance.
After Regulation 197, insert New Regulation 197a:—
“197a. Field Allowance at the rate of £100 per annum may be paid monthly in arrear to Officers of or attached to the Royal Australian Engineers, Survey Section, who perform not less than 16 days’ actual survey work in the field in approved areas during the month for which payment is to be made. In calculating the allowances due to Officers who perform less than 16 days’ field survey work in any one month, the monthly rate of allowance shall be multiplied by the number of days of survey work in the field actually performed, and divided by 16.
The above allowance is to cover all expenses whilst on the duty referred to above other than train, steamer, or coach fares, and may be drawn for periods of sick leave not exceeding one month in each year, and recreation leave”
Regulation 217.—Delete the following sentence at end of Regulation:—
“Wages of men so employed to be at the rate of 6s. per diem, with tentage or quarters and rations.
“and substitute therefor:—
“Wages of men so employed to be at the rate of 6s. per diem, with tentage or quarters and subsistence, provided that the maximum rate allowable for subsistence shall not exceed 2s. 6d. per diem.”
