Overview

The Dairy Produce Export Control (Staff) Regulations, 1927, were made under the authority of the Governor-General in Council, and came into effect immediately. These Regulations were enacted to establish the administrative framework and operational procedures for staff within the Dairy Produce Control Board, as constituted under the Dairy Produce Export Control Act 1924. The primary objective was to ensure that the Board could efficiently manage its workforce, with clearly defined roles, responsibilities, and remuneration structures. The regulations outline the salary limits, employment conditions, and other allowances for officers, including provisions for overtime, meal allowances, and travel reimbursements. The enactment of these regulations by the Federal Executive Council aimed to provide a stable and organised environment for the Board to effectively carry out its duties in regulating the export of dairy products.

Scope and Application

The Dairy Produce Export Control (Staff) Regulations, made under the authority of the Dairy Produce Export Control Act 1924, apply to officers appointed by the Dairy Produce Control Board, which includes those working for the Board itself and the Board’s London Agency. These Regulations govern the conditions of employment, including salary limits, increments, office hours, overtime, meal allowances, leave entitlements, and travel allowances, as specified in the attached schedule. Notably, the Regulations establish a framework for the remuneration and employment conditions of staff, ensuring that they operate within the prescribed limits and conditions. The Regulations also provide for the possibility of modifications by the Board or the London Agency, as applicable, to the operational and procedural aspects of the staff’s duties. The provisions extend to both the Commonwealth and the Board's operations in London, thus having a dual jurisdictional reach. There are no explicit exclusions or exemptions mentioned within the text, though it is implied that the provisions are specific to the roles defined within the regulations and the officers appointed under the Act.

Key Provisions

The Dairy Produce Export Control (Staff) Regulations, made under the Dairy Produce Export Control Act 1924, detail the remuneration, conditions, and responsibilities of staff employed by the Dairy Produce Control Board, including its London Agency. These regulations establish the salary scales for various positions, such as the Secretary to the Board (section 3), with maximum and minimum amounts specified in the schedule (section 2). Salary increments are determined by the Board, with a cap at the maximum salary limits for each position (section 4). Staff are appointed during the Board's pleasure, subject to good behaviour and adherence to these regulations (section 5). Office hours are set from 9 a.m. to 5 p.m. with a one-hour lunch break, except on Saturdays when they end at noon (section 6). The Secretary has the authority to require staff to work beyond regular hours and to authorise overtime, subject to specific conditions and rates (sections 7 and 8). Meal allowances are provided for staff required to work past 6 p.m. (section 9). Absence from duty during office hours is generally prohibited unless expressly permitted by the Secretary (section 10). Recreation leave of between twelve and eighteen working days per year is available to staff (section 11). Sick leave may be granted with or without pay, depending on the submission of satisfactory evidence of illness (section 12). Travelling allowances are set out in Table D of the schedule (section 13). The Secretary is required to report to the Board on any necessary changes to office operations or staff compensation, as well as any other matters affecting staff or office work (section 14). These regulations also provide for the London Agency to exercise certain powers and functions under the Board's direction (section 15). Failure to comply with these regulations may result in disciplinary action, including termination of employment. However, specific offences, penalties, or legal consequences for non-compliance are not explicitly detailed in these regulations.
