ENVIRONMENT PROTECTION (SEA DUMPING) ACT 1981 MATTERS TO BE PUBLISHED IN THE GAZETTE FOR THE PERIOD: 1 July 2025 to 30 September 2025
Pursuant to section 25 of the Environment Protection (Sea Dumping) Act 1981 (the Act), notice is given that:
Applications for permits received under section 18 of the Act
- An application for a permit (SD2025-4081) was received on 9 July 2025 from EGS Survey Pty Ltd, 44 Market Street, Sydney, New South Wales 2000 (ABN: 84 112 943 718) for the dumping (abandonment in situ) of 2 mooring clump weights, offshore approximately 38 kilometres west-northwest of Thursday Island, Torres Strait, Queensland.
- An application for a permit (SD2025-4082) was received on 6 August 2025 from Woodside Energy Ltd, 11 Mount Street, Perth, Western Australia 6000 (ACN: 005 482 986) for the dumping (abandonment in-situ) of 9 drag anchors and associated remnant anchor chain, 1 debris anchor and up to 1.4 kilometres of associated anchor chain, and 7 temporary guide bases in the Enfield oil field, located offshore approximately 38 kilometres north of the North West Cape, Western Australia.
- An application for a permit (SD2025-4083) was received on 22 September 2025 from Nicole Stella Douglas, Mallacoota, Victoria 3892, for a burial at sea located offshore of Mallacoota, Victoria.
Permits granted under sections 19 and 21 of the Act
The Minister/delegate did not require the following permits to undergo an assessment in accordance with section 160 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
- A permit (SD2024-4068) was granted on 18 July 2025 to LINX Port Services Pty Ltd, Rumah Baru Road, West Island, Cocos (Keeling) Islands, Western Australia 6799 (ACN: 007 427 652) to load for the purposes of dumping, and to dump, one vessel (the James Capstan unmotorised barge) in waters adjacent to the Cocos (Keeling) Islands, Western Australia. This permit is valid until 31 January 2026.
- A permit (SD2025-4078) was granted on 22 August 2025 to New South Wales Department of Primary Industries and Regional Development, Unit 1, 21 Glasshouse Rocks Road, Narooma, New South Wales 2546 (ABN: 19 948 325 463) for the placement of an artificial reef for recreational fishing purposes. The reef comprises 2 purpose-built steel modules, located offshore approximately 5 kilometres south of Ballina, New South Wales. This permit is valid until 1 January 2056.
- A permit (SD2025-4079) was granted on 22 August 2025 to New Soth Wales Department of Primary Industries and Regional Development, Unit 1, 21 Glasshouse Rocks Road, Narooma, New South Wales 2546 (ABN: 19 948 325 463) for the placement of an artificial reef for recreational fishing purposes. The reef comprises 2 purpose-built steel modules, located offshore approximately 2.5 kilometres south-east of Sawtell, New South Wales. This permit is valid until 1 January 2056.
- A permit (SD2025-4076) was granted on 25 September 2025 to WA Recreational and Sportfishing Council (Inc.), trading as Recfishwest, Suite 3, 45 Northside Drive, Hillarys, Western Australia, 6025 (ABN: 77 922 817 608) and the Department of Primary Industries and Regional Development, 1 Nash Street, Perth, Western Australia, 6000 (ABN: 18 951 343 745) for the placement of an artificial reef for recreational fishing purposes. The reef comprises up to 300 purpose-built steel-reinforced concrete modules, located offshore approximately 44 kilometres north-west of Port Hedland, Western Australia. This permit is valid until 29 September 2057.
- A permit (SD2025-4083) was granted on 30 September 2025 to Nicole Stella Douglas, Mallacoota, Victoria 3892, for a burial at sea located offshore of Mallacoota, Victoria. This permit is valid until 29 October 2025.
For the following permit, the Minister / delegate received advice in accordance with section 161A of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) being that advice is not required.
- A permit (SD2024-4066) was granted on 28 August 2025 to the Tasmanian Ports Corporation Pty Ltd, trading as TasPorts, 90-110 Willis Street, Launceston, Tasmania 7250 (ABN: 82 114 161 938) for a 10-year permit to load for the purposes of dumping, and to dump up to 1,974,000 cubic metres (in-situ) of dredged material derived from the maintenance dredging of the entrance channel and bend and the inner harbour at the Port of Devonport, Devonport, Tasmania. This permit is valid until 29 August 2035.
Applications received for permit variations under section 23 of the Act
An application for a variation to a permit (SD2009-1322) was received on 12 September 2025 from API Management Pty Limited, 225 St Georges Terrace, Perth, Western Australia 6000 (ACN: 112 677 595). The variation sought to extend the permit period by 5 years.
Permit variations granted under sections 21 and 23 of the Act
A variation (No.2) to a permit (SD2022-4022) was granted on 6 August 2025 to the WA Recreational and Sportfishing Council (Inc.), trading as Recfishwest, Suite 3, 45 Northside Drive, Hillarys, Western Australia, 6025 (ABN: 77 922 817 608) and the Department of Primary Industries and Regional Development, 1 Nash Street, Perth, Western Australia, 6000 (ABN: 18 951 343 745). The variation was to accept the Carnarvon Artificial Reef Placement Plan dated 24 April 2025. The permit is for the placement of the Carnarvon Artificial Reef, comprising of 700 purpose-built concrete modules, offshore approximately 7 kilometres west south-west of Pelican Point, Carnarvon, Western Australia. This permit is valid until 30 August 2055.
The Minister/delegate did not require the variation to the permit to undergo an assessment in accordance with section 160 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
