EXPLANATORY STATEMENT

 

 

 

 

 

 

1. Authority for making the instrument:  Vice-Chancellorship Statute 2013, section 9.5.

 

 

2. Purpose and operation of the instrument:  The Rule defines misconduct by students of the University and set out the consequences of, and University procedures for dealing with, misconduct.

 

 

3. Documents incorporated in the instrument by reference:  None.

 

 

4. Consultation process:  The Rule was made by the Vice-Chancellor following a Review which arose, at least partly, following concerns expressed by some staff about the processes and outcomes of past appeals decisions involving students of the University.  For the purposes of the preparation of the Report from the Review, the following officers of the University were interviewed:  (then) A/g Registrar, Student Administration; Dean of Students; Deputy General Counsel; Director - Human Resources; and, various staff of CBE. Drafting instructions for the new Rule was prepared by the General Counsel and it was drafted in consultation with Division of Student Administration and Division of Student Life.
