FINANCIAL AND ALLOWANCE REGULATIONS.
PART I.
SECTION I.—DEFINITIONS.
I. In these Regulations, unless the contrary intention appears :—
" Secretary " shall mean the Secretary, Department of Defence.
" Commandant " shall mean an officer appointed to be Commandant of a Military District.
" Executive Officer " shall mean an Officer of the Executive Branch of the Forces.
" Chief Accountant " shall mean the Officer appointed to be Chief Accountant in the Office of the Central Administration.
" Paymaster " shall mean an Officer appointed to be Paymaster for a Military District.
" Authorizing Officer " shall mean an Officer appointed to be an Authorizing Officer for a Military District in accordance with the Treasury Regulations.
" Paying Officer " shall mean an Officer appointed to be a Paying Officer for a Military District in accordance with the Treasury Regulations.
Responsibility of the G.O.C.
SECTION II.—GENERAL INSTRUCTIONS.
2. The General Officer Commanding will be responsible for enforcing due economy on all officers and others charged with any expenditure of public money, or with the care, use, or expenditure of stores.
Instructions to Commandants
3. Commandants are held responsible for the economical expenditure of all moneys provided in the annual Estimates for their respective commands ; and they are further responsible that no liability is incurred against Votes in excess of the provision made.
4. Every credit will be given to Commandants and to all Staff and other officers concerned, for economies effected under the different Votes, and for economical administration coupled with satisfactory efficiency.
5. Each Commandant is authorized—
(a) To approve of all requisitions for supplies within the Votes on the Estimates, which are governed by regulations.
(b) To approve of any other expenditure (not exceeding £50 in any one case) under the Divisions or Subdivisions of any Votes for Contingencies, General Services, Maintenance of existing Arms and Equipment, provided he has satisfied himself that funds are available ; that it is not a new Vote or item or involving any alteration of existing rules or practice ; that there is nothing irregular in the character of the expenditure ; and that it is not an allowance or payment to any member of the Forces (except such as is governed by Regulation and does not require Ministerial approval).
(c) To approve of the employment of casual labour (non-clerical) for any period not exceeding fourteen days in any one month where provision exists on the Estimates for extra labour, but no person is to be employed under this authority for any longer time than six weeks in the whole, in any twelve months.
(d) To approve, under the Regulations governing Compensation for Injuries, of all awards of compensation under paragraph in, where the award does not exceed payment of compensation for one month, and the medical expenses do not exceed £5.
(e) Under the Regulations for Compensation for injury to or loss of a horse, to approve of compensation when awarded by a Board, provided that the amount does not exceed £10; or, in cases where it may be desirable to pay compensation, upon the certificate of the Veterinary Officer, and it is not practicable to call a Board, where the amount does not exceed £5.
(f) To approve, after due inquiry, and in accordance with any regulations on the subject, of the striking off charge of stores lost or damaged, where the value does not exceed £5.
(g) To approve of increments to Warrant Officers, Non-commissioned Officers, and men, where such are provided in the Appropriation Act and prescribed by the Regulations.
The expenditure to be authorized by Commandants under clauses (b), (c), (d), (e), and (f) is not to exceed in the aggregate the following amounts per month in the respective States, without the approval of the Minister :—

6. A monthly schedule of expenditure incurred by each Commandant, under the authority in paragraph 3, clauses (b) to (f) inclusive, and not provided for by the Regulations, shall (after being signed by the Commandant) be forwarded to the deputy Quartermaster-General at Headquarters, and subsequently to the Secretary, not later than the 7th of each month, in the following form :—

7. Commandants are not to vary any payments provided for under Regulations.
8. Proposed expenditure under Votes for Heavy Gun and Small Arm Ammunition; for Warlike Stores ; and Estimates of expenditure within the current year's Estimates for Camps and Schools of Instruction will be submitted to the General Officer Commanding for submission, if necessary, to the Minister.
9. When it is necessary to make re-arrangements or transfers in connexion with any Votes, application is to be made, giving full reasons for the same, through the General Officer Commanding to the Minister.
10. When a Commandant submits any proposal to Head-quarters involving expenditure, such proposal should be accompanied by a statement from the Authorizing Officer or District Paymaster, showing—
(a) The Division, Subdivision, and Item of the Estimates to which the expenditure should be charged.
(b) That money is available on the Vote.
The Commandant will, in addition, state that with his knowledge of the requirements for the remaining period of the financial year, the proposed expenditure will not involve the necessity for applying for additional funds on any Vote concerned.
11. When grants are provided for in the Estimates, authority to pay them is to be obtained by the Authorizing Officer on the recommendation of the Commandant.
12. All financial instructions or approvals regarding expenditure, communicated through the General Officer Commanding to Commandants, shall be forwarded without delay to District Paymasters.
13. Should any circumstance affecting the probity or fitness of a District Paymaster for his position come to the notice of a Commandant, it will be his duty to make inquiries, and, should he deem it necessary, to report the matter to the General Officer Commanding, for submission to the Minister.
14. Unless by special Ministerial sanction, all payments authorized by these Regulations shall be subject to the necessary provision being made by Parliament.
SECTION III.—DISTRICT PAYMASTERS.—DUTIES AND GENERAL INSTRUCTIONS.
Duties of District Paymasters.
The duties of a District Paymaster will be as under :—
15. He will be responsible for the disbursement of the public moneys in accordance with the Regulations, and with any instruction or authority issued by the Minister.
16. He will direct and superintend the clerks employed in his office; and will be responsible that they duly fulfil the duties assigned to them; that discipline is maintained in his Department; and that the provisions of the Public Service Act and Regulations are strictly observed.
17. He will be held responsible that no arrear occurs in the work of his office, and that the books are posted up daily, so that they may at all times be ready for examination.
18. He will act as financial adviser to the Commandant upon all questions involving expenditure.
19. He will keep the Commandant informed of all expenditure on Votes, with the view of assisting him to prevent any Vote being exceeded.
20. He will be responsible that all accounts in the District Pay department are kept strictly in accordance with the " Treasury Regulations."
21. All accounts other than those dealt with under Regulations by other officers shall pass through the office of the District Paymaster who will be responsible that the amount of the appropriation for any Division or Subdivision of the Estimates, or any Loan Appropriation, or Trust Fund Credit, is not exceeded without the authority of the Treasurer.
22. He will, in the event of receiving any claim which appears to him not authorized by the Regulations or instructions of the Minister, point out the same in writing to the Commandant. Should the Commandant consider that, on the contrary, such claim is covered by the Regulations or authority of the Minister, an immediate report as to the circumstances of the case will be made by the Commandant to the General Officer Commanding, for submission to the Minister; and the account shall not be paid without the approval of the Minister.
23. He will not apply Public Moneys to any purpose not authorized by the Regulations of the Service, nor will he advance (except as hereinafter provided), lend, or exchange any sums for which he is accountable, nor will he exchange private cheques out of public funds. In the case of members of the Forces travelling on duty, where extended absence is probable, and cash fares, &c., exceeding a total sum of £5, may require to be paid, an advance up to 75 per cent. of the maximum allowance that can be claimed may be made.
24. He will be liable for the amount of disallowances arising from errors or over-issues made by him in disregard of Regulations or in the absence of proper authority.
25. He will not take charge of any Regimental or other funds.
26. Should difficulty be experienced in recovering money due from officers or others, he will at once represent the circumstances officially to the Commandant, who will, if necessary, refer the matter to the General Officer Commanding, for submission to the Minister.
27. He will submit to the Commandant all queries of the Auditor-General, or other officer appointed by him, together with the correspondence, if any, involved. In the case of a reply being deemed to be unsatisfactory by the Auditor-General, or his officer, the matter is to be referred, through the Commandant, to the General Officer Commanding, for submission, if necessary, to the Minister.
28. District Paymasters will see that a copy of the Audit Act and Treasury Regulations is supplied to every officer receiving or disbursing Public Moneys, and they will obtain receipts for such supply.
29.—Instructions as to Payments.
Instructions as to Payments.
An amount provided on the Appropriation Act as salary for one appointment shall not be utilized for the payment of the salaries or portions thereof of two persons for the same period.
No officer is to be paid the salary of any position to which he has not been appointed by Order in Council.
In no case, unless governed by Regulation, is an allowance to be paid to any member of the Force, unless such allowance has been authorized by Order in Council, or by the Minister.
Overtime money is not to be paid unless the same has received Ministerial approval.
Salary or wages must not be paid from any Vote for " Contingencies," or from any Vote other than that of a Salary Vote or a Vote for " General Services," except with the special approval of the Minister.
In no case should any person be temporarily employed without Ministerial approval, except as provided in para. 5 (c).
In the case of any work being carried out in any State by artificers who are ordinarily employed in another State, the cost of material and labour will be charged to the State for which the work is performed. This will also apply to travelling expenses.
30.—Transfer of Members of the Forces.
Transfer of Members.
In every case where an officer, warrant or non-commissioned officer, or man of any branch of the Military Forces of one State is transferred to another State, the District Paymaster of the State to which the officer, warrant or non-commissioned officer, or man is transferred is to be immediately advised by the District Paymaster of the State from which the transfer takes place of the following particulars :—
Rate of pay.
Details of all allowances; and whether in quarters.
Date to which payment has been drawn.
Date of attestation.
Date of re-engagement.
Should a District Paymaster fail to receive these particulars on the transfer of any officer, warrant or non-commissioned officer, or man, it will be his duty to at once communicate with the District Paymaster of the State concerned, with a view of obtaining them.
Debiting Cost of Transfers.
Whenever any members of the Forces are transferred from one State to another, the cost of such transfers shall be debited to the States to which they are transferred.
31.—Cheques—Provision for Signing of.
Cheques.
All cheques will be signed by the Paying Officer, or such other officer as may be dealing with the advances or credit against which the cheques are drawn, and countersigned by the Authorizing Officer, or such other Officer as may, in accordance with the Treasury Regulations, to be appointed for the purpose.
The names of the countersigning officers, with their specimen signatures, will be forwarded by the Authorizing Officer to the managers of the banks in which the accounts are kept, who will be advised by the Treasurer, or his Deputy, as to the appointment of Paying Officers.
32.—Payments to the Department.
Payments to Departments.
All payments to the Department in any State are to be made to the District Paymaster; and bank drafts, cheques, post-office orders, or postal notes are to be made payable to the District Paymaster, or order. The official receipt given and accepted shall only be that issued by the Receiver of Public Moneys.
33.—Correspondence.
On questions of departmental procedure or routine respecting financial matters not involving the decision of Commandants, District Paymasters will communicate direct with the Secretary or the Chief Accountant, as may be necessary.
All other communications and returns involving the decision of Commandants will pass through the Commandants to the Chief Staff Officer, Head-Quarters.
34.—Trust Funds.
Trust Funds.
The following Trust Funds are approved :—
(a) Small Arms Ammunition Account.
(b) Defence Clothing Material Account.
(c) Magazine Rifle Account.
All proceeds of the sale of small arm ammunition and of empty cartridge cases, will be paid into Trust Fund, Small Arms Ammunition Account, as well as all moneys voted for the purchase of such ammunition.
All moneys received from the sale of clothing material will be paid into Trust Fund, Clothing Material Account.
All moneys received from the sale of magazine rifles and barrels for same, will be paid into Trust Fund, Magazine Rifle Account.
These moneys are to be strictly applied to the following purposes :—
Small Arms Ammunition Account.—To the supply of small arms ammunition, and of cordite or other explosive required for its manufacture.
Defence Clothing Material Account.—To the purchase of clothing material (cloth and buttons).
Magazine Rifle Account.—To replace magazine rifles and barrels sold.

35. District Paymasters will forward direct to the Secretary not later than the 7th of each month, after signature by Commandants, a monthly statement (in the form of the Estimates as supplied by the Chief Accountant) showing the expenditure to the end of the preceding month under—
(a) Pay (the total of each Subdivision).
(b) Contingencies (the total against each item of the Estimates).
36. In the case of Trust Funds for Small Arm Ammunition, Clothing Material, and Magazine Rifles, a monthly statement should be furnished in the following form :—

For the purpose of the Returns, under paras. 35 and 36, the nearest £1 should be shown, the shillings and pence being omitted.
The figures given should agree to the nearest £1 with the Appropriation Ledger, and also with the Reconciliation Statement furnished to the Treasury after the close of each month.
37. District Paymasters will forward to the Secretary, immediately after the first of each month, a return showing any changes in permanent officers, or in the personnel of any administrative or instructional staffs or departments that have occurred during the preceding month. Such Casualty Return will include all promotions affecting salary, resignations, forfeitures of office, transfers, and variations of every description that occurred during the previous month.
38. District Paymasters will also forward monthly, through Commandants, to the Secretary, for transmission to the Auditor-General, a return of all appointments, promotions, and transfers, &c., on Form 43, as required by paragraph 114 of the Treasury Regulations.

SECTION IV.
40.—Payments to be made by the 30th June.
Payments to be made by 30th June
It is very necessary that the amount of arrears on the 30th June shall be as small as possible, and, with a view of attaining that end, officers are responsible that the following steps be taken :—
(a) Supplies, &c., required to the end of June should be ordered in April or early in May, so that the accounts might be paid in May or early in June; and no orders, except such as are absolutely necessary, should be given after the middle of May.
(b) The requisitions for repairs and similar works should be sent in as early as possible, and the works should, wherever practicable, be completed early in May.
(c) Where accounts outstanding are likely to be of considerable amount, the persons interested should be requested to furnish the accounts promptly. A memorandum to that effect could be written across the orders when given.
(d) Accounts for amounts due to the Government Printer, Railways, &c., should be specially asked for.
(e) In the case of monthly or quarterly payments, where the amount due on the 30th June can be ascertained, claimants should be asked to render their claims early in June, so that they may be paid before the 30th. Where the amount due cannot be ascertained before the end of June, the claimants should be asked to render accounts up to the middle of June only, the balance to be included in the next account.
(f) Accounts for services, such as rents and similar matters, should be paid about the middle of June, up to the end of that month.
(g) With regard to the pay and allowances of the Forces, such arrangements should be made as will enable all payments due for the financial year to be made prior to the 30th June.
(h) It is the duty of officers to see that all claims are promptly paid.
41.—Barrack Damages.
Barrack Damages.
When repairs to buildings or works are rendered necessary owing to wilful damage or neglect by the individuals or troops in occupation, the State Officer for Engineer Services in the district will recover the cost of such repairs through the Commanding Officer of the unit concerned, and forward it to the District Paymaster, accompanied with the original " Barrack Damage " requisition and the original requisition on the Department of Home Affairs.
The District Paymaster will deal with the matter as follows :—
(a) Pay the sum received from the Staff Officer for Engineer Services into the Commonwealth Treasury in the State to the credit of the Trust Fund—other Trust moneys.
(b) Enter on the face of the original requisition on the Department of Home Affairs the amount lodged and the date, and forward the completed form to the Superintending Officer, Home Affairs.
(c) Enter the amount lodged and the date on the face of the " Barrack Damage " requisition, and return it to the Staff Officer for Engineer Services, together with a receipt for the money.
The Staff Officer for Engineer Services will file the completed " Barrack Damage " requisition, and forward the District Paymaster's receipt to the Commanding Officer through whom the money was received.
42.—Rates or Taxes.
Rates or Taxes.
In all cases where premises are rented or leased for departmental purposes no provision is to be included in the agreement or lease by which the Commonwealth Government is required to pay any taxes or water rates.
Unless special approval to the contrary be obtained, where water is supplied, the officer representing the Quartermaster-General's Department will see that meters are provided, so that payment may only be made for the quantity actually consumed.

43. The Minister will determine what offices held by Officers, Warrant and Non-Commissioned Officers, and others, of the Military Forces of the Commonwealth, shall be guaranteed, and shall fix the amount of such guarantee which, for the Militia and Volunteer Forces, shall be in accordance with the following table :—

44. Every Officer, Warrant and Non-Commissioned Officer, holding a permanent position in the Military Forces, which is a guaranteed office under these Regulations, shall contribute to the Guarantee Fund established by, and in accordance with, clause 70 of the Public Service Regulations, paragraphs a, b, c, h, i, j, k, l, q, s, t, and u.
45. In cases where an executive officer may be called upon to perform the duties of a guaranteed office which are apart from his regular duties, the Minister may sanction the payment of the premium out of the Vote for Incidentals.
46. Every Officer, Warrant and Non-Commissioned Officer, holding a position in the Militia or Volunteer Forces which is a guaranteed office under these Regulations, shall contribute to the Guarantee Fund established by, and in accordance with, clause 70 of the Public Service Regulations, paragraphs a, b, c, h, i, j, s, t, and u.
47. The premiums payable under paragraph 46 of these Regulations shall be a charge against the Clothing and Corps Contingent Allowance of the regiments or corps in respect of which the guaranteed offices are held, and such premiums shall be paid to the District Paymasters of the respective States not later than the 1st August in each year. The District Paymaster will be held responsible for the collection of such premiums, and that the moneys so collected are paid to the Trust Fund to the credit of the Guarantee Fund Account.
48. Where the term " officer " is used in the Public Service Regulation referred to in these Regulations, it shall be held to include " Officer, Warrant and Non-Commissioned Officer, or other person in the Military Forces."
49. The term of the guarantees under these Regulations shall date from 1st July, 1903. In the case of those under paragraph 44, the first annual premiums shall be deducted from the salaries of the persons holding the guaranteed offices for the month of July ; and in the case of those under paragraph 46, the annual premiums shall be paid so soon as money is available after the Estimates have been passed by Parliament.
Moneys received from Tenderers for Canteen Rights.
Canteens
50. In cases where arrangements do not exist in regiments or corps for a Regimental Canteen—
(a) An Officer appointed to the command of a Camp of Continuous Training is authorized to call for and approve of tenders for Canteens (Liquors and Groceries), Refreshment Booths, Barbers' Shops, &c.
(b) He will forward a list of accepted tenders, accompanied by a balance-sheet, showing the amounts received, and the manner in which they have been disposed of, to D.A.Q.M.G. of the District, for the information of the Commandant and the District Paymaster.
(c) The moneys so received will be divided proportionately between each regiment or corps or portion of same in camp, and forwarded to the respective Commanding Officers.
(d) Sums so received will be paid into corps funds, to be used at the discretion of the Commanding Officer in providing Games, Gymnastic Gear, &c., &c., for Regimental Recreation Rooms, or for the necessary expenditure for the benefit of the Troops in Camp.
PART II.—PAY OF PERMANENT FORCES.
Pay of Permanent Forces.
51. All persons appointed to the Permanent Forces will draw pay and allowances from the date on which they commence duty only, and not from any earlier date.
52. In every case where a salary provided for under these Regulations has an annual increment attached to it, such increment will be payable when the Officer, Warrant Officer, Non-Commissioned Officer, or man has been in receipt of the salary for a period of twelve months, unless otherwise provided under Regulation. The right to receive such increment in any year shall depend on the good and diligent conduct of the person to whose salary it is attached. If in the opinion of the Commandant any Non-Commissioned Officer or man is not entitled to an increment, he may issue an order directing that it shall not be paid.
53. In the case of Officers no increment shall be stopped from their salary or pay save on the authority of the Minister.
54. Officers and others in excess of the authorized number of any rank may be carried on the strength, provided that there are vacancies in higher ranks, and that the total Establishment is not exceeded.
55. Officers holding Temporary, Brevet, or Honorary rank shall receive the rates of pay and allowances fixed for their substantive rank.
56. Consolidated rates of pay cover all payments or issues to which members may be entitled for pay, quarters, rations, horse allowance, fuel, light, uniform, bedding, and cooking utensils, except wrere otherwise provided in these Regulations.
57. Daily rates of pay include payment for Sundays (seven days in the week).
I.—ROYAL AUSTRALIAN ARTILLERY.
Pay of Officers.
Pay of Officers, R.A.A.
58. The rates of pay of Officers are consolidated, and include the total remuneration an Officer receives for his services, except as provided in paragraph 63 :—
(a) Probationary Lieutenants and Lieutenants—£200 to £300 per annum.
Four biennial increments of £25 per annum. The increments will be as follow :—
(i.) After two years' service, and subject to passing the Probationary Examination, Short Course of Gunnery, and qualifying as an Instructor in either a Special Infantry or Light Horse school, and favorable report.
(ii.) After four years' service, and subject to passing for Captain or Gunnery Staff Course, and qualifying as an Instructor in either a Special Infantry or Light Horse school, and favorable report.
(iii.) After six years' service, and subject to passing for Captain or Gunnery Staff Course, and favorable report.
(iv.) After eight years' service, and subject to highly favorable report.
(b) Captain—£325 to £400 per annum.
Three annual increments of £25 per annum ; provided, however, that the second increment shall not be admissible unless and until after having qualified for promotion for the next step of rank.
(c) Major—£425 to £500 per annum.
Three annual increments of £25 per annum ; provided, however, that the second increment shall not be admissible unless and until after having qualified for the next step of rank.
(d) Lieut.-Colonel—

All increments are dependent on the recommendation of the General Officer Commanding, the approval of the Minister, and provision being made by Parliament.
The foregoing rates will be subject to a deduction for the value of Government quarters occupied, in accordance with paragraph 77.
59. Pay of Warrant Officers, Non-Commissioned Officers, and Men.

(a) The following rates of pay apply to all Warrant Officers, Non-Commissioned Officers, and men who are enlisted, re-engaged, or promoted on and after the 1st January, 1903. The rates of pay previously existing in the several States will continue to be paid to those serving prior to the 1st January, 1903, until promoted or re-engaged.

60. (a) A proportion of the establishment of Warrant Officers, Non-Commissioned Officers, and men not drawing a consolidated rate of pay shall be included in the married establishment of a unit.
Lodging Allowances.
(b) The married establishment shall not exceed the following proportion :—
Warrant Officers and Staff Sergeants, 100 per cent. of establishment not drawing consolidated pay.
Sergeants, 50 per cent. of establishment not drawing consolidated pay.
Rank and file, 10 per cent. of establishment not drawing consolidated pay.
(c) Warrant Officers, Non-commissioned Officers, and men on the married establishment may be allotted public quarters where such are available ; or a lodging allowance, if not drawing consolidated pay, as provided below, in lieu of quarters, where quarters are not available.
(d) When public quarters are not available, lodging allowances, which include fuel, light, bedding, and other barrack store allowances, may be issued in cases where pay is not consolidated, according to the following scale :—

(e) When public quarters are allotted to a Warrant or Non-commissioned Officer or man in receipt of a consolidated rate of pay, the rental value of the quarters occupied shall be deducted from the pay, but such deduction, in the case of a Warrant Officer, shall not exceed 2s. per day; and in the case of a Non-commissioned Officer or man shall not exceed the lodging allowance rate for the respective ranks as prescribed in (d).
(f) When a single room, together with fuel and light, in barracks or public quarters, is allotted to a Warrant Officer or Staff Sergeant drawing a consolidated rate of pay, stoppages from his pay will be made as follows :—
(1) Sixpence per diem for the room, fuel, and light during the period for which the room is allotted to him.
(2) The contract price of rations, if supplied.

VI.—ADMINISTRATIVE AND INSTRUCTIONAL STAFFS.
74.—Consolidated Pay of Officers (to apply to future appointments only).
Pay of Officers, Administrative and Instructional Staffs.
The consolidated rates of pay for the respective ranks shall be as laid down for the Permanent Artillery, with the addition of £50 to the minimum and the maximum annual rates; and subject to a deduction, if in occupation of Government quarters, in accordance with para. 77.
Officers requiring to be mounted must appear on parade suitably mounted ; but no extra allowance will be made for forage.
Increments may, on the recommendation of the General Officer Commanding, and the approval of the Minister, be granted in accordance with the following scale :—
(a) Lieutenants, £250 to £350 per annum.
Four biennial increments of £25 per annum. The increments will be as follow :—
(i.) After two years' service, subject to favorable report, and if belonging to the Light Horse to qualifying as an Instructor in a Special Infantry School, and. if belonging to the Infantry to qualifying as an Instructor in a Special Light Horse School.
(ii.) After four years' service, subject to passing for Captain and qualifying in a Special Field Artillery School of Instruction.
(iii.) After six years' service, subject to favorable report.
(iv.) After eight years' service, subject to highly favorable report.
(b) Captains, £375 to £450 per annum.
Three annual increments of £25 per annum ; provided, however, that the second increment shall not be admissible unless and until after having qualified for promotion to the next step of rank.
(c) Majors, £475 to £550 per annum.

75. The following rates of pay, inclusive of all allowances except travelling and horse allowances, shall apply on and from the 1st July, 1904, or in the cases of appointments or promotions made from the date of these Regulations. Should any Warrant or Non-commissioned Officer appointed prior to the 30th June, 1903, be in receipt of a salary higher than that pertaining to his classification under this Regulation, he will continue to receive the same pending promotion to a class with an equivalent salary.

The establishment of the several classes shall be as approved by the Minister.
After two years' service at the minimum rate from the date of coming under these Regulations, the increment to maximum rate of each rank may be approved by the General Officer Commanding, on the recommendation of the Commandant.
When public quarters are allotted to a Warrant Officer or Non-commissioned Officer in receipt of a consolidated rate of pay, a deduction of one-tenth shall be be made from his pay.
Warrant and Non-commissioned Officers of the Instructional Staff required to provide and keep a horse, will draw, on and after the 1st July, 1904, horse allowance at the rate of £30 per annum; and prior to that date at the rates at present authorized in the several States of the Commonwealth, except in the case of new appointments.
Non-commissioned Officers of the Instructional Staff will, on first appointment, receive an allowance not exceeding £10, in lieu of uniform. Claims must be supported by vouchers, and be approved by the Commandant.
VII.—ALLOTMENT AND OCCUPATION OF QUARTERS.

PART III.—MILITIA AND VOLUNTEER CORPS. 1.—PAY.

79. Subject to provision being made by Parliament, pay for the parades, in accordance with the regulations for efficiency, will be granted to Officers and soldiers serving in the militia at the rates laid down in the following tables. Deductions from the total amount per annum will be made for every parade not attended at the rates laid down for the whole day, half-day, and night parades respectively.
Pay—Adjutants.
80. The pay (including horse allowance) of militia and volunteer Officers acting as Adjutants will be at the rate of 5s. per diem, except in the case of Officers acting as Adjutants of the Australian Garrison Artillery, when the pay will be at the rate of 3s. per diem.

81. Recruits, after being passed into the ranks, will be paid for the period of their recruit drill at half of the rates laid down for trained soldiers in paragraphs 85, 86, and 87. Recruits who fail to pass into the ranks will receive no pay. It is to be understood that under no circumstances can a soldier earn more than the maximum rate per annum as laid down for the respective ranks, except as provided in paragraph 82.
Guards of Honour and Escorts.

82. Attendance at Guards of Honour or Escorts, as provided by the Commonwealth Military Regulations, for the Governor-General, or the Governor of a State, or in connexion with the opening or prorogation of Parliament, shall be paid for at the rates provided in paragraphs 85, 86, and 87 for the respective ranks, in addition to the annual maximum amount therein laid down for such ranks.

83. Except in the case of the Militia Staff, payment will be made quarterly or half-yearly in arrear, and in the case of Camps of Continuous Training on the last day of the Camp, less deductions for non-attendance.
The pay of the Militia Staff (Brigade and Regimental) will be issued quarterly in arrear upon the certificate of the Commanding Officer that their duties have been efficiently performed.
Horse Allowance.

84. Horse allowance, as under, will be issued to members of the Militia and the Volunteer Forces, in consideration of their providing horses suitable for the service :—
(a) Light Horse (Militia).
An allowance will be made in accordance with the scale laid down in para. 85.
(b) Light Horse (Volunteer),
An allowance of £2 10s. per annum for each efficient member will be granted.
(c) In the case of Non-Commissioned Officers and Drivers of the Militia Field Artillery providing their own horses for mounted parades, horse allowance may be paid them, on the approval of the Commandant, in accordance with the rates laid down for members of the Light Horse in para. 85, a N.C.O. drawing for one horse, and Driver for two horses.
(d) Other corps.
Field Officers of the Militia, Infantry, Engineers, Army Service Corps, Army Medical Corps, Veterinary Department, and all Officers of the Militia Field Artillery, who are required by the General Officer Commanding the Military Forces of the Commonwealth to provide suitable chargers, will receive an allowance of £16 per annum.
Other Officers of the Militia Forces, when detailed by a Commandant for mounted duty, may hire a horse at a rate not exceeding 15s. for each parade ; but the total number of parades must not exceed sixteen per annum. Claims for such hiring, if officer does not ride a horse his own property, must be supported by vouchers.
An officer who draws horse allowance under (d) can be paid the same when on leave of absence, provided that he leaves a horse available for military duty, and such is stated on the claim.
Members drawing horse allowance under (a) can be paid the same if on leave of absence for six months, on the recommendation of Commanding Officers. The District Paymaster should be informed of all such leave.

88. The following allowances may be granted to Lady Superintendents, Matrons, and Nursing Sisters of the Australian Army Nursing Service :—
(a) A Capitation Allowance of £1 per annum to each " Efficient," subject to provision being made by Parliament.
And when called up for duty :—

II.—CLOTHING AND CORPS CONTINGENT ALLOWANCE.
Clothing and Corps contingent allowance.
89. At the commencement of each financial year, Officers Commanding Regiments or Corps of the Militia Forces will, subject to provision being made by Parliament, be credited with the sum of 40s. per head up to the full establishment authorized by the Minister for the financial year in which payment is made ; and in the case of Volunteers, with the sum of 30s. per head of the full establishment authorized by the Minister for the financial year in which payment is made, and 20s. for each member who was efficient on the preceding 30th June; such allowance (to be designated " Clothing and Corps Contingent Allowance ") will be expended on the following items :—
Clothing.
Clothing.
Military Clothing (including the articles of kit usually comprised under the head of " Necessaries ") of authorized pattern (except Greatcoats) for Warrant and Noncommissioned Officers and men (exclusive of those permanently employed), including lace, buttons, chevrons, caps, badges, &c.
Incidental expenses connected therewith, such as cleaning, repairs, alterations, freight, cartage, &c.
Clothing material issued from Ordnance Department on payment. In such cases prepayment must always be made.

Orderly Room Expenses :—
Cleaning Orderly Rooms, and Care of Grounds.
Lighting and Fuel.
Water.
Insurance.
Lighting Parade Grounds.
Printing, Stationery, Advertising, and Postage Stamps.
Cleaning Arms, &c.
Care and Protection of Stores on their charge.
Replacing Losses or Damage to Stores and Equipment which cannot be traced to individuals, and are not chargeable otherwise. All Supplies required from Ordnance Department on payment are to be prepaid.
Band Expenses.
Expenses incidental to Target Practice, Parades, and Camps.
Other Incidental Expenses, for which the special approval of the Commandant is to be obtained, where more than 20s. on any one item is involved.
90. Clothing and Corps Contingent Allowance will not be paid for Medical or Veterinary or Departmental Officers receiving special rates of pay—i.e., other than the Militia rates of pay of their rank.
91. Officers Commanding Regiments or Corps will be held responsible that the expenditure of the Clothing and Corps Contingent Allowance is limited to the items enumerated in paragraph 89.
92. Officers Commanding will be responsible for the due custody and expenditure of the Clothing and Corps Contingent Allowance, and will be required to keep a proper record of all receipts and payments in the authorized cash-book, in accordance with the instructions contained in paras. 100 to 110 inclusive; and all books and accounts connected with the expenditure thereof shall be produced, when required, at inspections, or for the purposes of audit by a Government Auditor, and shall, if necessary, be available for inspection by the Clothing Committee or Clothing Board.
93. Claims must be made out on the authorized voucher form, supported by receipts, in accordance with the Audit Act and Treasury Regulations, and all books must be correctly and accurately kept and posted up to date.
94. Payment will be made to Officers Commanding Regiments and Corps as soon after the 1st of July in each year as possible upon vouchers submitted by them.
95. It must be distinctly understood that the Clothing and Corps Contingent Allowance is not the property of any indvidual, but Officers may be permitted to draw an amount not exceeding 30s. per annum towards the cost of up-keep of their uniform.
96. The Clothing and Corps Contingent Allowance it not to be expended in payment for supplies which are not authorized by Regulations, and Officers Commanding Regiments and Corps will be held personally responsible for any expenditure in excess for which they have not received special authority.
97. A financial statement showing debit and credit statement of Clothing and Corps Contingent Account for the year will be forwarded by each Commanding Officer to the annual meeting of the Military Clothing Committee.
98. Officers Commanding will conform with and be guided by the instructions issued from time to time by the District Military Clothing Committee, and will endeavour to so administer the Clothing and Corps Contingent Allowance that they may insure proper and regular supply of Military Uniform to those under their command, to which end careful records are necessary.
99. Military Clothing shall remain Government property, and not become the property of the soldier at any time, and all clothing having an unexpired value, and not returned to store on resignation or discharge, shall be paid for by the individual, and stoppages may be made from any money due to him. All such stoppages shall be credited to the Clothing and Corps Contingent Account.
Financial Administration of Moneys received or disbursed in connexion with. Corps.
III.—INSTRUCTIONS WITH REGARD TO THE FINANCIAL ADMINISTRATION, BY COMMANDING OFFICERS OF REGIMENTS AND CORPS, OF MONEYS RECEIVED OR DISBURSED ON ACCOUNT OF PAY, CLOTHING, AND CORPS CONTINGENT ALLOWANCE, OR ANY OTHER PUBLIC MONEYS RECEIVED IN CONNEXION WITH CORPS.
100. All such moneys are to be immediately paid into one banking account to the credit of the Corps in such banks as may be approved by the Secretary as Deputy for the Treasurer, on the recommendation of the Authorizing Officer.
No moneys other than public moneys are to be dealt with under such account.
The account will be operated on by the respective Commanding Officers, and under no circumstances is it to be overdrawn.
Commanding Officers may place at interest on bank deposit for one year any sum they will not require to use during that period, such interest to be duly credited in Cash Book, and expended in accordance with para. 89 of these regulations.
101. Payments shall in all cases be made by cheque signed by the Officer Commanding the Regiment or Corps, and counter-signed by the second in command, or by the Adjutant or other Officer nominated by the Commandant.
102. Commanding Officers will be required to furnish a guarantee of such amount as may be prescribed.
The premiums for such guarantee may be a charge to Corps funds.
103. Commanding Officers will be responsible for keeping the account of all receipts and disbursements in the authorized cashbook, in accordance with the prescribed form. Every separate sum received or paid on the public account should be entered in the cash-book, with the date on which the transaction takes place. An example of the manner in which the same are to be entered is given.
104. Commanding Officers will be required to keep a Guard Book, to contain—
The Roll and Pay List for Brigade or Battalion Staff ;
The Muster Roll and Pay List for Regiments and Corps ;
Claims for Horse Allowance ;
Return of Fines ;
Copy of Annual Balance Shee t; and
All Cash Vouchers, which should be numbered consecutively.
It is to be clearly understood that all Cash Vouchers must contain full details, because such will be required by the Audit Inspector.
105. On or before the 10th of July in each year a balance-sheet of the past year's receipts and expenditure, signed by the Commanding Officer, and countersigned by two other Officers, must be forwarded to the Authorizing Officer, who will transmit same to the Secretary with any remarks he may consider necessary. No portion of the annual allowance shall be issued to any Corps until such balance-sheet shall have been received.
The roll and pay list of the Staff of a Corps, Brigade, or Battalion will invariably be submitted to the Commandant before being sent to the Paymaster. The Commandant's signature to be a voucher that the Officers on the list are efficient, in accordance with the Regulations, and entitled to the proportionate full pay for the period served, irrespectively of the parades attended.
106. In accordance with the provisions of section 29 of the Audit Act 1901, No. 4, all moneys in hand for unclaimed pay left in the hands of the Commanding Officers should, after a period of three months, be returned to the District Paymaster, together with a statement showing the full names, rank, and number of the persons to whom the amounts are due. The sums so returned will be paid into the Treasury to the credit of the Trust Fund—other Trust moneys, and can be drawn therefrom when claimed.
107. In case of the disbandment of a Corps, any balance of the Clothing and Corps Contingent Allowance or other funds, after the payment of all expenses sanctioned under the Regulations, shall be credited to the Consolidated Revenue Fund, under the head of " Defence."
108. Commanding Officers may call upon such Warrant and Non-Commissioned Officers as they may consider necessary, on account of their being intrusted with moneys, to find guarantees for a sum of £100, the premium for which will be paid from Corps funds.
109. The Official Accounts of all Commanding Officers or other persons in Military employ will be audited at least once annually by Officers appointed for the purpose by the Auditor-General.
110. Before the transfer or retirement of any Commanding Officer or other responsible Officer takes place, his official accounts are to be audited, and the necessary application should be made through the Department to the Auditor-General.

PART IV. — COMPENSATION FOR INJURIES RECEIVED ON DUTY—MILITIA AND VOLUNTEER FORCES.
Compensation for Injuries to Members.
111. Sums not exceeding 10s. per diem to an Officer, and 5s. per diem to a Warrant Officer, Non-commissioned Officer or Man of the Militia, or the Volunteer Military Forces, may be recommended for payment, for a period not exceeding six months, out of any moneys which may be voted by Parliament for that purpose, to compensate for loss of salary or wages such Officers, Warrant Officers, Non-commissioned Officers or Men who may be injured in the performance of military duty, and temporarily incapacitated from resuming their calling or trade in consequence of such injury. Full particulars as to any injury must be communicated to the Commandant of the District within forty-eight (48) hours after its occurrence (otherwise claims will not be considered) ; and the Commandant shall thereupon direct a Medical Officer (of the Australian Army Medical Corps if possible) to report on the case. Wherever possible, a Court of Inquiry shall be assembled to inquire into the circumstances of each case, and submit its recommendation to the Commandant. The compensation shall be limited to the period during which the officer or man shall be shown to have been wholly unable to follow his occupation, and shall not be issuable for the day of the accident, or for any period during which he shall have been in camp or under treatment and subsisted in a military hospital.
112. If, in the opinion of the Medical Officer attending the individual, the injury is of a permanent nature, a report will be forwarded to the Commandant, who will convene a Medical Board to inquire into the case, which may recommend an amount of compensation, if any, in accordance with the following scale.
Compensation for permanent disability may be recommended at the rate of 7s. per day.
Permanent disability will be classified as follows :—
One-quarter disablement.
One-half disablement.
Three-quarters disablement.
Total disablement.
The maximum grant for total disability will not exceed three years' compensation at the rate of 7s. per day.
113. Application for the issue of the compensation, except as provided in para. 5 (d), shall be forwarded for the consideration of the General Officer Commanding, and must be supported by the following documents :—
(a) The proceedings of the Court of Inquiry or Medical Board, if any, which reported on the case, or, if no Court of Inquiry or Medical Board was assembled, a statement setting forth in detail the circumstances under which the injury was sustained.
(b) A certificate showing the period during which the officer or soldier was unable to follow his calling or trade. When, however, the injury is of so severe a nature as to incapacitate the officer or soldier from following his employment for a period exceeding two months, a medical certificate snowing the state of the case must be forwarded to the Commandant of the District at intervals of one month.
(c) A certificate that the officer or soldier, during the period for which compensation is applied for, has not been under treatment and subsisted in a military hospital.
(d) A certificate, in the case of a man, from his employer showing the man's average weekly earnings.
(e) A report from the Medical Officer who attended the individual or examined him.
(f) A statement of all medical expenses that are recommended to be defrayed by the Government.
114. It shall be the duty of the Director-General, Army Medical Services, to report upon each case submitted as above to Head-Quarters.
115. The recommendations for the compensation to be granted shall be forwarded in due course by the General Officer Commanding for the consideration and decision of the Minister, except in cases where the recommendations are within the amount that can be approved by Commandants under para. 5 (d).
PART V.—COMPENSATION FOR INJURY TO OR LOSS OF HORSE—PERMANENT, MILITIA, AND VOLUNTEER FORCES.
Compensation for loss of horse.
116. Compensation not exceeding £25 may be granted for the loss of, and not exceeding £10 (including veterinary expenses) for injury to, a horse the bond fide property of a Mounted Officer, Non-commissioned Officer, or a man of the Permanent, Militia, or Volunteer Military Forces, under the following conditions, viz. :—
Compensation is not intended to make good the full amount of loss sustained.
The certified value of the horse lost, not exceeding £25, will be granted to the owner thereof upon application of the Officer Commanding the Corps, in cases where it can be certified :—
(a) That the accident which caused the loss occurred in the actual performance of duty in the field, or while on the march to or from the place of assembly for duty, with a detachment in military formation, and under the command of an Officer or Non-commissioned Officer of the Permanent Staff, Militia, or Volunteers.
(b) That the accident was not occasioned by any fault or want of due care.
(c) That the loss was wholly occasioned by the act of duty which resulted in the horse's death.
117. Compensation for horses will not be allowed in the following cases, viz. :—
Loss on account of injury when the animal is being taken from its owner's stables to the place of assembly for duty, or returning home after the dismissal of the corps from duty, except as provided for in para. 116.
Sprains or lameness.
Loss resulting from internal causes, such as inflamation of the bowels, rupture, hæmorrhage, cold, fever, &c.
118. Where it can be clearly shown that the loss of a horse is actually occasioned by its being necessarily subjected to severe or extraordinary exertion in the Public Service, the Minister will be prepared to take into consideration such cases upon the recommendation of the General Officer Commanding.
119. Full particulars as to any injury must be communicated to the Commandant of the District within at least forty-eight (48) hours after its occurrence (otherwise claims will not be considered).
120. All applications for compensation will be submitted to Head-Quarters, except as provided under para. 5 (e), through the proper channel, and will be invariably accompanied by—
(a) The proceedings of a Board which reported on the case; or, if no Board was assembled (for which special reasons must be shown), by a detailed statement of the circumstances of the case.
(b) A certificate in the case of an Officer, and an affidavit by the owner in the case of other ranks, made before a J.P., showing the period during which the horse was unfit, and that it was fit for service prior to the accident.
(c) Where obtainable, a report from the Veterinary Surgeon who examined or attended to the horse.
(d) In case of death, the age and the estimated value of the horse at that time, and in the case of injury, the age and estimated value of the animal both prior and subsequently to such injury, supported by a certificate from a Veterinary Surgeon (where obtainable), and also from the Commanding Officer.
(e) All correspondence on the subject, bearing the remarks and recommendations of the Commandant concerned.
121. In order to avoid the inconvenience which arises from time to time in settling the claims of civilian Veterinary Surgeons, the Officer Commanding will take care that, whenever the services of a civilian practitioner are required, he is informed that, in case of objections being raised to the charges he may make for his professional attendance, they will be submitted for the examination and decision of the General Officer Commanding, and that his award must be considered as final by the practitioner. The practitioner will only be employed if he makes an agreement to this effect, and Officers Commanding will be held responsible that such agreements are duly made.
PART VI.—ALLOWANCES.
SECTION I.—TRAVELLING ALLOWANCES.
122. The following are the rates of Travelling Allowances to be drawn by members of the Military Forces when necessarily absent on duty from their usual place of residence, and unaccompanied by troops :—

(a) The above rates of Travelling Allowance are exclusive of any cost of conveyance by land or water ; and in computing the period the time will be counted from the time of departure by train, coach, or steamer to the time of return by the same.
(b) When members travel by steamer or other vessel in which the fare paid includes subsistence, one quarter of the ordinary rates to which such officers would be otherwise entitled shall be allowed.
(c) Members travelling beyond the limits of the State in which they are ordinarily employed shall receive an increase of one-fifth on the scale rates. Provided that this Regulation shall not apply to those employed at stations on or near the border of the State.
(d) Members stationed in Western Australia, when travelling on duty in the gold-fields districts, shall receive an increase of one-fifth on the rates laid down in the scale of Travelling Allowance.
(e) Where it is proved to the satisfaction of the Minister that the travelling expenses a member would be entitled to draw under these regulations do not as a rule cover his actual expenses, the Minister may authorize a payment in addition to that set forth in the foregoing Schedule of Allowances.
(f) The Minister may reduce the rates of Travelling Allowances under the scale, when circumstances appear to justify such a course.
(g) When the journey is commenced and completed in the same day, only actual necessary expenses for the meals shall be allowed, on the following scale, viz. :—

A morning meal will only be granted if leaving before 7 a.m., and an evening meal if returning after 7 p.m.
(h) Warrant Officers, Non-commissioned Officers, and Men, where practicable, will be provided with rations and quarters in lieu of the Travelling Allowances, and any mess charges will be allowed them, not exceeding 2s. per diem.
(i) Warrant Officers, Non-commissioned Officers, and Men of the Machinery Branch of the Ordnance Department, when employed at Forts where there is no mess, if provided with quarters, may be granted an allowance of 2s. per diem.
(2)—Livery.
Livery.
(a) Officers and others travelling with their horses will be reimbursed the actual necessary livery expenses. Claims must be supported by receipts.
(b) Officers and others proceeding to distant parts, requiring to be mounted, when not taking their horses, will be allowed the cost of horse hire, provided the amount does not exceed the cost of freight. Claims must be supported by receipts.
3. Cab Hire.
Cab. hire.
(a) Cab hire is allowed to Officers when necessarily travelling with baggage, but not for the conveyance of changes of uniform or plain clothes, when proceeding and returning the same day, unless in very exceptional cases, which should be specially submitted.
(b) Carriage and cab hire will not be allowed when railway or other ordinary public conveyance is available. Claims for carriage and cab hire must be supported by a statement showing the necessity for using carriages or cabs, also the places from and to, and distance travelled.
(c) Cab hire, when baggage is not necessarily taken, will not be admitted for distances of less than two (2) miles, unless required for necessary saving of time apart from all circumstances under the Officer's own control. A full explanation of the circumstances must accompany each claim, and the distance travelled, together with the places from and to, must in every case be shown.
(d) Cab hire may be allowed to Warrant or Non-commissioned Officers when travelling with baggage, if no cheaper mode of conveyance is available.
(e) Where cab hire is claimed for more than 5s., receipt for such payment must accompany claim.
(f) When an Officer, Warrant Officer, or Non-commissioned Officer proceeds on duty by rail, cab hire from his quarters or house to railway station will not be allowed for any distance the charge for which exceeds 5s.
(g) When two or more Officers, or two or more Warrant Officers and Non-commissioned Officers, proceed from one quarter on the same duty, a separate cab will not be allowed for each, unless it be shown that it was impracticable for the Officers, or Warrant Officers and Non-commissioned Officers, to perform their journey together.
(h) Cab hire will not be admissible in connexion with the opening or prorogation of Parliament, or attendance at levees.
4. Transfers and Removals.
Transfers and removals.
(a) When Officers, Warrant Officers, Non-commissioned Officers, or men are transferred from one station to another, or from one military district to another, the actual cost of conveyance of such Officers, Warrant Officers, Non-commissioned Officers, or men, as well as that of their wives and children, will be paid by the Department, except where the transfers are made by way of punishment or at their own request.
(b) Claims may also be submitted for payment of the actual cost of removal of furniture in accordance with the following scale:—

(c) In providing for cost of removal, only necessary household furniture and effects shall be taken into consideration.
(d) Vouchers must be produced for all payments.
(e) A member of the Forces shall not be entitled to any compensation from the Government for losses or damage arising from removal.
(f) Where exceptional circumstances can be shown to exist, a reasonable amount in excess of the maximum under these Regulations may be authorized by the Minister.
(g) Before removal is undertaken the member concerned shall, where practicable, obtain offers from at least two carriers, and submit to the Commandant, who shall authorize the acceptance of the more suitable, provided that the maximum amount under these Regulations is not exceeded.
(h) In all cases where Military Transport is available it must be used.
(i) In cases of transfer of Mounted Officers, Warrant or Non-commissioned Officers permanently employed, from one station to another, their chargers may also be transferred at the public expense, when it is considered to be in the interests of the Force.
5. Accommodation, Class of.

(b) In coastal steam-ships where good 2nd class accommodation is not available, 1st class is only allowed in cases marked (1).
(c) A superior class of accommodation may, upon medical recommendation, be assigned to invalids.
6. Claims.
Claims
(a) The travelling claims of members of the Military Forces shall be signed or countersigned as under :—
Head-quarters Staff—By the Deputy Quartermaster-General or such other Staff Officer as may be deputed by the General Officer Commanding.
District Head-quarters Staff—By the Deputy Assistant Quartermaster-General of the District, or such other Staff Officer as may be deputed by the Commandant of the District.
Departments, Regiments, or Corps—Signed by the Head of the Department, Regiment, or Corps, and counter-signed by the Deputy Assistant Quartermaster-General of the District, or such other Staff Officer as may be deputed by the Commandant.
(b) Claims for travelling expenses (including any expenses incurred for conveyance of baggage), and for travelling allowance shall be prepared in full detail, and in order of occurrence, on the usual voucher form, to be submitted for payment not later than one month after the completion of the journey ; but in the case of the last month of the financial year, claims must, if possible, be rendered to the District Paymaster not later than the 20th of that month.
7. General.
General
(a) Every care must be taken that the expenditure under the head of travelling allowance is kept down to the lowest possible limit ; and Commandants are held responsible that the least possible expenditure is entailed by those under their command in the performance of their duties.
(b) No Officer shall proceed on any duty without first informing the Head of his Department or Commanding Officer, and such Head of Department or Commanding Officer, before granting permission, shall satisfy himself that the travelling is necessary. If, through the exigency of the service, the permission of the Head of Department or Commanding Officer could not be obtained, such should be at once reported in writing or verbally, if the Officer travelling returns within twenty-four (24) hours.
(c) All persons, on first taking up appointments within the Commonwealth, must join at their own cost. No travelling or other expense will be allowed for themselves, wives, or families. A special agreement may, however, be made by authority of the Minister, if the person joining comes from outside the Commonwealth, or in cases of persons proceeding from one State to another.
(d) It is not intended that Members of the Militia, or the Volunteer Forces, shall be granted travelling allowance under these Regulations, except in special cases where the travelling is necessary for the duties of their command, or where they are directed to proceed upon some special duty, outside their attendance at ordinary parades, drills, or encampments, or unless travelling is involved on account of no resident Officer being available for duty with any corps.
(e) An Officer detailed to temporarily carry out the duties of an appointment (other than his own), without receiving any additional salary, which involves absence from his Head-quarters for more than seven days, shall draw, after the first period of seven days, a reduced allowance at the rate of £2 10s. per week, such allowance to be in lieu of the scale prescribed for his rank ; but in no case shall such allowance be continued for a longer period than two months.
Where an Officer, whilst carrying out duties other than his own, receives additional salary equal to or greater than this reduced allowance, he shall not be entitled to any allowance, but where the additional salary does not amount to the reduced allowance, he may be paid the difference.
(f) Gratuities to railway porters, ships' stewards, &c., are inadmissible, but porterage outside a railway station will be allowed for journeys with baggage when cab hire is not charged. Booking or cloak-room fees are only allowed when cab-hire otherwise admissible is thereby saved.
(g) Excess luggage will not be paid for by the Department.
(h) Any case not coming within the above should be submitted for a special ruling.
SECTION II.—SPECIAL DUTY PAY FOR MILITIA OFFICERS.
Courts of Inquiry or Courts Martial.
123. Officers of the Militia Forces acting as members of Courts of Inquiry or Courts Martial (except while their corps is attending parade or encampment) will, subject to the approval of the General Officer Commanding, receive an allowance equal to the daily rate of pay for their respective ranks for each day or part of a day whilst so employed.
SECTION III.—SCHOOLS OF INSTRUCTION.
Schools of Instruction.
124. Officers, Warrant and Non-commissioned Officers, attending schools will draw travelling allowances in accordance with the Regulations only while actually proceeding to and from the locality in which such schools are held.
125. When Officers, Warrant, and Non-commissioned Officers attending schools are provided with tentage or quarters and rations, travelling allowances will not be drawn during the progress of such schools, but an allowance, in the case of officers not exceeding 5s. per diem, and in the case of Warrant and Non-commissioned Officers not exceeding 1s. 6d. per diem, may be approved by the Commandant on the recommendation of the Chief Instructor.
126. Officers, Warrant Officers, and Non-commissioned Officers attending Schools of Instruction occupying whole or continuous days, without being absent from their usual places of residence, may be granted a subsistence allowance, if expense has been incurred, on the recommendation of the Chief Instructor, not exceeding 3s. per diem in the case of Officers, and 1s. per diem in the case of Warrant Officers and Non-commissioned Officers.
127. Instructors and Assistant Instructors, if required to be continuously absent from their quarters, will, during the progress of a school, draw a special allowance in lieu of the ordinary travelling allowance, as follows :—

128. Forage, in kind, for one horse will be provided for Officers and others attending schools in connexion with the mounted services.
Note.—These Regulations do not apply to School of Gunnery, except in the case of attendance of Militia or Volunteer Officers.
SECTION IV.—PAY, &c., OF OFFICERS SENT OUT OF THE COMMONWEALTH FOR INSTRUCTION.

129. Permanent Officers, Warrant and Non-commissioned Officers sent to England for courses of instruction will continue in receipt of their consolidated rates of pay ; and will draw the travelling allowance of their rank as if travelling in their respective States when proceeding, whilst in England, to and from any Military Station or place, together with any necessary rail and cab fares.
130. Officers of the Militia or the Volunteer Forces will receive pay at the rate of 16s. per diem ; and will draw the travelling allowance of their rank as if travelling in their respective States when proceeding, whilst in England, to and from any Military Station or place, together with any necessary rail or cab fares.
131. Whilst on board ship between England and Australia, travelling allowance may be drawn at the rates laid down in para. 122/1(b).
Course of Instruction in India.

132. Officers sent to India for courses of instruction will receive pay as above, together with their actual travelling expenses whilst in India, and an allowance, not exceeding £50, to cover the necessary cost of provision of outfit and camp equipage. Claims for the latter allowance, and also for travelling expenses, must be supported by vouchers.
133. Whilst on board ship between India and Australia, travelling allowance may be drawn as laid down in para. 122/1 (b).

134. The following special gratuities will be granted to Officers of the Artillery and Engineers :—

Camp or field allowances.
135. During the period of continuous training, when under canvas or when travelling with troops by road, Officers and Warrant Officers of the Commonwealth Military Forces will be entitled to the undermentioned camp or field allowances :—

136. In addition, an allowance of 1s. per diem for each Warrant Officer and Sergeant in Sergeants' Mess will be granted when a Sergeants' Mess is formed under canvas; the amount will be paid to Commanding Officers, as it is intended that the allowance shall go to cover Mess expenses, and not as a personal allowance to individuals.
SECTION VI.—RATIONS.
1. Provisions.
Persons entitled to rations.
137. Provisions will be issued as follows :—
(a) One ration for each Warrant Officer, Non-commissioned Officer, and soldier on the effective strength of the Permanent Military Forces, except as stated in paragraph 138.
(b) One ration to a recruit for each day before attestation for which pay is admissible.
(c) To all Officers, Warrant and Non-commissioned Officers, and soldiers attending Schools of Instruction, as provided for in the Regulations for Schools of Instruction.
(d) The issue of rations, as hitherto allowed to the wives and children of soldiers of the Permanent Military Forces on the married strength, will be continued until the soldier re-engages, or is promoted, or his pay has been consolidated.
When inadmissible.
138. Rations in money or kind will not be admissible—
(a) For Officers, except as stated in paragraph 137 (c).
(b) For Warrant and Non-commissioned Officers or soldiers in receipt of a consolidated rate of pay, when the value of rations is included in their pay (except as stated in paragraph 137 (c).
(c) For days on which travelling allowances are granted.
(d) For soldiers dieted in a Military or Civil Hospital or Prison, or in a Lunatic Asylum.
(e) For soldiers subsisted on board ship at the public expense.
Absentees.
139. Soldiers absent without leave for more than 24 hours will be struck off the Ration List.
Prisoner on discharge from prison.
140. A soldier, on the day of his release from prison, may receive a ration, or the allowance in lieu, unless he is not released until the afternoon and is subsisted in prison.
Overdrawals.
141. Care must be taken that rations unavoidably or accidentally drawn in excess of the requirements of the unit for any day are retained for issue the following day.
2. Scale of Rations.
Scale.
142. The daily Scale of Rations is as follows :—

Commandants may sanction special issues for instructional purposes to Schools of Cookery, and to Hospitals where Cooking Classes are held.
Commutation in lieu of rations.
143. When a ration is not issued, a commuted allowance approved by the Minister not exceeding the contract price of the ration may be drawn by :—
(a) All persons entitled to ration at stations where there is no contract, or who while travelling cannot be supplied with them other than provided in para. 138 (c).
(b) Warrant Officers (except unmarried regimental Warrant Officers where dining accommodation in a mess is available) and Non-commissioned Officers and men married with leave, for themselves and families, under para. 137 (d).
(c) Soldiers on leave, pass (over 24 hours) or furlough.
(d) Recruits who have not been finally passed into the service, or who join too late to be included in the ration return for days on which they are entitled to pay.
(e) Soldiers employed on any duty which, in the opinion of the Commandant, renders it desirable that the allowance in lieu should be granted.
(f) The soldiers specified in (a) to (e) may be struck out of mess and draw the money allowance under the authority of the Commandant.
(g) At Camps of Training, Bivouacs, Staff Rides, or Active Service within the Commonwealth, all Officers, Warrant and Non-commissioned Officers, soldiers, nurses, and civilian subordinates of the Commonwealth Military Forces, and Officers' servants (not soldiers), at the rate of one per Officer, will be allowed daily a ration as follows :—
1¼ lbs. bread or 1 lb. of biscuit
1½ lbs. fresh meat or 1 lb. of preserved meat or salt fish
¾ oz. coffee
1-32 oz. pepper
8 ozs. mixed vegetables, or 2 ozs. cheese, of 1-6 lb. jam

Straw for Tents.
10 lbs. per officer or soldier, to be exchanged periodically, as required.
Candles.
1 per bell tent
2 per marquee tent
Hospital tents or marquee tents used as hospital tents as may be directed by the Medical Officer in charge.
(h) Civilian grooms or drivers connected with hired transport may also each be supplied with the camp ration if the conditions of contract under which the transport is provided contain a clause to that effect.
(i) At camps of training, bivouacs, or active service, all rations must, if possible, be drawn in kind. No commutation will be allowed, except when rations cannot be supplied under a regular or special contract.
Equivalents.
144. Commandants may, to suit local conditions, vary the scales laid down in paragraphs 142 and 143 of these Regulations, at their discretion, by authorizing the issue of any equivalents in articles of food, provided that the contract price of the ration is not exceeded.
Exceptional rates of allowances.
145. At isolated forts and stations where no contract can conveniently be entered into, or in other very special cases, the Commandant may temporarily grant such special rate of allowance in lieu of rations as the circumstances of the case may justify, reporting his action to Head-quarters.
3. Mode of Issue and Accounting.
Staff and Departments.
Requisitions and returns.
146. In Camp, at Staff Rides, and in the field, unless the Staff is attached to a unit for rations, an Officer or Non-commissioned Officer will be told off for the duty of making requisitions for the Officers, soldiers, and civilian subordinates of the Staff, and will act upon the rules laid down for Quartermasters of regiments.
Regimental Issues and Returns—(Ordinary Service).
147. The Quartermaster of a unit, or Officer acting for him, will requisition (Form No. 1, see Appendix " A ") direct upon the Supply Officer or contractors (as the Commandant may decide) for all supplies required, forwarding with the requisition a statement (Form No. 2, Appendix " B ") showing how delivery is required to be made. A copy will be kept of all requisitions in Army Book (a), (Appendix " H "). At the end of each month this book will be balanced and the contractor's claims for payment checked therewith.
148. Officers commanding units will keep a ration return, Form No. 3 (Appendix " C ") which will include all soldiers attached for rations. At the end of each month they will forward this return to the District Paymaster to attach to their pay-lists.
149. The adjustment of rations in kind will be made daily, but to meet any unforeseen casualties which may occur too late in the month to be adjusted during the period of the pay-list, a modified running account to the extent of five rations, either under-drawn or over-drawn, will be permitted for each month in the year except June, on the last day of which a cash settlement for over-drawals will be made ; and any under-drawals will be forfeited as " back rations." The contract value of rations over-drawn in excess of the above limit will be credited to the public if the Commandant decides that the over-drawal was due to negligence ; under-drawals in excess of the limit may, if not due to negligence, be carried forward to the next account. In dealing with these cases the Commandant will satisfy himself that the over-drawal or under-drawal was unavoidable, and occurred so late in the month as to render an adjustment impossible.
Any amount authorized to be refunded as above will be admitted as a charge against the public if supported by the authority (in original) of the Commandant.
Abstract of rations.
150. The rations drawn by batteries, companies, or Schools of Instruction will be accounted for in the abstract of rations, Form No. 3 (Appendix " C ") which will show all casualties affecting rations.
Back rations forfeited.
151. Rations in kind which have not been claimed in the month to which they belong will be considered as back rations, and no issues on account of them will be made, except as allowed by para. 149.
Surcharges.
152. Surcharges made for over-issues are not to be accounted for by replacing the articles in kind, but by payment of their value.
4. Returns at Camps, &c.
Requisitions
153. At Camps, Staff Rides, or Active Service, indents upon Army Book No. B (Appendix " I ") will be made by the Officer Commanding the unit upon the Officer in charge of supplies for the supplies required by his unit, counterfoil Ba remaining in the book. The officer in charge of supplies will treat the indent, when duly receipted, as his voucher for the issue.
Record of receipts.
154. Upon receiving the supplies in conformity with the requisition, the Commanding Officer will ensure that a record of the quantities received is kept upon a counter-foil of the requisition for the day in question, and no further interchange of vouchers between the unit and the Officer in charge of supplies will be required.
Abstract prepared by officer in charge of supplies.
155. The Officer in charge of supplies will prepare an abstract on Form No. 4 (Appendix " D ") of the numbers and units for whom rations are being issued, and will submit the same to the Staff Officer in charge of the " States," with a view to the abstract being certified as correct, after a comparison of the " States " and the number for whom supplies are being actually drawn, the abstracts so certified will be sent to the District Paymaster with the accounts for the camp, any errors and discrepancies that may appear being at once brought to the notice of the Officer Commanding and adjusted, either by payment for the supplies over-drawn or a certificate that the over-drawals were unavoidable. In the event of any further difficulty arising, the matter will be referred to the Commandant by the District Paymaster.
5. HOSPITAL RATIONS AND STOPPAGES.
Diets on ordinary services.
156. Issues will be made to the patients specified in paragraph 165 in accordance with the following scales, according to the diet upon which each patient may be placed :—

159. The following rates will be allowed for substitutes :—

3 ozs. flour, or 3 ozs. rice, or 8 ozs. bread, equal 16 ozs. potatoes.
1 tin condensed milk equals 2¼ pints.
1 oz. preserved potatoes equals 5 ozs. fresh potatoes.
1 oz. preserved vegetables equals 10 ozs. fresh vegetables.
½ oz. coffee equals ⅙ oz. tea.
Rice 2 ozs., or split peas 1 oz., or lentils 1 oz., or haricot beans 1 oz. equal 1½ ozs. barley, for low diets.
Half a rabbit equals half a fowl.
2 calves feet (fresh) equal 1 quart 01 calf's-toot jelly.
On active service or camps.
160. On active service, or camps of training, the scale of diets laid down in paragraph 156 will be followed as far as practicable, and any deviations found necessary on account of the position, climate, or the supplies obtainable will be sanctioned by the Commandant, on the advice of the senior medical officer present. If a special hospital for officers is formed on active service, the scale of issues will be such as from time to time may be ordered by the Minister, or by the General Officer Commanding in anticipation of his authority.
When soldiers are only temporarily treated.
161. In the event of a soldier not being likely to require treatment beyond that of the day on which he has reported himself sick, he will be detained in the hospital for that day only and subsisted from his unit, to which he will return if considered fit for duty ; but if at the evening he is found unfit for duty, he will be regularly admitted and placed on hospital diet for the following day, notice to that effect being sent to the officer commanding his unit.
Extras for soldiers on first or last day in Hospital.
162. soldiers will not be placed on diet on the day of admission to hospital, but should they require nourishment in addition to the ration supplied by their company (which should be sent to the hospital uncooked whenever practicable), before they are placed on regular diet, medical officers may order what is necessary from the following extras :—
Bread, butter, tea, sugar, extractum carnis or essence of beef, milk, wines, and spirits.
On the day of departure of invalids who are not on diet, a similar course may be adopted, but in all such cases the extras will be entered on the diet sheet.
On field service or in camps.
The rules here laid down will usually be applicable to field service and in camps, but should soldiers not bring with them the rations which have been drawn regimentally for the day of admission, they will be fully subsisted for that day under hospital arrangements according to their requirements.
For non-dieted Hospitals.
163. In non-dieted hospitals, on ordinary peace service or camps, the company ration will be supplied from the unit to which the soldiers belong, and the following extras will be issued when considered necessary :—
Extractum carnis or essence of beef, sugar, tea, oatmeal, arrowroot, barley, wine, brandy, mustard, pepper, salt, milk, eggs, and the diet drinks (barley-water, rice-water, gruel, and lemonade) referred to in paragraph 157.
Men treated in Quarters.
164. When, owing to there being no hospital at the station, soldiers have to be treated in quarters, the extras specified in paragraph 163 (except wine and brandy) will be supplied when considered necessary by the medical officer.
Schedule of Persons entitled to Hospital Diets, and of Rates of Stoppages.
Schedule of cases and Hospital stoppages.
165. Medical officers in charge will be guided, as regards admissions to Military Hospitals, by the Regulations governing medical attendance to the Permanent Forces. Attendance, medical comforts, &c., will, in ordinary cases, be free, but the full pay, less threepence per diem, of any soldier admitted to hospital or treated in quarters for venereal diseases, or on account of sickness the result of offences committed by him, will be stopped.
Treatment in Civil Hospitals.
166. When a soldier entitled to treatment in a military hospital is, for special reasons, treated in a civil hospital, it will, except as stated in para. 165, be at the public cost.
Maintenance in Civil Asylum.
167. The cost of maintenance of a soldier temporarily detained in a civil lunatic asylum (if demanded) is chargeable against the public. It should be charged in the accounts of the unit to which the soldier belongs.
Requisitions and Stoppage Returns.
Requisition for supplies.
168. All supplies required for hospital diets, extras, and medical comforts will be obtained by medical officers' requisition on Form No. 1 (Appendix " A ") either from the supply officer or from the contractor direct, as the case may be.
169. Hospital stoppage return Form No. 6 (Appendix " G ") showing the number of stoppages due from each soldier, will be prepared from the administration and discharge book on the termination of each month, and will be signed by the medical officer in charge. These returns will be transmitted direct to the Officer Commanding the man's unit, and will be attached to pay lists as vouchers.
170. When a transfer of soldiers from one unit to another while in hospital is absolutely necessary, a notification must be sent to the Medical Officer in charge.

Meals on discharge.
Special diet.
172. When meat is used for soup, legs and shins only will be supplied. A breakfast meal may be given when necessary to men on the day of their discharge from prison ; also a dinner meal to men not discharged until the afternoon. In the case of prisoners sentenced to long terms of imprisonment, who may be temporarily confined in provost or other prisons, where no means of preparing the higher class of diet are at hand, such additions of bread and oatmeal gruel will be made to the diet as may, in the opinion of the Medical Officer, be necessary.
Ill-conducted prisoners.
173. The scales for ill-conducted and idle prisoners, and the regulations governing them, are detailed in the rules for Military Prisons (Imperial) which will be followed.
Mode of Obtaining and Accounting for Supplies for Prisons and Provost Cells.
Mode of supply.
174. The supplies for subsistence of prisoners will be obtained :
(a) By contract or by local purchase by the officer in charge of the prison or cells.
(b) By direct purchase by the Provost Sergeant.
Accounts to be rendered.
175. when the supplies are purchased by the provost sergeant, he will obtain such funds as may be required on imprest from the District Paymaster. He will at the end of each month forward to the District Paymaster an account, properly supported, and certified to by the officer in charge of the prison or cells, together with Army Form No. 7 (Appendix " E "). He will keep details of his receipts and expenditure in Army Book C (Appendix " F ").
Money Allowance in Certain Cases.
Confined to Barracks or in Guard-room.
176. For a soldier released from prison, but confined to Barracks, not doing duty, or for a soldier confined in the guard-room, the ordinary ration, or a commuted allowance in lieu thereof, will be drawn.
Prisoners in Civil Gaols.
Subsistence.
177. When any soldier is in a civil gaol as a prisoner, or waiting trial either for a civil or military offence, or as a deserter, charges for his subsistence (if any) will be chargeable to the unit to which the soldier belongs. The rate to be paid for prisoners in State prisons will be such as the Commandant and prison authorities may decide.

(b) The ration of forage counts from the mid-day feed of the day for which it is drawn, and therefore includes the morning feed for the next day.
(c) An extra issue of two (2) lbs. of oats per diem may be made for Government horses employed at draught-work for at least five hours a day during the period from May to August inclusive, and for horses employed on special work, which, in the opinion of the District Commandant, renders the issue necessary.
(d) The daily rations for hired horses (when provided for in conditions of contract) will be as follows :—
For draught horses—Oats, 14 lbs ; hay, 10 lbs.
For other horses—as in (a).
Ration considered sufficient.
(e) The authorized ration is laid down as being sufficient for the average requirements of horses. Officers commanding units will use their discretion as a matter of regimental arrangement in directing the distribution of the proportions of the full ration.
Food to be varied.
(f) Power should be given in the Conditions of Contract which will further enable the Commanding Officer to vary the food of the horses of the unit by giving equivalents in lieu of a portion of the ordinary ration, provided the cost of the ration is not exceeded.
Equivalents.
(g) The following scale of equivalents shows the substitutes which are allowed to be drawn when necessary.
Barley, 1 lb. Straw, 2 lbs. Bran, 1⅛ lbs. Hay, 1½ lbs. Oats, 1 lb. Maize, 1 lb. | All equivalents of each other. |

Deviations from this scale may be made at the discretion of the District Commandant, provided the variations sanctioned do not give rise to increased cost.

(h) Forage ration returns on Army Form No. 4 (Appendix " D ") will be rendered in the same manner as laid down in para. 155, " Provisions."

SECTION VII.—ALLOWANCES TO WITNESSES AT COURTS-MARTIAL OR COURTS OF INQUIRY.

PART VII.—MEDICAL ATTENDANCE.
SECTION I.—PERMANENT FORCES.
I.—General Instructions.
General Instructions.
179. Medical attendance will be granted to the undermentioned Officers, Warrant Officers, Non-commissioned Officers, and men of the Permanent Military Forces, under the regulations and conditions hereafter denned, except when on ordinary leave or furlough :—
(1) Officers of the Administrative and Instructional Staff, with the Warrant Officers and Non-commissioned Officers attached thereto, including Military Clerks when duly enlisted as such.
(2) Officers, Warrant Officers, Non-commissioned Officers, and men of—
(a) Royal Australian Artillery Regiment.
(b) Australian Corps of Engineers, Permanent Establishment.
(c) Australian Army Service Corps, Permanent Establishment.
(d) Australian Army Medical Corps, Permanent Establishment.
180. Definition of the term " Medical Attendance."—The term " Medical Attendance " throughout these Regulations means the professional advice and care during sickness or injury afforded in hospital or out of hospital by a Military Medical Officer appointed for the duty, or by a Civilian Medical Practitioner who has been appointed to take medical charge of troops.
Medical attendance does not, however, include surgical operations, except those of a minor character, and which do not involve the administration of an anaesthetic, unless such operations are performed in a Military Hospital by a medical officer duly appointed to take charge of troops.
Medical attendance will be restricted to the persons detailed in the following regulations, and subject to the conditions therein laid down. It will include the supply of medicines, &c., prescribed by the Military Medical Officer in charge of the case, and ordered by him from a Military Hospital.
When medical attendance is given in a district where there is no Military Hospital, either by a Military Medical Officer or by a Civilian Medical Practitioner in medical charge of troops as laid down above, all medicines, &c., will be supplied by those officers; these drugs will be confined to those of the British Pharmacopoeia; patent or proprietary medicines will not be recognised.
All such attendance must be notified the day the attendance commences, for the information of the Principal Medical Officer of the State. The cessation of the attendance will also be notified in a similar manner.
In all cases where there may be a Military Medical Officer resident within a district or town, for which medical attendance has been approved, the attendance will be carried out by that officer.
181. Admission into Hospital.—No person, unless authorized by regulations, will be admitted as a patient into a Military Hospital without the special sanction of the Commandant, and any departure from this rule will render the officer authorizing such deviation liable for all expenses which may be incurred.
182. Issue of Medical Comforts, Diets, or Extras.—Medical comforts, diets, or extras will only be issued to members of the Permanent Military Forces when admitted for treatment at a recognised military hospital, or as specified in paragraph 191 of these Regulations ; and any such issue made to any person or persons not so entitled, or ordered on the authority of Commanding Officers, Military Medical Officers, or Civilian Medical Practitioners in medical charge of districts or troops, will not be sanctioned as a charge against the public, and the value of all articles so issued will be recovered from those on whose certificates the issues were made.
183. Attendance cannot be claimed in cases of Child Birth.— Attendance cannot be claimed during their confinement for the wives of officers, warrant officers, non-commissioned officers, or soldiers.
184. Nominal Rolls.—Nominal Rolls of all persons entitled to medical attendance, giving the rank and address of each person, will be furnished by the Officer Commanding, or the head of the Department, on the first day of each quarter to the District Principal Medical Officer, and no person other than an enlisted soldier will be considered entitled to medical attendance whose name is not included in this roll.
II.—Officers, Their Wives and Children.
Officers, their Wives and Children.
185. Conditions entitling to Attendance.—Officers are entitled to medical attendance at the public expense only under the following conditions :—
(a) That the officer is at a station where there is a Military Medical Officer appointed for the duty, or a Civilian Medical Practitioner who has been appointed to take medical charge of troops, as laid down in para. 180.
(b) Officers not living in barracks will be entitled to medical attendance, provided they reside within a radius of 2 miles from barracks.
In all cases of attendance at Head-quarters the medicines must be supplied from the Military Hospital, where such exists, on a written order of the Medical Officer in charge of the case.
186. Recovery of Expenses when Injured on Duty.—An officer or soldier injured in the execution of his duty may (subject in each case to the regulations regarding " Compensation for injuries received on duty ") claim any reasonable expenses for his medical attendance, should the services of a Military Medical Officer or a Civilian Medical Practitioner in medical charge of troops be not available ; provided that in each case the commencement of the attendance is reported within 72 hours, and the Civilian Medical Practitioner so employed is approved of by the District Principal Medical Officer.
187. Admission under urgent circumstances.—In cases of great urgency an officer may, on the recommendation of the District Principal Medical Officer or his representative (who will first ascertain whether there is accommodation vacant) be at once admitted for treatment into a Military Hospital, pending sanction from higher authority.
188. Attendance on Officers' Wives and Children.—The wives and children of officers (up to fourteen years of age) are entitled to medical attendance at the public expense only when the officers are serving under the conditions stated in paragraph 185.
189. Claims for Medical Practitioners privately employed by Officers.—Except as before specified, claims for reimbursement on account of the services of Civilian Medical Practitioners employed privately by officers for attendance on themselves, their wives, and children, or for medicines purchased by them, will not under any circumstances be entertained.
III.—Warrant Officers, their Wives, and Children.
Warrant Officers, their Wives and Children.
190. Regulations for Attendance on Warrant Officers.—Warrant Officers will, under ordinary circumstances, when requiring medical attendance, present themselves at a Military Hospital or Dispensary at 10 a.m., unless their illness be of such a nature as to prevent their doing so, in which case they will be visited in their own quarters or their own residence, provided that they reside within a radius of 2 miles from barracks or Head-quarters.
191. Admission into a Medical Hospital.—When it is considered absolutely necessary by the Medical Officer in attendance, Warrant Officers will be admitted to a Military Hospital when available, separate accommodation being afforded them when practicable. When under treatment in their own quarters or residence, medical comforts will only be allowed in cases where it is certified that the illness is due to injury on duty.
192. Attendance on Wives and Families of Warrant Officers.— The wives and children (up to fourteen years of age) of Warrant Officers will receive medical attendance in their quarters. When not residing in quarters they will be entitled to medical attendance as laid down in para. 190.
IV.—Non-commissioned Officers and Men.

193. Admission to a Military Hospital or Attendance.—Non-commissioned Officers and men will, when sick, be admitted to a Military Hospital where available. Where there is no Military Hospital they will be entitled, whether on duty or on sick furlough, to admission to a civil hospital which has been duly approved of, and to medical attendance at the public expense, provided they are attended by a Military Medical Officer, or a Civilian Medical Practitioner, duly appointed to the medical charge of troops of the District they may happen to be in. This does not apply, however, to soldiers on ordinary furlough, or to deserters. Non-commissioned Officers of the Staff will not, as a rule, be admitted to a Military Hospital for treatment, but may be so on the recommendation of the State Principal Medical Officer.
The Wives of Non-commissioned Officers and Men.

194. Attendance for Wives and Children.—The wives of Non-commissioned Officers and men, who are borne on the married roll, with their children and step children (up to fourteen years of age) will be allowed medical attendance only at Head-quarters, where there is a Military Medical Officer in medical charge of troops, or when doing duty on detachment where there is a Military Medical Officer duly appointed, or a Civilian Medical Practitioner appointed to take medical charge of troops, as laid down in para. 190.
SECTION II.—AUSTRALIAN ARMY MEDICAL CORPS, MILITIA, AND VOLUNTEER ESTABLISHMENTS.—PAY FOR SPECIAL SERVICES.
(a) Militia Establishment.

195. Attendance at a Military Hospital, where such exists, for the accommodation and treatment of Permanent Troops during absence on duty of the Officer in Medical Charge of Permanent Troops, £1 1s. per diem, when so detailed.
196. Administration of Anæsthetics or consultation with, or assisting at an operation with the Medical Officer in charge of Hospital for Permanent Troops, £2 2s.
197. Medical Boards on Permanent Services, £2 2s.
(b) Volunteer Establishment.
Volunteer Establishment.
198. For the Medical examination of Recruits for Militia Regiments and Corps to which they may be attached, in those districts or localities where no Medical Officer of the Militia Establishments exists, a fixed rate of 2s. 6d. per each recruit examined. To be charged to " Medical Examination of Recruits."
199. When attending camps of continuous training, or any, local camp, if specially detailed for same, they may receive the daily rate of pay of their rank. To be charged to Camp Vote.
200. For attending Medical Boards when detailed by the District Principal Medical Officer, they may receive rates of remuneration similar to those laid down for Officers on the Militia Establishment as regards Permanent Services.
PART VIII—MISCELLANEOUS EXPENDITURE.
Miscellaneous expenditure.
201. An expenditure not exceeding £10 can be authorized by Commandants on funerals of members of the Permanent Forces.
202. An allowance of 9d. per diem may be granted for cooking meals of prisoners in cases where there are residential quarters for the Non-commissioned Officer in charge of the provost (attached to the provost).
203. Tea money, at the following rates, may, on the approval of the Commandant, be paid to Military Staff Clerks who are required to attend after ordinary hours, and who work for at least two hours after the usual office hours :—

204. An allowance at the rate of 7s. for a whole day, and 5s. for a half-day, may be granted to men employed as markers for musketry.
PART IX.—POSTAGE AND TELEGRAMS.
205. Postage.
Postage.
The amount of postage will, in all cases, be ascertained before letters and packets are despatched, and no unnecessary papers are to be sent through the post. The cost of such postage in the case of letters and packets sent by book or parcel post will be defrayed by means of postage stamps marked " O.S.," which District Paymasters will obtain by requisition on the State Deputy Postmaster-General, and issue, in such quantities as the Commandant may determine, to heads of departments, Officers commanding units, Officers in charge of cadets, and Secretaries of rifle clubs not provided with capitation, clothing, or effective allowances.
Officers Commanding Militia or Volunteer Corps receiving funds for capitation, clothing, or effective allowances will purchase stamps for their commands locally, the cost thereof to be debited to such funds.
If " O.S." stamps are not available, a small supply of the ordinary adhesive stamps—sufficient for the time being—will be obtained in lieu.
Except in very special cases, large files of papers are not to be transmitted through the post. Book or packet post must, as far as possible, be utilized for returns, &c., so as to insure the cheapest rate.
In transmitting correspondence through the post, care should be taken that any documents sent separately as " Commercial papers " or " Packet post " are posted at the same time.
206. Telegrams.
Telegrams.
Telegraphic communications will be limited to messages on the public service of urgent necessity, and recourse will be had to telegraphic communication in cases only where the delay involved in the transmission of a letter by post would be prejudicial to the public service. Cablegrams outside the Commonwealth are not to be transmitted without authority from the Minister.
A telegraphic message sent on the public service will have attached to the form on which it is made out telegraphic stamps of the proper value in the same manner as if the message were a private one. The sums so expended, to be admitted as a charge against the public, must be vouched by copies of the telegram sent, and all such copies of telegrams will be forwarded to the Authorizing Officer when claiming reimbursement for stamps expended. It will be the duty of the Authorizing Officer to bring under the notice of the Commandant any telegrams which do not appear to be in strict compliance with the Regulations.
(a) The repetition of a message must be obtained as a " paid service message " through the delivering office, and not by means of a fresh message exchanged between sender and receiver.
(b) In the event, however, of any messages being improperly sent as. on the public service, or of any messages not being of sufficient urgency or importance, the Officers or others sending them will be called upon to defray the cost.
(c) " O.S." stamps are not to be used on telegraphic messages relating to leave of absence or private business sent by Officers of the Military Forces and its departments for the personal convenience of the senders or receivers. The cost of such messages will not be admissible as a charge against the public.
207. Accounts.
Accounts.
Accounts will be kept as per form below, in which the addresses of all letters and telegrams chargeable to the public will be entered. These accounts will be examined daily by the officers responsible for the expenditure, whose signatures will be affixed as a voucher for its correctness, and will be subject to audit.
District Paymasters will see that all payments for stamps issued by them are duly adjusted.

208. Applications for leave of absence on the ground of illness shall be supported by a medical certificate.
209. The Minister, in cases of sickness or ill-health, may, when recommended by the General Officer Commanding, and on production of satisfactory evidence, grant extended leave, not exceeding three months, in accordance with the following schedule :—

210. Where in cases of illness any member who has received leave of absence for three months is not so far recovered as to be able to resume his duties, further extensions of leave may be granted, with the approval of the Governor-General, in accordance with the following schedule; provided that on each extension of leave the applicant shall be subjected to medical examination :—

In exceptional cases, special circumstances may be taken into consideration, e.g., where a member in discharge of his duty sustains injuries of such a nature as to incapacitate him for all duty this scale may be varied ; provided that in no case shall full pay be allowed for a period exceeding nine months in addition to leave granted by the Minister on full pay.
211. If any member is absent from duty on account of illness, and such absence has extended beyond three months, he shall not be permitted to return to duty unless and until it is certified that he is medically fit to resume work.
212. When extended leave is granted other than on full pay, the rate paid for Sundays and holidays shall be the same as that allowed for the period of leave.
213. No leave on account of illness shall be granted with pay if the sickness or ill-health has been caused by the misconduct of the member.
PART XI.—SALE OF STORES.
Sale of Stores.
214. Government stores, except as hereinafter provided, must not be lent, exchanged, or sold without Ministerial approval. To obtain approval for sale a memorandum with a schedule of the articles proposed to be sold, will be forwarded through the General Officer Commanding for the approval of the Minister.
Form 41 should not be used for this purpose.
When a sale has been effected the authorizing officer will forward a report of the same on Form 41 direct to the Secretary, for transmission to the Auditor-General.
215. The above procedure will not apply to the sale of small arm ammunition, rifles, spare parts, oil, flannelette, or materials in connexion with the use or cleaning of small arms; nor to articles of kit and other goods or stores in charge of the Ordnance Department or Quarter-Master, the issues of which are governed by regulation. All that is necessary in these cases is to forward a statement of such sales on Form 41, direct to the Secretary for transmission to the Auditor-General.
