EXPLANATORY STATEMENT

Currency Act 1965

Currency (Perth Mint) Determination 2014 (No. 1)

Under subsection 13A(1) of the Currency Act 1965, the Parliamentary Secretary to the Treasurer has made a determination regarding the specifications of coins proposed to be issued by the Perth Mint (Gold Corporation).

Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.

A determination made by the Parliamentary Secretary to the Treasurer is a disallowable instrument for the purposes of section 42 of the Legislative Instruments Act 2003.

2014 Anzac Spirit - 100th Anniversary of World War I - Gold Proof Coin

The design on the 2014 Anzac Spirit - 100th Anniversary of World War I (1/4oz) gold proof coin, consists of a representation of a child standing on grass and looking towards several soldiers walking single file along a shoreline that forms a bay with rolling terrain on the far side, with several ships in the bay along with a coloured representation of a poppy.  The coin includes the following inscriptions ‘1914 ~ “To Our’, ‘Last Man and our’, ‘Last Shilling”’, and the initials of the designer Aleysha Howarth ‘AH’.

 

2014 Anzac Spirit - 100th Anniversary of World War I - Declaration of War - Silver Proof Coin

The design on the 2014 Anzac Spirit - 100th Anniversary of World War I - Declaration of War (1oz) silver proof coin, consists of a representation of the female personification of Britannia holding a coloured representation of the Union Flag with one hand, superimposed over a pattern of lines extending outwards from a central point, a representation of a formation of soldiers holding rifles in the shoulder arms position and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1914 ~ “When the’, ‘Empire is at War’, ‘so is Australia at War”’, and the initials of the designer Wade Robinson ‘WR’.

 

2014 Anzac Spirit - 100th Anniversary of World War I - Australia's First Action - Silver Proof Coin

The design on the 2014 Anzac Spirit - 100th Anniversary of World War I - Australia's First Action (1/2oz) silver proof coin, consists of a circle surrounding a coloured representation of a soldier holding a rifle, with a pack on his back and a bag attached to his belt, a coloured representation of leafy foliage, a representation of the Bita Paka telegraph station and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1914 ~ AUSTRALIA’S FIRST ACTION’ and the initials of the designer Natasha Muhl ‘NM’.

 

2014 Anzac Spirit - 100th Anniversary of World War I - Answering the Call - Silver Proof Coin

The design on the 2014 Anzac Spirit - 100th Anniversary of World War I - Answering the Call (1/2oz) silver proof coin, consists of a circle, which in part surrounds a coloured representation of a soldier holding a pen in one hand and papers in the other, behind a desk that has papers, pen and pen holder on top, with a poster at the front, and the following inscriptions ‘ENLIST’, ‘For King’, ‘and’ and ‘Country’.  Also depicted on the coin is a representation of several men standing single file, with one man holding papers in one hand on a stylised floor, and a representation in the background of the Australian Imperial Force enlistment form containing the Australian Coat of Arms, and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1914 ~ ANSWERING the CALL’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2014 Anzac Spirit - 100th Anniversary of World War I - Farewell to Family (1/2oz) silver proof coin, consists of a circle, which in part surrounds a representation of a soldier holding a coloured representation of a young child wearing a slouch hat, a representation of crowds of people standing upon a wharf, a body of water and a ship, and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1914 ~ FAREWELL to FAMILY’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Baptism of Fire (2oz) gold proof coin, consists of a circle surrounding a representation of a soldier holding a rifle with bayonet and a satchel over one shoulder, a representation of several soldiers holding rifles, moving over a rugged landscape with a rock formation in the background and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1915 ~ BAPTISM OF FIRE’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Goodbye Cobber. God Bless You (1/4oz) gold proof coin, consists of a representation of a soldier crouched down with a coloured partial representation of a soldier superimposed over a landscape of rugged terrain, a representation of a burial cairn with a rifle and hat resting against a cross, a representation of poppies, grasses and crosses and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1915 ~’, ‘“Goodbye’, ‘Cobber.’, ‘God Bless’, ‘You”’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Lest We Forget (1kg) silver proof coin, consists of a coloured representation of a rifle and a slouch hat with the Rising Sun Badge on the side, with a landscape featuring water, shoreline’s, bushland and a sky at twilight, a coloured representation of a poppy and a background consisting of text that is a list of memorial and burial sites of Australian soldiers from WWI .  The coin includes the following inscriptions ‘WHERE HEROES LIE’, ‘LEST we FORGET’, ‘GRATITUDE’, ‘BLOOD and TEARS’, ‘MATESHIP’, ‘COURAGE’, ‘BRAVEST of the BRAVE’, ‘WE WILL REMEMBER THEM’, ‘PRIDE’, ‘THEIR NAME LIVETH for EVER MORE’, ‘RESPECT’, ‘1 KILO 999 SILVER’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Making of a Nation (1oz) silver proof coin, consists of a representation of several boats containing soldiers and sailors with some soldiers holding rifles and with sailors manning the oars, a representation of a landscape featuring water, a shoreline, hilly terrain and a coloured background representing a dawn sky, and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1915 ~’, ‘Making’, ‘of a Nation’ and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Spirit of the Fallen (1/2oz) silver proof coin, consists of a circle, which in part surrounds a representation of a landscape featuring wasteland with a tree and three soldiers with two holding rifles, three transparent soldiers with two holding rifles superimposed over a coloured representation of the lone pine cemetery with a cloudy sky, and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1915 ~ SPIRIT of the FALLEN’, and the initials of the designer Wade Robinson ‘WR’.

The design on the 2015 Anzac Spirit - 100th Anniversary of World War I - Billies for the Troops (1/2oz) silver proof coin, consists of a circle which in part surrounds a representation of a soldier and a coloured representation of a women, both holding a billy and a coloured representation of a poppy.  The coin includes the following inscriptions ‘1915 ~ BILLIES for the TROOPS’ and the initials of the designer Aleysha Howarth ‘AH’.

  

2015 Anzac Day – 100th Anniversary of Gallipoli

The design on the 2015 Anzac Day - 100th Anniversary of Gallipoli (30mm) aluminium bronze coin consists of a representation of several soldiers, some with rifles with bayonet and one with a smoking pipe.  Also included on the coin is a silhouette of a soldier playing a bugle.  The coin includes the inscriptions ‘GALLIPOLI’, ‘100  YEARS’, ‘Lest We’, ‘Forget’ and ‘April 25’ and the initials of the designer Tom Vaughan ‘TV’.

 

Declaration of War

The design on the Declaration of War (30mm) aluminium bronze coin consists of the female personification of Britannia, superimposed over a pattern of lines forming crosses, and a representation of a formation of soldiers holding rifles in the shoulder arms position.  The coin includes the inscriptions ‘1914 ~’, ‘“WHEN THE’, ‘EMPIRE’, ‘IS AT WAR,’ ‘SO IS’, ‘AUSTRALIA’, ‘AT WAR’ and the initials of the designer Wade Robinson ‘WR’.

 

The World War I Poster Series -Silver Proof Coin

The design on The World War I Poster Series (1oz) silver proof coin consists of a coloured representation of several soldiers with some standing and some sitting on the back of horses, congregating in an area surrounded by buildings with a tree in the background and clouds in the sky and a coloured representation of the original Young Men’s Christian Association logo.  The coin includes the inscriptions ‘AUSTRALIAN’, ‘HOME FRONT’, ‘Snapshots-from-Home-League of Australia’, ‘SEND THEM ALL’, ‘SNAPSHOTS FROM HOME’, ‘Y.M.C.A. WILL SUPPLY’, ‘FREE OF COST’, ‘For further particulars’, ‘1oz 999 silver’ and the signature of the artist, Frederick Pegram.

 

2014 Australian Kangaroo - Chinese Characters - Gold Bullion Coin

The design on the 2014 Australian Kangaroo - Chinese Characters (1/10oz) gold coin consists of a representation of a kangaroo superimposed over a circle enclosing a landscape featuring leafless trees, a fence, fallen branches, grasses, flowers and a hilly terrain in the background.  The coin includes the inscriptions ‘AUSTRALIAN KANGAROO’, ‘2014 1/10oz 9999 GOLD’, the Chinese pictographs pronounced ‘mă nián jí xiáng’ and meaning ‘Auspicious Year of Horse’, and the initials of the designer Tom Vaughan ‘TV’.

 

2014 Australian Koala - Chinese Characters - Silver Bullion Coin

The design on the 2014 Australian Koala - Chinese Characters (1oz) silver coin consists of a circle enclosing a representation of a koala and a leafy tree branch.  The coin includes the inscriptions ‘AUSTRALIAN KOALA’, ‘2014 1oz 999 SILVER’, the Chinese pictographs pronounced ‘mă nián jí xiáng’ and meaning ‘Auspicious Year of Horse’ and the initials of the designer Mike Guilfoyle ‘MG’.


PUBLIC CONSULTATION

GoldCorp Australia has undertaken consultation among its network of Australian and international wholesale distributors. Authorised Australian distributors of Perth Mint products are consulted regularly during business meetings and participation at the Australian Numismatic Dealers’ Association Coin, Banknote and Stamp shows and Licensed Post Office Conferences held throughout Australia.  Likewise, international distributors are consulted during a schedule of individual meetings hosted during the World Money Fair held in Berlin and the American Numismatic Association’s World’s Fair of Money. 

 

In some instances when a major program is in concept stage Perth Mint would conduct market research through focus groups to assist us in preparing designs.

 

Limited consultation is conducted with external parties due to the confidentiality of coin themes and artwork, due to the risk of competitors viewing Perth Mint innovations and potentially releasing similar coins into the market prior to release.
 

Members of the public have the opportunity to contact Perth Mint to present any themes they would like to see commemorated on Australian legal tender.  These concepts are then researched and presented to GoldCorp Australia’s sales and marketing department for consideration and feedback.

 

 

STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS

Currency (Perth Mint) Determination 2014 (No. 1)

 

This Legislative Instrument is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011.

 

Overview of the Legislative Instrument

 

The purpose of this Legislative Instrument is to determine the weight, dimension and composition of 17 new numismatic coins to be released by the Perth Mint. 

 

Human rights implications

 

This Legislative Instrument does not engage any of the applicable rights or freedoms.

 

Conclusion

 

This Legislative Instrument is compatible with human rights as it does not raise any human rights issues.
