EXPLANATORY STATEMENT

Currency (Perth Mint) Determination 2013 (No. 2)

Under subsection 13A(1) of the Currency Act 1965, the Parliamentary Secretary to the Treasurer has made a determination regarding the specifications of coins proposed to be issued by the Perth Mint.

Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.

A determination made by the Parliamentary Secretary to the Treasurer is a disallowable instrument for the purposes of section 42 of the Legislative Instruments Act 2003.

The design on the 2014 Silver Year of the Horse (1oz) silver bullion coin, consists of the following:

(b) a coloured representation of a Chinese stamp that is made up of a square border which encloses the pinyin pictographs pronounced “qían lóng yù lăn zhī băo” and meaning “stamp of Emperor Qíanlóng”;

(c) a coloured representation of a Chinese stamp that is made up of a square border which encloses the pinyin pictographs pronounced “tài shàng huáng dì zhī băo” and meaning “stamp of Emperor Yōngzhèng”;

(d) the pinyin pictographs pronounced:

(i) “Dà Wăn Liū” which is the name of the horse with no English equivalent; and

(ii) “qían lóng wù chén mèng chūn haĭ xī chēn láng shì níng gōng shū” and meaning “Painted by Minister Lang Shining in early spring of the 13th year from the ascension of Emperor Qíanlóng”;

The design on the Australian Stock Horse (1oz) silver bullion coin, consists of a representation of a horse superimposed on a landscape with grasses, trees, shrubs, a fence and a tank on stilts, and the following:

(a) “THE AUSTRALIAN STOCK HORSE”;

(b) “2013 1oz 999 SILVER”;

(d) “P”

22. Australian American Memorial - Gold Bullion Coin

The design on the Australian American Memorial (1/4oz) gold bullion coin consists of a circle enclosing a representation of an eagle statue with a background of a portion of the Stars and Stripes and stars in the shape of the Southern Cross, and the following:

(a) “AUSTRALIAN / AMERICAN MEMORIAL”;

(b) “WAR IN THE PACIFIC 1941-45”;

23. Australian American Memorial - Silver Bullion Coin

The design on the Australian American Memorial (1/2oz) silver bullion coin, consists of a circle enclosing a representation of an eagle statue with a background of a portion of the Stars and Stripes and stars in the shape of the Southern Cross, and the following:

(a) “AUSTRALIAN / AMERICAN MEMORIAL”;

(b) “WAR IN THE PACIFIC 1941-45”;

24. Sister Cities - Melbourne / St Petersburg - Silver Proof Coin

The design on the Sister Cities - Melbourne / St Petersburg (1oz) silver proof coin, consists of the following:

(a) a pattern of semi-circular shapes and lines immediately inside the rim forming a border;

(b) an insert consisting of a lenticular lens which features 2 images that morph from one to the other as the viewing angle of the coin is changed. The 2 images consist of:

(i) a coloured representation of Flinders Street Station, a tram and commuters; and

(ii) a coloured representation of the Admiralty building, a semi-frozen river, bare trees and a domed building located in St Petersburg, Russia;

(d) “1oz 999 SILVER”;

(e) “P”

PUBLIC CONSULTATION

GoldCorp Australia has undertaken consultation among its network of Australian and international wholesale distributors. Authorised Australian distributors of Perth Mint products are consulted regularly during business meetings and participation at the Australian Numismatic Dealers’ Association Coin, Banknote and Stamp shows and Licensed Post Office Conferences held throughout Australia. Likewise, international distributors are consulted during a schedule of individual meetings hosted during the World Money Fair held in Berlin and the American Numismatic Association’s World’s Fair of Money.

In some instances when a major program is in concept stage Perth Mint would conduct market research through focus groups to assist us in preparing designs.

Limited consultation is conducted with external parties due to the confidentiality of coin themes and artwork, due to the risk of competitors viewing Perth Mint innovations and potentially releasing similar coins into the market prior to release.

Members of the public have the opportunity to contact Perth Mint to present any themes they would like to see commemorated on Australian legal tender. These concepts are then researched and presented to GoldCorp Australia’s sales and marketing department for consideration and feedback.

STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS

Currency (Perth Mint) Determination 2013 (No. 2)

This Legislative Instrument is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011.

The purpose of this Legislative Instrument is to determine the weight, dimension and composition of 24 new numismatic coins to be released by the Perth Mint.
