EXPLANATORY STATEMENT
Currency Act 1965
Currency (Perth Mint) Determination 2010 (No. 3)
Under subsection 13 (2) and 13A(1) of the Currency Act 1965, the Assistant Treasurer has made a determination regarding standard composition of coins for denominations listed in the schedule and on the specifications of coins proposed to be issued by the Perth Mint.
Subsection 13 (2) of the Currency Act 1965 requires that the determination provide a reference in the Schedule, opposite to the denomination of a coin, the standard composition of coins of that denomination and a reference to such other standard composition as is specified in the determination.
Subsection 13A(1) of the Currency Act 1965 requires that the determination provide details of coin characteristics including standard composition, standard weight, allowable variation from standard weight, design and dimensions.
A determination made by the Assistant Treasurer is a disallowable instrument for the purposes of section 42 of the Legislative Instruments Act 2003.

• 2011 Berlin Bear – Privy Mark Issue Silver Bullion Coin
The design on the 2011 Berlin Bear - Privy Mark Issue (1oz) silver bullion coin features a representation of an adult and a young koala sitting in the fork of tree. Also featured on the coin is a privy mark of the Berlin Bear.
• 2011 Platypus - Platinum Bullion Coin
The design on the 2011 Platypus (1oz) platinum bullion coin features a representation of a platypus with underwater grasses and bubbles.
• 2011 Young Collectors - Mythical Creatures – Phoenix - Base Metal Coin
The design for the 2011 Young Collectors – Mythical Creatures – Phoenix base metal (Aluminium Bronze) coin depicts a bird with its wings and claws outstretched, neck bent forward and flames behind it and includes the word ‘PHOENIX’.

The design for the 2011 Young Collectors – Mythical Creatures – Goblin base metal (Aluminium Bronze) coin features a representation of a goblin, with a large nose, large pointy ears and a moustache curled at the ends. The goblin is wearing a pointy hat with baubles above the front rim and on the pointy end, a robe with a belt around it, gloves and shoes that are curled at the end. The coin includes the word ‘GOBLIN’.

The design for the 2011 Young Collectors – Mythical Creatures – Mermaid base metal (Aluminium Bronze) coin features a representation of a mermaid with long hair and wearing shells on her bust and includes the word ‘MERMAID’.

The design for the Celebrate Australia – Australian World Heritage Sites - Purnululu National Park base metal (aluminium bronze) coin depicts a wallaby and shrubs superimposed over a coloured background of rock formations, and includes the inscriptions ‘AUSTRALIA, ‘$1’ and ‘PURNULULU NATIONAL PARK’.

The design for the Celebrate Australia – Australian World Heritage Sites - Wet Tropics of Queensland base metal (aluminium bronze) coin depicts cassowary superimposed over a coloured representation of leafy plants with a waterfall and a body of water in the background, and includes the inscriptions ‘AUSTRALIA, ‘$1’ and ‘WET TROPICS OF QUEENSLAND’.

The design for the 2011 Australian battles - Gallipoli (1oz) silver proof coin depicts a representation of a male wearing an army uniform, a backpack and holding a rifle, a coloured representation of a shoreline with tents and a jetty, and a coloured representation of the 1914-15 Star campaign ribbon, and includes the words ‘1915’, 1oz 999 SILVER and ‘GALLIPOLI’
• 2011 Australian Battles – Tobruk Silver Proof Coin
The design for the 2011 Australian battles - Tobruk (1oz) silver proof coin depicts a representation of a man wearing an army uniform with his hands behind his back, a coloured representation of two men carrying a stretcher with a person on it into a shelter, and a coloured representation of the Africa Star campaign ribbon, and includes the words ‘1941’, 1oz 999 SILVER and ‘TOBRUK’
• 2011 Australian Sea Life II – The Reef – Hawksbill Turtle – Silver Proof Coin
The design of the 2011 Australian Sea Life II - The Reef – Hawksbill Turtle (1/2oz) silver proof coin features a coloured representation of a hawksbill turtle, with a background which is in part made up of a pattern of lines and in part unpatterned. The image includes the inscriptions ‘AUSTRALIAN SEA LIFE II’, ‘THE REEF’ and ‘HAWKSBILL TURTLE’.

The design of the 2011 Australian Sea Life II - The Reef – Starfish (1/2oz) silver proof coin features a coloured representation of a starfish, with a background which is in part made up of a pattern of lines and in part unpatterned. The image includes the inscriptions ‘AUSTRALIAN SEA LIFE II’, ‘THE REEF’ and ‘STARFISH’.
• 2011 Australian Antarctic Territory - Killer Whale – Silver Proof Coin
The design of the 2011 Australian Antarctic Territory – Killer Whale (1oz) silver proof coin features an outline representing a map of Antarctica surrounding icebergs floating in the water and a coloured representation of water. Superimposed over the iceberg representations is a killer whale breaching the water. Superimposed over the water and map outline is a coloured representation of a killer whale and calf. Outside the map outline is a background polar grid pattern with some segments shaded and some segments unshaded. The coin includes the inscriptions: ‘AUSTRALIAN ANTARCTIC TERRITORY’, ‘2011 – KILLER WHALE’ and ‘1oz 99.9 SILVER’.

The design of the 2011 Mini Kangaroo (0.5g) gold bullion coin features a representation of a kangaroo and the inscription ‘0.5 GRAM 9999 GOLD’.

The design of the 2011, 20 Years of the Wiggles – Big Red Car base metal coin has a coloured representation of four men sitting in a car, with the official logo of the Wiggles on the bonnet and door of the car and the words ‘BIG RED CAR’ on the bumper. The coin has a coloured background with representations of grass and a tree and the words ‘CELEBRATING 20 YEARS’ and ‘1991-2011’.

The design of the 2011, 20 Years of the Wiggles – The Wiggles Band base metal coin has a coloured representation of four men; one man standing behind a microphone, one man standing behind a musical keyboard, a third man sitting behind a drum set with the official logo of The Wiggles on it and the final man holding a guitar. The coin has a coloured representation of musical notes and the words ‘CELEBRATING 20 YEARS’ and ‘1991-2011’.

The design of the 2011, 20 Years of the Wiggles – The Wiggles Secondary Characters base metal coin features the official logo of The Wiggles in colour, a person wearing a hat and holding a feather, a large dog, a stylised animal wearing a hat and holding flowers, a stylised animal wearing a shirt and hat and waving, and the words ‘CELEBRATING 20 YEARS’ and ‘1991-2011’.

The design of the 2011, 20 Years of the Wiggles – The Wiggles Full Cast base metal coin features the official logo of The Wiggles in colour, surrounded by a pattern of shapes extending to eight stars, with each star featuring a coloured representation of a human face or a stylised animal, and the words ‘CELEBRATING 20 YEARS’ and ‘1991-2011’.

The design of the 2011, 90th Anniversary of Ginger Meggs (1oz) silver proof coin features a coloured representation of a child sitting on a kangaroo holding reins with one hand and waving with the other, with a monkey holding on to the back of the child’s shirt and a dog hanging onto the kangaroo’s neck. The coin has the official Ginger Meggs logo along with the words ‘GINGER MEGGS 90th ANNIVERSARY’ and ‘1oz 999 SILVER’.
• 2011, 150th Anniversary of Dame Nellie Melba – Silver Proof Coin
The design for the 2011 150th Anniversary of Dame Nellie Melba (1oz) silver proof coin depicts a representation of a woman partially obscured by representations of a bouquet of flowers and a music score and includes the words ‘Dame Nellie Melba – 1861 – 1931’ and ‘1oz 999 SILVER’.

The design for the 2011 Rugby World Cup (1oz) silver proof coin consists of a representation of three men, with one holding the ball in his hand, superimposed over a representation of a trophy. The coin has the official Australian Wallabies logo, the official 2011 Rugby World Cup logo and the words ‘1991/1999 WORLD CHAMPIONS’, ‘AUSTRALIA’ and $1.
• 2011 Her Majesty Queen Elizabeth 85th Birthday - Base Metal Coin
The design of the 2011 H.M. Queen Elizabeth 85th Birthday base metal (Aluminium Bronze) coin features a representation of Her Majesty Queen Elizabeth II, the design from her personal flag partly superimposed over a lined background and the inscription ‘H.M QUEEN ELIZABETH II’, ‘85th BIRTHDAY’ and ‘1926 – 2011’.
Public consultation
No public consultation was undertaken in relation to the currency determination as it has limited public interest and the design of the coins is based on the commercial decisions by the Perth Mint.
The Determination commences on the day after it is registered.
