1 Name
This instrument is the Export Control (Transition Assistance—Phase Out of Live Sheep Exports by Sea Programs) Instrument 2025.
3 Authority
This instrument is made under section 424E of the Export Control Act 2020.
4 Definitions
In this instrument:
Act means the Export Control Act 2020.
livestock transport business means a business that:
(a) on or after the commencement of this instrument is engaged in the transport of live sheep for export by sea; and
(b) was engaged in the transport of live sheep for export by sea for any period of time between 1 July 2022 and 30 June 2025.
livestock transport related business means a business that:
(a) on or after the commencement of this instrument is engaged in the transport of goods related to, or for use in, the export of live sheep by sea; and
(b) was engaged in the transport of goods related to, or for use in, the export of live sheep by sea for any period of time between 1 July 2022 and 30 June 2025.
5 Prescribed programs
For the purposes of section 424E of the Act, each program mentioned in column 1 of an item in the following table:
(a) is prescribed; and
(b) has the description mentioned in column 2 of the item and the purpose mentioned in column 3 of the item.

2 | Shearing Industry Transition Program | To provide funding to an industry organisation to help shearing contractor businesses to offer a broader range of seasonally complementary agricultural and other regional work to their employees and to individual shearers who are, are likely to be, or will be negatively affected by the phasing out of the export of live sheep by sea. | To support shearers and the employees of shearing contractor businesses to prepare for, adapt and respond to the phasing out of the export of live sheep by sea by diversifying employment opportunities. |
3 | Farm Business Transition Program | To provide funding to enable sheep producers who are, are likely to be, or will be negatively affected by the phasing out of the export of live sheep by sea to: (a) access advice on, and to apply, research and development innovations and extension activities; and (b) invest in on‑farm infrastructure and alternative farming systems and practices. | To support sheep producers to prepare for, adapt and respond to the phasing out of the export of live sheep by sea by enhancing their ability to make changes to their business operations to meet the requirements of the domestic supply chain. |
4 | Livestock Transport Industry Transition Program | To provide funding to enable livestock transport businesses and livestock transport related businesses who are, are likely to be, or will be negatively affected by the phasing out of the export of live sheep by sea to: (a) access advice and training relating to other transport‑related activities, and (b) invest on a co‑funded basis in asset modification or acquisition to enable their engagement in other transport‑related activities. | To support livestock transport businesses and livestock transport related businesses to prepare for, adapt and respond to the phasing out of the export of live sheep by sea by enhancing their ability to make changes to their business operations to transition to other transport‑related activities. |
5 | Supporting Supply Chain Partnerships Program | To provide funding to Grower Group Alliance (Inc) (ABN 65 816 357 099) to undertake activities that enable sheep producers and sheep processors who are, are likely to be, or will be negatively affected by the phasing out of the export of live sheep by sea to access education and training on risk‑management tools and financial literacy, including the use of forward contracts. | To support sheep producers and sheep processors to respond to the phasing out of live sheep exports by sea by improving price discovery, strengthening financial risk management, and increasing commercial certainty through the adoption of appropriate risk‑management tools. |
6 | Better Use of Market Information Program | To provide funding to Meat and Livestock Australia Limited (ABN 39 081 678 364) to undertake activities that promote improvements in information flow between sheep producers and sheep processors who are, are likely to be, or will be negatively affected by the phasing out of the export of live sheep by sea. | To support sheep producers and sheep processors to respond to the phasing out of the export of live sheep by sea by promoting increased transparency and enhancing product quality and pricing outcomes through better market information flows. |
6 Specified legislative power
For the purposes of subsection 424E(3) of the Act, the legislative power or powers of the Parliament mentioned in column 2 is specified in respect of the program mentioned in column 1 of the following table.
