DECLARATION OF APPROVED WILDLIFE TRADE MANAGEMENT PLAN
I, Alex Rankin, First Assistant Secretary, Wildlife, Heritage and Marine Division, as Delegate of the Minister for Environment, Heritage and Water, under the Environment Protection and Biodiversity Conservation Act 1999 (the Act), having considered public comments as required by section 303FR(3) of the Act, and being satisfied as to those matters set out in sections 303FO(3) and 303FO(4) of the Act, hereby declare that the Management Plan for the Commercial Harvest of Kangaroos in Western Australia 2013–2014 (the Plan), as it relates to the commercial harvest, is an Approved Wildlife Trade Management Plan for the purposes of section 303FO(2) of the Act.
This declaration has effect subject to the following conditions, applied under section 303FT of the Act:
- The commercial harvest of the species listed in Condition 2 must be carried out in accordance with the Plan.
- The declaration of the Plan applies only to specimens of western grey kangaroo (Macropus fuliginosus) and red kangaroo (Macropus rufus).
- The annual report referred to in Action 17 of the Plan must be submitted to the Department of Environment, Heritage and Water by 31 March each year. The annual report must cover the previous calendar year.
- The Western Australian Department of Environment and Conservation is to undertake a review of trigger points to establish agreed population thresholds for reducing and ceasing harvest for use in their management plan.
- The 2014 quotas must comply with the trigger points referred to in Condition 3 once they have been finalised.
- This declaration applies from 1 January 2013 until 31 March 2014, or until the Plan is replaced by another Approved Wildlife Trade Management Plan, whichever is earlier.

An application for independent review of the decision may be made to the Administrative Appeals Tribunal, on payment of the relevant fee, by or on behalf of the person or persons whose interests are affected, either within 28 days of receipt of the reasons for the decision, or within 28 days of this declaration if reasons for the decision are not sought.
